In Income Tax -MP and Chhattisgarh create record

Till date over Rs 9000 crore has been collected as Income Tax in Madhya Pradesh -Chhattisgarh Circle.This region has put more efforts in the area of TDS collection to achieve the budget collection. Here TDS growth rate is 12.74 per cent as against 11.31 growth rate for the All India. The Circle has already crossed the budget target fixed for arrear demand collection as against the target of Rs 1041 Crores.And the total collection so far is Rs 1063.58 crores. A total 33 surveys have been conducted and undisclosed income of Rs 108 crores have been collected so far. 45541 new assessees have also been added in the Circle. Only five months ago 1980 batch IRS (IT) officer Abrar Ahmed has taken over as Principal CCIT (CCA) for MP and Chhattisgarh.

As many as eight officers belonging to Indian Postal Service, group A have been transferred and posted to different circles. Accordingly, S N Dave has been posted to Gujarat circle while K K Jayasankar was posted to Postal directorate and T R Shankar is being transferred to Karnataka circle. Similarly, H V Ranganath was posted to Karnataka; J D Vankar to Gujarat circle; Ms V Tara to Karnataka circle; N R Giri to Kerala circle and V Kumarakrishnan was transferred to Tamil Nadu circle.

V Ramulu, who joins Andhra Pradesh Government on deputation, has been posted as Secretary, AP Social Welfare Residential Educational Society (APSREIS). He is a 1992 batch officer of Indian Postal Service.

Accordingly, Mrs Renu Tiwari was made MD, Madhya Pradesh Khadi Gramodhyog Board while Prakash Chandra Jangre will be Collector, Katni and Vikas Narwal is Collector. Besides, Bharat Yadav has been appointed as Collector, Balaghat; V Kiran Gopal as Director, Regional Tribal Development and MD, ST Finance and Development Corporation and Dhanraju S was made Collector, Seoni.

The AGMUT cadre of the IAS and the DANICS are more to be pitied than censured. The Services have become sacrificial lambs in the fire of political ambition.

Really unfortunate


It is very sad that the Maharashtra Chief Secretary has to repeatedly give directions to the officers below him to work properly and not delay implementation of decisions.

Mahrashtra must be one of the few cadres where officials are showing such gross and open dereliction of duties.
Those with integrity and sincerity need to take the initiative to set things right by helping the Chief Secretary and Govt.

Disclosure of service book

The Appellant sought certified copies of extracts of the service register of the Senior Regional Manager of the Respondents in their Bengaluru office. The Respondents replied that the expression 'service register' was not prevalent in their organization and they do not maintain any service book in respect of their Senior Regional Manager. The Appellant stated that such records should be available in respect of the employees of the public authority. The CIC held that the records concerning the service matters of the Senior Regional Manager must have been maintained by the public authority in one form or the other. If these are not available as a register or book, these should be available on files or in electronic form. Further, the CIC observed that the information is exempt from disclosure under Section 8 (1) (j) of the RTI Act. Referring to the allegation of irregularities made by the appellant, the CIC held that this allegation cannot become the ground of larger public interest.

Comments

The High Court of Madhya Pradesh in Shrikant Pandya vs. State of M.P. [W.P. No. 13646 of 2009, judgment dated 1.2.2010] the service book contains annual confidential reports and other information like details of family and nomination thereo which are personal in nature and a Government servant has a right to guard the same. If parted with, disclosure would certainly lead to the unwarranted invasion of privacy of the Government servant. Therefore, a PIO must remember that as the service book contains personal information about an employee, it is not liable to be disclosed as such to an applicant.
