POLITICS
This is History (160)
The British consider themselves the successors of the Moghals to the
dominion of India and try to copy them in pomp and vulgar display.
Funding of Congress under vigil
NDA government is said to be monitoring as to who the industrialists
or corporate houses are who are still funding the Congress party.
Odd and Even..
Metro Station looked like it was being run over!
Tried to get in but then ran for cover!
Stopped a Rick and got a shock!
Hit me like a rock!
From Karol Bagh to CP 600 Rupees!
Told the Rick Waalah repeat please!
'Are you Deaf' he shouted!
He repeated and I stood there grouted!
Next Rick .. One Gandhi big one!
Zooms away before I'm done!
Have CNG rates shot up so high!
That now with wads of notes CNG they buy!
Then is struck me it's the odd even order!
No wonders all round such disorder!
Every Rick Driver looked like a thief!
Every one looked around in disbelief !
Called up Radio Cab!
The response I got was like a jab!
No Taxis available today!
With arrogance this the Voice did say!
Buses were jam packed!
By all modes of transport we had been attacked!
Got hold of a Cycle Rick!
What he demanded made me 'hic' !!
300 was his demand!
And pay up first was his command!
The demand outstripped the supply!
So you would end up paying a fortune to comply!
Delhites would find it cheaper to pay the fine!
And just let out a whine!
Seems Odd Even was a knee jerk reaction!
For on road Vehicular contraction!
Public Transport was woefully short!
No pain no gain is AAPs retort!
Seems it's just a publicity stunt!
As we know for Publicity Kejri's always on the hunt!
He and his lot will car pool and pedal bikes!
Some may even resort to long hikes!
Kejri and gang will milk this for 15 days!
And then Odd Even and Delhi will part ways!
Delhi Government huge Ad spend is chipping in!
It's like throwing money into the bin!
Because it's a 15 day thing!
Then maybe some real measures they'll bring!
And pollution results show Odd Even has flopped!
If anything dropped attendance in Offices dropped!

Modi must stop foreign trips and should concentrate on internal problems
of the country. People have high hope from him.

DEBATE (2)
He should not run Government on Gujarat pattern. India is a big country
and can not be compared with a state. Problems are manifold and he should
find trusted team.

Govt servants should become responsive
The Prime Minister had requested to the Secretaries to suggest measures
for improving governance for the benefit of the citizens. First of all
the Government servants should become accessible and responsive. They
should shed feudalism entirely. The Department of Personnel & Training
should do well for the benefit of the employees. They should take a
universal stands on the court judgments. If necessary go right upto
the level of Supreme Court and settle issues once for all. In the case
of Central Secretariat Service recently they have implemented one set
of action (Seniority list of CSS) and other set of action (in the case
of Assistants) relating to eligibility period for promotion to a post.
This contradictory decisions/actions leads to a number of supplementary
court cases in various courts of the country.

Maharashtra govt should shift to e-Office
Maharashtra Government should shift over to e-Office in the earliest
possible manner right upto the level of SDO's office. If the Government
feels that they don't have funds to implement such a large scale activity,
then they can seek assistance from the corporate sector companies located
in the big cities of the State. They will be more than willing to extend
help because they are the only one who will benefit in the long run.
Corruption will be reduced and transparency brought in.

Disclosure of
service book
The Appellant sought certified copies of
extracts of the service register of the Senior Regional Manager
of the Respondents in their Bengaluru office. The Respondents
replied that the expression 'service register' was not prevalent
in their organization and they do not maintain any service book
in respect of their Senior Regional Manager. The Appellant stated
that such records should be available in respect of the employees
of the public authority. The CIC held that the records concerning
the service matters of the Senior Regional Manager must have been
maintained by the public authority in one form or the other. If
these are not available as a register or book, these should be
available on files or in electronic form. Further, the CIC observed
that the information is exempt from disclosure under Section 8
(1) (j) of the RTI Act. Referring to the allegation of irregularities
made by the appellant, the CIC held that this allegation cannot
become the ground of larger public interest.
Comments
The High Court of Madhya Pradesh in Shrikant Pandya vs. State
of M.P. [W.P. No. 13646 of 2009, judgment dated 1.2.2010] the
service book contains annual confidential reports and other information
like details of family and nomination thereo which are personal
in nature and a Government servant has a right to guard the same.
If parted with, disclosure would certainly lead to the unwarranted
invasion of privacy of the Government servant. Therefore, a PIO
must remember that as the service book contains personal information
about an employee, it is not liable to be disclosed as such to
an applicant.
