If sources are to be believed, Lalit Modi is set to get citizenship
of St. Lucia Island within 2-3 months. It would happen because INTERPOL
have not issued any red corner notice against him
Why states are not taking interest ?
MPLADS saving bank accounts in respect of ex- MPs Rajya Sabha could
not be closed. GoI has written first letter to Nodal Secretaries to
all states on April 2, 2014 and subsequent reminders on Sept 1,2014
, Feb 11,2015 and August 14, 2015 regarding final reports about such
accounts. Govt is said to waiting final utilization certificates from
Nodal District Authorities.

Civil Aviation Minister appreciates AAI's
Energy Conservations Initiatives (UPDATED)
Minister of Civil Aviation Ashok Gajapati Raju along with Minister of
state Jayant Sinha on 8th July 2016 while reviewing the progress of
AAI projects on conservation of energy and maximum use of non-conventional
sources of energy at all airports Minister of Civil Aviation Ashok Gajapati
Raju appreciated the efforts made so far by AAI and directed Chairman
AAI to step up its efforts for maximum use of non-conventional energy
at remaining airports. The review meeting was attended by Secretary
Ministry of Civil Aviation along with other seniors officer of ministry,
Chairman, Airports Authority of India, Sudhir Raheja alongwith Regional
Executive Directors and Airports Directors of different AAI regions/airports.
The Ministers were informed by Chairman, AAI that it has already installed
and commissioned roof top Solar plants at 16 airports (including 1 at
Rajiv Gandhi Bhawan, Safdarjung Airport).Further at 11 other airports,
the work of installation of solar power projects are in progress and
likely to be completed during next 3-4 months. In addition to this,
three major projects on solar power plants at Kolkata, Jaipur and Chandigarh
with a combined installed capacity of 19.8 MW is likely to be completed
by Dec.2016. AAI have also planned solar power plants with a combined
capacity of 116 MW at 16 other airports subject to resolving the issue
of net metering and feeding tariff with the respective governments where
these airports are located. In the past AAI's efforts towards Renewable
Energy / Energy Conservation have been appreciated at various platforms
and "National Excellence Awards 2016" for roof top Solar Power
Projects in the Public Sector Undertakings Category was awarded in June
this year at Vigyan Bhavan.

"Terror threat to IAS and IPS "
TV channels continuously flashing the intelligence alert 24x7 :"
Al Qaeda plans to target senior IAS and IPS officers." Totally
fabricated. A media circus, at best, to please the top bureaucracy.
Let no one fool the gullible public without making a reality check.
The self- generated controversy is revived at regular intervals by vested
interests. The terrorists are not bothered about the elite organized
services. They target the poor public, base camps, nuclear reactors,
airports, schools, hospitals for wreaking maximum damage and create
maximum scare. The IPS officers already enjoy security cover. at home.
Tents pitched outside their homes for providing 24x7 security, sticks
out like sore thumbs. The armed guards in absence of regular toilets
make a nuisance of themselves besides being deployed on domestic chores.
This is the hard reality. Let us face facts. Presence of armed guards
at homes of IPS officers, does not enthuse officers of other Services
in the neighborhood. Absence of status symbols is taken as an affront.
It is ultimately the common man who bears the brunt in absence of general
security and becomes a victim of falling police/public ratio. Security
cover must be "job-specific ", not "Services- specific".

