Interview for the NBA chairman was held 9 months ago by the PMO appointed
committee but no appointment. Biodiversity conservation is a big issue
for mitigation to climate change and making strategy to counter it.

Govt should improve
Again things are going in 'keep pending' box by giving one or the other
reason like previous government. Number of PSUs/deparments are headless
or makeshift arrangements have been made. Why High Court Judges are
not being appointed ? Then blame the executive or judiciary for delays.
Nobody is serious for this work. Now implementation of 7th CPC is being
delayed. Why employees should not get their due in time. Lot of improvement
needs from government side also to avoid agitation and strike and make
employees work.

Concern over sexual harassment
I endorse the concern over sexual harassment. I wrote79 letters - one
each to govt secretaries for trg&mgmt and awareness. No response
even from ministry and Under Secretary in charge refuges to circulate
name of resource person on list of approved faculty. NGO with connections
get money and hire trainer at half rate.

Action taken on sexual harassment complaint
Copy of enquiry report and action taken report on appellant's
complaint pertaining to sexual harassment to his wife at work
place was sought. The respondent informed that the information
sought could not be provided under the provisions of Section 8(1)(h)
of the RTI Act as the disclosure of information at that point
of time would impede the process of investigation. Subsequently,
the SBI informed that an inquiry by the Internal Committee constituted
under Sexual Harassment Committee was conducted and the Committee's
report and the findings of the Committee had already been communicated
to the wife of the appellant. They further added that as per Section
16 of Sexual Harassment of Women at Workplace (Prevention, Prohibition
and Redressal) Act, 2013 the contents of the complaint made, the
identity and addresses of the aggrieved woman, respondent and
witnesses, any information relating to conciliation and inquiry
proceedings, recommendations of the Internal Committee or the
Local Committee and the action taken by the employer or the District
Officer under the provisions of this Act, shall not be communicated
to the public and media in any manner. Further, the appellant
has no locus standi to file complaint on behalf of his wife. The
CIC accepted the submissions of the respondents. However, the
PIO was directed to pass a speaking order on appellant's RTI application.
Comments
In the cases of sexual harassment, the Supreme Court guidelines
issued under the Vishakha case have to be followed. The CIC has
preferred not to issue a notice to the third party under section
11 and has upheld the denial of information.
