Justice Lodha Committee Recommendations
The rot in BCCI's functional ethics brought Supreme court of India in
the picture to cleanse its infamous affairs. The beckoning of Justice
Lodha committee appointed for the purpose ,for the politicians and bureaucrats
to keep away from the supreme Indian Cricketing body, also bodes for
the other sporting bodies to act alike by implications. However ,in
reality major sports bodies in India have become the personal fiefdoms
of these influential classes for the reason that the resources required
to run these organisations cannot otherwise be met with. It is laudable
to suggest that the sportsmen should run sports bodies, but in reality
the sportsmen will not be able to provide for the required resources.
Since they also control the government, the sports policies would not
be made to promote sports by sports persons and the control of these
persons would continue in reality. Stakes in many sports bodies are
very high and mercenaries are in abundance. The rot in sports bodies
in all likelihood would continue.

Dissent, disaffection, denounce but never assent
Are we a debating society only or a nation? Are the Air Force, Navy,
Army, BSF and Police alien to the nation or an organic part of the entity
called the Nation? The endless debates on TV channels among shrieking
and shouting hosts and guests, which are invariably always superficial
and shallow, cause more harm than help issues. The Pathankot incident
is the latest in the series. Compared to the coverage of the recent
Paris attack on CNN & BBC and the counter attack on the ISIS by
France, Germany, UK & USA, the TV channels covering Pathankot portray
us as a nation in endless debates in dissent and disaffection without
ever in assent with the authorities. It irks more when those who had
never ever faced even an SSB speak authoritatively of what has not been
done or what should have been done. If the veterans invited to the show
make any attempt to do a genuine analysis, the host cuts them short
before they have completed expressing themselves or simply go on a commercial
break. Pathankots are no short cuts to TRP or commercial purposes please.
There is a need to bring the people closer to the Army & other services
to close this gap. The Army is an "arm" of the people, as
are the Navy, Air Force and all other security forces. They celebrate
their birthdays. It is time to re-structure the celebrations from this
year to include people's participation in a modern way besides the parade.
Qualities of character, valour, bravery, chivalry and service should
not remain exclusive prerequisite of the armed forces alone; it has
to be the bare minimum in every Indian. An advanced state like Punjab,
always on alert, even heightened alert since 30th December 2015, whose
SP was travelling in his official vehicle with friends, failed to "suspect"
the terrorists when stopped? Can it be believed? Should our citizens
be so careless, our trained police officers given the responsibility
of a very sensitive border district be so casual in facilitating terrorist
attacks and our air base be left to the security of personnel who lower
guard even after highest alert had been sounded or trained to watch
for the enemy as a duty to the nation? People's participation in war
and peace in close cooperation with the forces can secure us from enemy
attacks like the one at Pathankot. People's perception of the forces
and their work needs to be changed, which goes beyond employment. Can
a beginning be made with the 68th Army Day celebration?

it is seen that Luikam, IAS formerly Secretary at NEC, Shillong is serving

Sikkim.

Disclosure of
service book
The Appellant sought certified copies of
extracts of the service register of the Senior Regional Manager
of the Respondents in their Bengaluru office. The Respondents
replied that the expression 'service register' was not prevalent
in their organization and they do not maintain any service book
in respect of their Senior Regional Manager. The Appellant stated
that such records should be available in respect of the employees
of the public authority. The CIC held that the records concerning
the service matters of the Senior Regional Manager must have been
maintained by the public authority in one form or the other. If
these are not available as a register or book, these should be
available on files or in electronic form. Further, the CIC observed
that the information is exempt from disclosure under Section 8
(1) (j) of the RTI Act. Referring to the allegation of irregularities
made by the appellant, the CIC held that this allegation cannot
become the ground of larger public interest.
Comments
The High Court of Madhya Pradesh in Shrikant Pandya vs. State
of M.P. [W.P. No. 13646 of 2009, judgment dated 1.2.2010] the
service book contains annual confidential reports and other information
like details of family and nomination thereo which are personal
in nature and a Government servant has a right to guard the same.
If parted with, disclosure would certainly lead to the unwarranted
invasion of privacy of the Government servant. Therefore, a PIO
must remember that as the service book contains personal information
about an employee, it is not liable to be disclosed as such to
an applicant.
