Now it is widely believed in the corridors
of power that SEBI Chief U K Sinha is unlikely to get extension next
month. He is 1976 batch IAS officer of Bihar cadre.
Postings of 1982 batch IPS to start from January end ?
Posting of 1982 batch IPS officers to the rank of DG in the Government
of India will commence from January.

In Income Tax -MP and Chhattisgarh create record
Till date over Rs 9000 crore has been collected as Income Tax in Madhya
Pradesh -Chhattisgarh Circle.This region has put more efforts in the
area of TDS collection to achieve the budget collection. Here TDS growth
rate is 12.74 per cent as against 11.31 growth rate for the All India.
The Circle has already crossed the budget target fixed for arrear demand
collection as against the target of Rs 1041 Crores.And the total collection
so far is Rs 1063.58 crores. A total 33 surveys have been conducted
and undisclosed income of Rs 108 crores have been collected so far.
45541 new assessees have also been added in the Circle. Only five months
ago 1980 batch IRS (IT) officer Abrar Ahmed has taken over as Principal
CCIT (CCA) for MP and Chhattisgarh.
Hakay Akshya Machhindra quits ITS to join IPS
Hakay Akshya Machhindra has quit Indian Trade Service (ITS) after he
was selected in Indian Police Service (IPS).
Vashisth quits IIS
Mahima Vashisth has quit Indian Information Service (IIS ) to join TCS.
She is 2013 batch IIS officer.
Singh joins IB
Janardan Singh has joined Intelligence Bureau (IB) as Deputy Director.

The Appointments Committee of Cabinet has reportedly cleared the appointment
of A B Khare, Chief General Manager, RCF, as Chairman-cum-Managing Director,
Madaras Fertilizers Limited (MFL). The post has been lying vacant since
on November 1, 2015.
G K Satish selected as Director (P&BD), IOCL
G K Satish, ED, IOCL, has been selected for the post of Director (P&BD),
Indian Oil Corporation Limited (IOCL) at a Public Enterprises Selection
Board (PESB) meeting held on January 4, 2016. As many as 10 persons
were interviewed for the same.
L V S Babu to take over as CMD, HSL on Jan 16
RAdm L V S Babu, ACNS, MoD, will be taking over the charge as Chairman
and Managing Director, Hindustan Shipyard Limited (HSL) on January 16,
2016.

A vacancy of the post of Chairman-cum-Managing Director, NMDC Limited
has arisen with the retirement of incumbent Narendra Kothari on December
31, 2015.Gopal Singh, CMD, CCL, has failed to take over the charge on
January 1, 2016 for want of appointment orders. No one has been given
an additional charge of this post.

Two posts of members in CWC vacant ?
Two posts of members in CWC will remain vacant because ministry of water
resources could not take decision. If sources are to be believed Central
Water Commission has moved process to fill up the two vacant posts of
members in the commission about two months back. One post of member
is said to be vacant since June.
R P Goel is also Head of Zonal office, CLA, Delhi
R P Goel, JDGFT, has been assigned an additional charge of Head of Zonal
office, CLA, New Delhi. He is an ITS officer.

8 Indian Postal Service officers transferred
As many as eight officers belonging to Indian Postal Service, group
A have been transferred and posted to different circles. Accordingly,
S N Dave has been posted to Gujarat circle while K K Jayasankar was
posted to Postal directorate and T R Shankar is being transferred to
Karnataka circle. Similarly, H V Ranganath was posted to Karnataka;
J D Vankar to Gujarat circle; Ms V Tara to Karnataka circle; N R Giri
to Kerala circle and V Kumarakrishnan was transferred to Tamil Nadu
circle.
Indian Postal Service officer joins AP Government
V Ramulu, who joins Andhra Pradesh Government on deputation, has been
posted as Secretary, AP Social Welfare Residential Educational Society
(APSREIS). He is a 1992 batch officer of Indian Postal Service.
Guj Govt in search of Secretary for GERC
The Government of Gujarat is in search of a candidate for the post of
Secretary, Gujarat Electricity Regulatory Commission (GERC), Gandhinagar
for a period of three years. Those willing to apply can send their applications
to the Government before December 31, 2015.
Amara Ram Gujar gets posting to Lisbon
Amara Ram Gujar has been appointed to Lisbon in the rank of FS. He is

IPS officers transferred in MP
Five IPS officers have been transferred and posted at different places
in Madhya Pradesh. Accordingly, Abhya Singh has been appointed as DIG,
rural Indore while G K Pathak was made SP, Chhindwara and Mithilesh
Shukla is SP, Satna. Besides, transfer orders of R K Hingankar to SP,
Satna have been cancelled and will remain as SP, Dhar and Shashikant
Shula was made SP, Dewas.
6 IAS officers shifted in MP
Six IAS officers have been shifted in Madhya Pradesh. Accordingly, Mrs
Renu Tiwari was made MD, Madhya Pradesh Khadi Gramodhyog Board while
Prakash Chandra Jangre will be Collector, Katni and Vikas Narwal is
Collector. Besides, Bharat Yadav has been appointed as Collector, Balaghat;
V Kiran Gopal as Director, Regional Tribal Development and MD, ST Finance
and Development Corporation and Dhanraju S was made Collector, Seoni.

The AGMUT cadre of the IAS and the DANICS are more to be pitied than
censured. The Services have become sacrificial lambs in the fire of
political ambition.

Really unfortunate
It is very sad that the Maharashtra Chief Secretary has to repeatedly
give directions to the officers below him to work properly and not delay
implementation of decisions.
Mahrashtra must be one of the few cadres where officials are showing
such gross and open dereliction of duties.
Those with integrity and sincerity need to take the initiative to set
things right by helping the Chief Secretary and Govt.

Disclosure of
service book
The Appellant sought certified copies of
extracts of the service register of the Senior Regional Manager
of the Respondents in their Bengaluru office. The Respondents
replied that the expression 'service register' was not prevalent
in their organization and they do not maintain any service book
in respect of their Senior Regional Manager. The Appellant stated
that such records should be available in respect of the employees
of the public authority. The CIC held that the records concerning
the service matters of the Senior Regional Manager must have been
maintained by the public authority in one form or the other. If
these are not available as a register or book, these should be
available on files or in electronic form. Further, the CIC observed
that the information is exempt from disclosure under Section 8
(1) (j) of the RTI Act. Referring to the allegation of irregularities
made by the appellant, the CIC held that this allegation cannot
become the ground of larger public interest.
Comments
The High Court of Madhya Pradesh in Shrikant Pandya vs. State
of M.P. [W.P. No. 13646 of 2009, judgment dated 1.2.2010] the
service book contains annual confidential reports and other information
like details of family and nomination thereo which are personal
in nature and a Government servant has a right to guard the same.
If parted with, disclosure would certainly lead to the unwarranted
invasion of privacy of the Government servant. Therefore, a PIO
must remember that as the service book contains personal information
about an employee, it is not liable to be disclosed as such to
an applicant.
