Region of Airports Authority of India at Chennai has been appointed
as Director(Finance) to the Board of the State Trading Corporation of
India(A Govt. of India Enterprise) as per the recent decision of the
Appointments committee of the Cabinet (ACC). G Ravichandran is likely
to assume charge shortly.

No suitable person for Chairman of CBSE !
It is strange that Min.of HRD has not been able to find a suitable person
for appointment as Chairman of CBSE for more than a year. Probably certain
vested interested. Persons are delaying it so that the earlier Chairman
could come back after completing his cooling period!!! PMO should not
allow this and make the appointment soon.

Buying of two cars
The Odd-Even formula has been launched with a lot of expectations. However,
after a few months, some critics opine that as the cost of small cars
is affordable through bank loans, people may go in for an additional
car choosing the desired Odd/Even number so that they can travel by
car everyday. This means this is surely going to add to the traffic
woes. I am not sure whether AAP Govt. did take this aspect into consideration.

Outburst is surprising
Radhikai's outburst against me for my ruminations (yes ruminations they
were) on odd-even formula is rather surprising. I did not criticise
the policy. I would support any action which will improve Delhi air
quality. I only predicted that it may not succeed in its mission since
it is only an half-hearted attempt with so many exempted and then 57
lakhs two-wheelers which spew the maximum smoke allowed to run. Then
many people finding a way, like duplicate number plates, to cheat to
bypass it. We will know the result when the 15day trial is over. I shall
be the happiest person if it is successful in reducing pollution. First
day coverage is not the key. Incidentally today while coming to Noida
I noticed quite a few odd number cars zooming past and not a soul to
check.

Commendable remarks
I must commend the remarks on Chairman Biodiversity Authority. MoEF
has been converted into a Mafia style administration. The previous secretary
was the member of the selection committee who selected himself and two
gullible Ministers recommended his name. With the help of Jayanthi Natrajan
he eased out the previous chairman of the authority a renowned scientists
to get the cosy post retirement sinecure. He destroyed the harmony between
different wings and even today the best IFS officers are being persecuted
by the IAS lobby. PM Modi should take over this Ministry if his Paris
deal is to succeed and rid this Ministry of power brokers.

Jugglery was made
Apros to the comments, the appointment in MoEF is case to case basis
and as per the convenient of MoEF. Earlier because then Secretary, MoEF
wants to be Chairman, therefore all jugglery was made. MoEF is the ministry
where any thing can happened to favour an individual. Recently ICFRE
MoEF has appointed APPCF from Maharasthra cadre on CF post, it means
pay more and get less work done. Likewise there are many appointments
in ICFRE where senior IFS officials have been posted on junior posts
resulting in to heavy financial loss. I feel whisper should highlights
such appointment to reduce the government burden. Therefore the post
of Chairman Biodiversity is being kept vacant to provide benefit to
some In-charge officer. Similarly, the post of Chairman CPCB is also
kept vacant, as a result officer in-charge is enjoying the privilege.

Kejriwal - a quick learner !
Arvind Kejriwal has been very quick to learn the ropes of what he perceives
to be politics. He has shown that he can hold his own and more in the
cesspool of politics. Indeed, he might even be relishing the cesspool.
But politics does not boil down only to demagoguery, name calling, allegations
and counter allegations, pretence, churlishness and hypocrisy. These
are the tools of the trade of those practitioners of politics against
whom Arvind Kejriwal professed to struggle in his early days.
Politics is only a means to public service. The race to become Prime
Minister cannot be the sole end of politics.

Disclosure of
service book
The Appellant sought certified copies of
extracts of the service register of the Senior Regional Manager
of the Respondents in their Bengaluru office. The Respondents
replied that the expression 'service register' was not prevalent
in their organization and they do not maintain any service book
in respect of their Senior Regional Manager. The Appellant stated
that such records should be available in respect of the employees
of the public authority. The CIC held that the records concerning
the service matters of the Senior Regional Manager must have been
maintained by the public authority in one form or the other. If
these are not available as a register or book, these should be
available on files or in electronic form. Further, the CIC observed
that the information is exempt from disclosure under Section 8
(1) (j) of the RTI Act. Referring to the allegation of irregularities
made by the appellant, the CIC held that this allegation cannot
become the ground of larger public interest.
Comments
The High Court of Madhya Pradesh in Shrikant Pandya vs. State
of M.P. [W.P. No. 13646 of 2009, judgment dated 1.2.2010] the
service book contains annual confidential reports and other information
like details of family and nomination thereo which are personal
in nature and a Government servant has a right to guard the same.
If parted with, disclosure would certainly lead to the unwarranted
invasion of privacy of the Government servant. Therefore, a PIO
must remember that as the service book contains personal information
about an employee, it is not liable to be disclosed as such to
an applicant.
