Now Pranab Mukherjee hss given consent to put Arunachal Pradesh under President Rule, though Congress party urged him not to sign the Cabinet note. If sources are to be believed, Congress could not give any concrete reason in this regard while Home Minister in his meeting with the prez cleared all doubts.

ETV Question's the credibility of television ratings of BARC
The country's largest regional television network has questioned the validity and credibility of the newly introduced television rating mechanism of "BARC" ( Broadcast Audience Research Council ). The existing TRP rating system of TAM will shut down and will be replaced by BARC on 27th February, 2016, which has a comparatively larger base of around 20,000 boxes, in place of TAM's 6000 boxes.

But in a shocking development, even before BARC's formal launching on 27th February, the location and details of BARC's secret rating meters has been made public, posing a serious credibility threat before the BARC management. Recently, on 7th January, 2016 in Mumbai, during a joint meeting of BARC and ETV Editors, Bissa Majumdar, Sr.Editor, ETV News, Bangla (Kolkata) surprised everyone by circulating a list of 65 secret BARC centres in Kolkata with the exact location and the house owner's mobile numbers. Everyone present in the meeting was shocked and BARC authorities had a volte-face with no explanations.

The incident has raised serious questions about the secrecy and credibility of a confidential BARC system. Just after two weeks of this incident, the TRP ratings of a flagship ETV channel i.e. ETV-Rajasthan had slipped to No.2, whereas, for the last 7 years, the channel has been occupying a No.1 position and even across all the national channel No.1 position at least five times during the calendar year 2015. Though, the sudden fall of BARC numbers in Rajasthan, may be a coincidene only, but ETV management is keeping its fingers crossed and trying to find out whether there is any co-relation or link between the Mumbai and Jaipur incidents.

Operation "TOAST"- ITBP Dogs ensure safe parade

There is no breaking news if there is no incident. The ITBP dogs silently ensured a incident free RD parade held under 100% pointed intelligence inputs that terror groups wanted to shake the very concept of democratic India, In an unprecedented GAPF ( go ahead paper follows) order, the MHA gave permission to crack K9 units of ITBP to embed with the PM Security Wing in the wake of confirmed inputs, that made it one of the highest threat perception events in the history of Independent India. The ITBP dogs sanatised every single blade of grass to ensure that the the President of India, who is the supreme commander of armed forces and the various Army columns that gave him the salute, were able to maintain the prestige of the Republic Day Parade on an even keel, and the VVIPs and general public were out of harms way. Voter is losing patience


Modi is losing charm or not, difficult to say, certainly voter is losing patience. Exact would be known closer to next elections. BJP must keep a watch and improve its delivery front and avoid the controversy and negative publicity culture. If it does not improve, things will change soon even. Nation building is certainly a collective responsibility but voter does not understand this at all. Let us wait and watch?

Modi is doing an excellent job


There are many comments stating that there is no alternative to Modi. If a Country of 125 Crores cannot produce an alternative of a PM then there is really something wrong. While Modi is doing an excellent job, presuming that no one can do it better may be underestimating the people of this Country. After Nehru same was said, When Mrs Gandhi was assassinated people said the same thing.

We have many people to replace Modi , the only thing is that today one cannot pinpoint one but the person will emerge when the time comes and situation arises, just like Modi emerged.

Litigation policy 2015 only for revenue matters ?

An office memorandum doing the rounds of all the Govt offices regarding new National Litigation Policy of the Govt of India, wherein all the cases pending in various courts/ tribunals is pending are being compiled for a decision by the Govt. It is astonishing that the various offices under the CBEC are making compilation of only revenue cases and have not touched those belonging to service matters. They say that they have been asked to only go for revenue cases that have to be withdrawn, while those of service matters are not in the purview of the policy. Can anyone familiar with the CBEC or Department of Legal affairs enlighten in this matter ? Is the Litigation policy 2015 only for revenue matters?

The World Economic Forum & the Jaipur Literary Festival


What purpose is served by a Literary Festival when it revolves round Tulsidas and is dominated by the award wapasi brigade exiled from Delhi? Is a literary festival a subterfuge for spreading communal hatred, social disharmony, political propaganda and a means of continuing attacks on the government and the prime minister when the culprits responsible for all the social, political and economic ills of the country masquerade as poets or litterateurs or critics? Why is it held at Jaipur? Why do the organizers want recitation of Salman Rushdie's Satanic Verses in Jaipur only and not in Kolkata, Patna, Lucknow, Chennai or Hyderabad? It does not require the genius of a poet or professor of Delhi or other university to see through this demonic game. Some time back the Donkey Mela was held somewhere in Rajasthan, which truly transacted serious business. In fact, the Donkey Festival, like the Camel Festival is much more than buyer-seller meet and becomes a platform for veterinary services delivery from the Government of Rajasthan. Similarly the World Economic Forum (WEF) brings the genuinely brilliant minds of the world to a table where they use each word wisely, unlike the wastage of words & expressions at the Jaipur Literary Festival. At the WEF, the brilliance of the human mind and its application to issues bothering the people across the globe such as creation of jobs, pollution, energy, security and ISIS meets the requirements of urgent attention to matters affecting the life of the people or the threats to the very existence of the human society. Contrary to this, the Literary Festivals of the Jaipur vintage spread gloom & doom, raise crops of terribly unemployable generations, incite social strife, plot the political agenda of their masters, mint money and attempt to increase their clout with whosoever wants to employ them for carrying on a verbal assault on the Prime Minister, Narendra Modi. Let us ask ourselves a question in honesty: does anybody buy their book of poems? There is not even one high standard literary magazine in circulation in India, because these Moguls of Indian language literature (including Indian writing in English) elbowed the genuine writers out through guile and coercion. India can't afford to go back in time; our new generation has to move forward in sync with the world.

Action taken on sexual harassment complaint

Copy of enquiry report and action taken report on appellant's complaint pertaining to sexual harassment to his wife at work place was sought. The respondent informed that the information sought could not be provided under the provisions of Section 8(1)(h) of the RTI Act as the disclosure of information at that point of time would impede the process of investigation. Subsequently, the SBI informed that an inquiry by the Internal Committee constituted under Sexual Harassment Committee was conducted and the Committee's report and the findings of the Committee had already been communicated to the wife of the appellant. They further added that as per Section 16 of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 the contents of the complaint made, the identity and addresses of the aggrieved woman, respondent and witnesses, any information relating to conciliation and inquiry proceedings, recommendations of the Internal Committee or the Local Committee and the action taken by the employer or the District Officer under the provisions of this Act, shall not be communicated to the public and media in any manner. Further, the appellant has no locus standi to file complaint on behalf of his wife. The CIC accepted the submissions of the respondents. In the cases of sexual harassment, the Supreme Court guidelines issued under the Vishakha case have to be followed. The CIC has preferred not to issue a notice to the third party under section 11 and has upheld the denial of information.