Road safety must be made the best in the world
As per the figures of ministry for road transport and highways for the
year 2015 ,400 persons die in road accidents daily and 17 persons die
every hour.54% casualties are of the persons in the age group of 15-34
years. The figures do not mention the number of the maimed and crippled
human beings. The unreported cases may also be substantial given the
size of the country. In the year 2014,when Gopinath Munde, the then
cabinet minister, died in a road accident ,it appeared that Modi govt
would set the road traffic safety right in no time and the proposed
Road Transport and Safety Bill 2014 was proclaimed as panacea for all
roads related dangers and ills. Not a snail has moved since then. In
any part of India, if you stand and stare at any busy road, you would
be shocked to observe that not human beings, but the most ferocious
rabid dogs have been driving the vehicles. More than 90% use mobile
phones while driving, others smoke ,others have the earphones fixed
to listen to music, number of drunk drivers is also large, and nobody
has patience and the wisdom to accommodate others. If accidents are
avoided, road rages claim human lives. In Punjab Gharukas, marutas,
dhindsas, peter rehrhas, and mini trucks are locally fabricated and
which are visible yamrajs on roads, continue plying fearlessly on all
roads, in spite of the fact that as per the court orders they are to
be dismantled straightway. They pay no taxes. During festival seasons
trucks, tempos, three wheelers and other goods carriers ferry passengers
in the very dangerous overloaded position, then langars and water partaking
on roadsides hinder the smooth flow of traffic and also give rise to
the accidents The position in other states may not be any different.
The people owning vehicles have to pay road tax as well as toll tax
without any solution to road difficulties. Grant of driving licences
is still a mockery and persons having no arms can also get it through
agents. The drivers working on inter-state routes possess as many as
5 driving licences. With due regards to some honest persons, the transport
wing is still considered as a money minting machine. The new legislation
may not see the light of the day for many more years. The existing law,
if properly implemented, can be very helpful in reducing the number
of deaths. More than law, disciplining the citizenry is more important.
The government must stop behaving like bus hawkers and must start delivering
.Two out of five years have already ended without even taking a start.

Delhi Shopping Complexes, potential fire infernos
Delhi has an effective fire services organization but the shopping complexes
are potential fire infernos. Obviously the builders had bribed their
way through the civic authorities in getting the completion and occupancy
certificates. There are hardly any exceptions in respect of markets
which have come up in the last 15 years or so. To illustrate my point
I would take the case of the complexes in Dwarka sub-city in South-West
Delhi. Here banks are located on the first floor and above. Narrow staircases
lead to the bank. These are made narrower by shop keepers storing their
goods on both sides of the stairs with inflammable material. If there
is a fire in flight of the staircase, the employees or the customers
cannot escape safely. The entry and exit are only from one side. One
can visit the Corporation Bank branch in Sector-6 in Dwarka or any other
bank, which are public dealing offices, to experience the criminal neglect
of fire safety first by the civic authorities, fire services and law
enforcement agencies and then by the bank concerned in occupying such
premises. Can't the guilty be punished for compromising public safety
so callously ?

Multiple RTI Applications seeking huge information
The applicant sought huge information pertaining to Income Tax
offices. He also wanted to know the basis of conducting survey
and search and the specific steps taken to stop tax evasion during
the financial year 2013-14 etc. The PIO submitted that the appellant
has filed as many as 30 appeals before the Central Information
Commission seeking all and sundry information and despite heavy
pressure they have made strenuous efforts to provide the information.
He further stated that much of the information sought by the appellant
is in the public domain and can be accessed by visiting the department's
website www.incometaxindia.in. The appellant stated that he had
lodged a TEP against a medical store in early 2015 and wants to
know what action has been taken by the department. He further
stated that he wants a copy of the scheme for payment of award
to informants. He also requested for a note explaining the method
adopted by the Income Tax Department for assessment and scrutiny.
The PIO stated that he will supply the information as requested
above by the appellant. The CIC observed that once a certain information
is placed in the public domain accessible to the citizens either
freely, or on payment of a predetermined price, that information
cannot be said to be 'held' or 'under the control of' the public
authority and, thus would cease to be an information accessible
under the RTI Act. The Commission hoped the appellant will take
a careful note of the above judicial observations and refrain
from filing frivolous RTI applications in future

Whenever one is seeking information under the RTI Act, the RTI
Application should be focused and specific. Asking for voluminous
information through multiple applications may lead to a charge
of abuse of the process of law.
