Outside an Airforce base ...
I travelling via road on NH ....for miles no Tea Vend ...and then outside a Air Force Base I spot a roadside tea wallah ...there are two customers waiting for their orders....

M: Ik doodh patti...teh ik matti...

Tea Wallah: (translating from Punjabi...only some Punjabi)...Sahab not enough milk ...sakthi bahut ho gayi hai..doodh wallah aaya nahi ...
1st Customer : Oye... as it is the milk you use is water ....so why are you cribbing ...
2nd Customer : No no .... the milkman gives him milk but he must be having a milk bath and then mixing water in the left milk...dekho kinna gorra chitta ho gaya hai (see how fair he's become)...
Tea Wallah: Oye Maskaro.... serious ho jao ajh... see what's happened in Patankhot.... we are sitting outside a Air Force base...
M: Here the Security must be tightened....
1st C: Aho Bhaaji ... birds come and finish off the crop and then the Farmer gets up...

TW: First and foremost these Mazaars of Peers near the Base ...these are drug supply points. .. suspicious characters are always loitering around the Mazaars.. and I feel there are people in these Mazaars that keep an eye on what is moving in and out of the Base..
S: Aho ...addicts frequent it ...and you know for a fix a Druggie can do anything ...so they can be used for nefarious purposes ..
M: Air Force must be checking out the area ..atleast within 100 M of the periphery wall...
TW: Chadho jee ...many of them are followers of the Mazaars..buss sadhe teg sakthi kaa ditti (made it difficult for us) .... gate teh checking wah wah (wanting) honndi hai ....teh walk along the periphery ...barbed wire is not there in certain places ...at night you will notice lighting is bad... ek kheyo ji security (what type of security)....
S: You will blame them only ...oye your house wall and periphery wall is common...

TW: Moorkho...ownership of this piece of land existed in my family before the Base came up...did they take my permission before setting up this Base..and construction is allowed beyond 100 M ...so why don't they buy the land within 100 M...
S: Chal Chal. ..Sarkaar naal pangge nahi lehende... nahi teh ghar toh wee jaye tuh ( or you'll loose the house too)..
M: Now they cannot stop people from enjoying their lands ....if they want to ban construction they have to buy the land at market price.... that's why the prohibited area is now 100 M...yes Air Force can use advanced surveillance equipment to monitor from the periphery. ..increase the height of the wall... have more wall sentry boxes equipped with night vision....andhar inna ne kuch nahi karna teh bahar waaleya da band bajaana (inside no precautions and trouble people who are on the outside)...
TW: Hanji sachchi gall.. kuchch teh insaaf honna chahida...

The country has got pressing problems like insurgency, corruption in DDCA and efficacy of odd-even car policy? Don' waste your and reader's time on such silly issues.

"Corruption in CGHS-empanelled private hospitals"

There media report of Income Tax raids on a prominent Group having a chain of hospitals across the country, was noteworthy. Why have other private sector hospitals, clinics, diagnostic centres etc been left out? All have a soft underbelly. Dens of black money generation, public looting, fleecing of the poor, vulnerable patients are galore. The practice of needlessly retaining patients after recovery for inflating the bill ,is widely prevalent. Such looting does not take place in government hospitals. As a CGHS pensioner, I can cite number of cases where cash-rich private patients are given preferential treatment over CGHS counterparts.

Hearty Congratulations on behalf of Forest Scientist Association (FoSA). Dr. Savita is a wonderful officer. During her tenure as Principal, SFS and Deputy Director General (Education), she has proved her worthy. FRI and ICFRE has been suffering due to dichotomy in the system. FoSA feels under her dynamic leadership all the issues related to HRD and R&D will be on track and FRI will regain its lost glory and again be on the top of the world. Best wishes.

Disclosure of service book

The Appellant sought certified copies of extracts of the service register of the Senior Regional Manager of the Respondents in their Bengaluru office. The Respondents replied that the expression 'service register' was not prevalent in their organization and they do not maintain any service book in respect of their Senior Regional Manager. The Appellant stated that such records should be available in respect of the employees of the public authority. The CIC held that the records concerning the service matters of the Senior Regional Manager must have been maintained by the public authority in one form or the other. If these are not available as a register or book, these should be available on files or in electronic form. Further, the CIC observed that the information is exempt from disclosure under Section 8 (1) (j) of the RTI Act. Referring to the allegation of irregularities made by the appellant, the CIC held that this allegation cannot become the ground of larger public interest.

Comments

The High Court of Madhya Pradesh in Shrikant Pandya vs. State of M.P. [W.P. No. 13646 of 2009, judgment dated 1.2.2010] the service book contains annual confidential reports and other information like details of family and nomination thereo which are personal in nature and a Government servant has a right to guard the same. If parted with, disclosure would certainly lead to the unwarranted invasion of privacy of the Government servant. Therefore, a PIO must remember that as the service book contains personal information about an employee, it is not liable to be disclosed as such to an applicant.
