Pravesh Sharma granted voluntary retirement by Madhya Pradesh Government

The State Govt. has approved the voluntary retirement request of Pravesh Sharma, a 1982 batch IAS officer of MP cadre, with effect from 31st January 2016 by waiving off the mandatory notice period of three months. He will be relieved at the end of this month from the post of Special Commissioner (Coordination), Madhya Pradesh Bhawan, New Delhi. The grapevine in Bhopal is buzzing about the reasons for this decision of the officer.

As many as seven IRTS officers have been transferred to various zones of Railways. Despite floods NLC manages to stay afloat with profit (UPDATED)
NLC posts Rs.758 crores net profit upto third quarter in 2015-16 as compared to Rs.903 Crs. for the corresponding period of previous year 2014-15. This reduction by about 16% is mainly due to reduction of Net Profit of Q3 alone which stands at Rs.47.61 crores as compared to Rs.309 crores of third quarter in previous year 2014-15. Reduction of profit in Q3 attributable to heavy loss of Lignite production and Power Generation estimated around Rs. 450 Crs. due to the unprecedented rain & heavy floods in the month of November & December 2015 for about 35 days which submerged NLC Mines and choked the Power Generation in its Power plants at Neyveli complex. Besides during the Third Quarter an additional impact due to VRS, Wage Revision arrear to the Workmen and additional Statutory payment on Clean Energy cess amounting to Rs. 115 Crs. was borne by the company. However with all these, not withstanding the loss caused due to the reasons beyond the control of the company, NLC managed to stay afloat with the profit of Rs.47.61 Crs. which otherwise would have been substantially more. However on cumulative basis for 9 months period April to December 2015, the net decline is only 16% which amounts to Rs. 145 Crs. for which recovery plan are in force to catch up by end of FY 2015-16.

Utterly wrong assessment of Modi. He has not at all lost his charm, still he is the most loved leader today, only persons with affinity towards the almost defunct opposition parties are allergic to his programs.

Prakasa Rao`s article praising Nitish Kumar seems to be paid and guided article. There are no such qualities in Nitish Kumar. Otherwise, during his first tenure, he would have taken out of Bihar decade old backwardness. Even now in his tenure he is not likely to do anything keeping in view that his Deputy Chief Minister is a Ninth fail and all MLAs (law makers) are history sheeters. One of his MLA, a lady, has already performed a don`s act by taking away her husband from jail. There are reports of murders almost daily in Bihar. Today (25.1.16) one woman is reported to have been shot dead in Patna. Nitish Kumar has been voted to power not because of his good works but due to sheer foolishness of Biharis, who could not come out of Casteism. But outsiders in other States are happy that due to these developments in Bihar, they will continue to get cheap labour, as Bihar is not going to do anything good for them in Bihar.

Action taken on sexual harassment complaint

Copy of enquiry report and action taken report on appellant's complaint pertaining to sexual harassment to his wife at work place was sought. The respondent informed that the information sought could not be provided under the provisions of Section 8(1)(h) of the RTI Act as the disclosure of information at that point of time would impede the process of investigation. Subsequently, the SBI informed that an inquiry by the Internal Committee constituted under Sexual Harassment Committee was conducted and the Committee's report and the findings of the Committee had already been communicated to the wife of the appellant. They further added that as per Section 16 of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 the contents of the complaint made, the identity and addresses of the aggrieved woman, respondent and witnesses, any information relating to conciliation and inquiry proceedings, recommendations of the Internal Committee or the Local Committee and the action taken by the employer or the District Officer under the provisions of this Act, shall not be communicated to the public and media in any manner. Further, the appellant has no locus standi to file complaint on behalf of his wife. The CIC accepted the submissions of the respondents. However, the PIO was directed to pass a speaking order on appellant's RTI application.

Comments

In the cases of sexual harassment, the Supreme Court guidelines issued under the Vishakha case have to be followed. The CIC has preferred not to issue a notice to the third party under section 11 and has upheld the denial of information.
