Non inclusion of Doctors of IRMS, CGHS. IOFMS etc in empanelment
It is unfortunate that Doctors belonging to Central Govt services recruited
directly by UPSC into Group A services on the basis of the results of
Combined Medical Services Examination conducted every year are not being
considered for Joint Secretary level posts in various ministries even
though many of them are fully competent for these posts. Officers of
Indian Railway Medical Service, CGHS etc are some of the best brains
in the Country and their services could be utilised in key portfolios
of various Govt Institutions.

Open letter to Nitish Kumargaru, CM Bihar.
Respected Nitish Kumargaru,
Kindly accept felicitations on being re-elected CM of Bihar. The work
done by you in Bihar for its all round development in the last ten years
speaks for itself.
Recent news of law and order problems in Bihar is quite surprising and
is contrary to all you have apparently stood for in your public life.
I particularly recall news reports about fast track courts to decide
criminal cases set up during your first tenure and feel that you are
the only person who could have set things right then, as now. As you
would agree, no development can take place in any state or country where
the rule of law is given the short shrift.
You have always been a visionary for your state. As a concerned citizen
of India, may I request you to stem the tide before it is irreversible
and undoes all the good work that you have done in ten years of being
Chief Minister of your state and also puts paid to your possible future
candidature as Prime Minister of India.
Wish you a happy Pongal and Makar Sankranti.
Sincerely,
J P Prakasa Rao

Action taken on sexual harassment complaint
Copy of enquiry report and action taken report on appellant's
complaint pertaining to sexual harassment to his wife at work
place was sought. The respondent informed that the information
sought could not be provided under the provisions of Section 8(1)(h)
of the RTI Act as the disclosure of information at that point
of time would impede the process of investigation. Subsequently,
the SBI informed that an inquiry by the Internal Committee constituted
under Sexual Harassment Committee was conducted and the Committee's
report and the findings of the Committee had already been communicated
to the wife of the appellant. They further added that as per Section
16 of Sexual Harassment of Women at Workplace (Prevention, Prohibition
and Redressal) Act, 2013 the contents of the complaint made, the
identity and addresses of the aggrieved woman, respondent and
witnesses, any information relating to conciliation and inquiry
proceedings, recommendations of the Internal Committee or the
Local Committee and the action taken by the employer or the District
Officer under the provisions of this Act, shall not be communicated
to the public and media in any manner. Further, the appellant
has no locus standi to file complaint on behalf of his wife. The
CIC accepted the submissions of the respondents. However, the
PIO was directed to pass a speaking order on appellant's RTI application.
Comments
In the cases of sexual harassment, the Supreme Court guidelines
issued under the Vishakha case have to be followed. The CIC has
preferred not to issue a notice to the third party under section
11 and has upheld the denial of information.
