On PM Modi's Sniffer Service
After the Paris terror attack, Delhi Police PM security wing, had sent
an SOS to MHA and DG ITBP to provide its elite 'crack K9 units' for
securing the French Premier, who would be visiting India, under the
highest threat perception, since ISIS has publicly announced that it
would do its best to cause bodily harm to the French leader, for his
air raids on ISIS held territories.
ITBP quickly responded in few hours, by assembling its super-secret
K9 ED (Explosive Detection) dogs, from all over the country, and embedding
it seamlessly with PM Security Wing for anti-sabotage duties. This was
due to the fact that for the first time there was no waiting for MHA's
approval on paper. A quick telephonic verbal approval of MHA was conveyed
giving a GAPF order. Not many know but the acronym stands for "go
ahead, paper follows"!
GAPFs are issued only when time is at a premium and the intelligence
inputs are accurate. This happened before Pathankot. After Pathankot,
it was clear to the agencies that the terror outfits realize that fidayeen
type attacks would not succeed, that too in the heart of India, right
on the Rajpath. Inputs confirm that IEDs would be the mainstay for terrorists.
And ITBP dogs are one of the world's most reliable 'silent arms' to
sniff out terror, as validated by the fact when US President Obama visited
India, it was only the ITBP canines who were allowed to dove-tail with
US Special Forces ( Navy Seals) in the inner-ring security of President
(POTUS) and his wife, Michelle Obama (FLOTUS- first lady of the US),
since ITBP's standards matched those of US Navy Seal K9s in ASC (anti-sabotage
check ) duties.

Modi has centralized power
Infact, Narendra Modi has centralized power. In a vast country like
India power should be de-centralized.

Reduction of contingent in RD Parade not wrong
I fully endorse the views expressed with regard to reduction of contingent
in RD Parade. I recall that way back in early 1990s, one student contingent
was dropped from the marching contingent for various administrative
reasons and I believe the decision could have been taking after analysing
their performance. But, after a few years the contingent got included
again because of persistent pressure from some agencies. Today, the
students from different parts of the country come to Delhi and stay
for about a month. The expenditure is about Rs.50-70 lakhs. This needs
a serious review.

Competitive demands for better pay scales are being voiced regularly
ever since the 7th PC submitted its report, with very strong "justification"
from each side. Statistically speaking the one does not constitute the
50 lakh or so central government employees, whereas the other certainly
constitute more than 25%, but the all constitute nearly 70% of all government
employees. All of them have defined duties, are called the "cutting
edge of administration", deliver in reality all the services to
the people. I don't know if the one or the other can stop the all from
performing their duty honestly, faithfully, diligently and promptly.
The fact the change of government at the centre has not resulted in
100% change in honest/transparent governance is proof of the failure
of the all, other and one, in that order. If they decide to perform
as fast and as honestly as the prime minister Modi, India will look
different in just 6 months. Earlier there was admonition conveyed through
the one or other in a very discreet manner; today they dare not act
smart or dishonest. It is an opportunity for all to prove their worth
& relevance in civil services and delivery to the people. Do it
now!

Action taken on sexual harassment complaint
Copy of enquiry report and action taken report on appellant's
complaint pertaining to sexual harassment to his wife at work
place was sought. The respondent informed that the information
sought could not be provided under the provisions of Section 8(1)(h)
of the RTI Act as the disclosure of information at that point
of time would impede the process of investigation. Subsequently,
the SBI informed that an inquiry by the Internal Committee constituted
under Sexual Harassment Committee was conducted and the Committee's
report and the findings of the Committee had already been communicated
to the wife of the appellant. They further added that as per Section
16 of Sexual Harassment of Women at Workplace (Prevention, Prohibition
and Redressal) Act, 2013 the contents of the complaint made, the
identity and addresses of the aggrieved woman, respondent and
witnesses, any information relating to conciliation and inquiry
proceedings, recommendations of the Internal Committee or the
Local Committee and the action taken by the employer or the District
Officer under the provisions of this Act, shall not be communicated
to the public and media in any manner. Further, the appellant
has no locus standi to file complaint on behalf of his wife. The
CIC accepted the submissions of the respondents. However, the
PIO was directed to pass a speaking order on appellant's RTI application.
Comments
In the cases of sexual harassment, the Supreme Court guidelines
issued under the Vishakha case have to be followed. The CIC has
preferred not to issue a notice to the third party under section
11 and has upheld the denial of information.
