Why one minister is interested in clarification ?
Power galleries in Delhi were abuzz that why one Union Minister is insisting
to issue a clarification ? It is said that PM had a direct talk with
some Secretaries. They informed their respective ministers about this
but one Secretary chose not to tell his minister. When minister came
to know, he called him and asked why he did't inform ? When this episode
leaked, minister asked for an issuance of a clarification .Why Minister
is so scared ?
Will Heptullah be rehabilitated?
After resignation from the union cabinet chances are bright that Najma
Heptullah would be rehabilitated. According to sources she is likely
to be given some gubernatorial post. Till then let us wait.
Mishra also likely to resign !
Rumours in the power gallery are that Union Minister Kalraj Mishra,
a 75 + leader is also likely to resign. He belongs to UP where assembly
elections are due next year.
New minister' yet to get PS
New ministers who have joined union council of ministers first time,
have to wait for their PS. All those ministers whose portfolios have
changed, have retained their old personal staff at new places. According
to sources PMO will decide postings of PS for new ministers.
Air India is now flying high
While Air India is on a steady road to recovery, the expectations placed
on its CMD continue to be extremely high. Decades of rot and neglect
would take time to be wiped off, yet the hectic pace and hard work being
put in by Lohani is being widely appreciated.

The PMO has reportedly rejected the proposal related to the appointment

I always help the needy
On a holiday in mid 1980s,i was sitting in my residential office and
dictating judgments, when a peon on flood duty at the office came to
me and said, ''A message has come from Ghatana sahib (fictitious name)
from Sangrur that he would come in the evening and stay for the night.He
wanted to talk to you , sir. ''I told my steno to connect me to him.
During those days except for the deputy commissioner all subordinate
officers in the sub-divisions used to have only extensions at the residences.
These extensions worked like tractors with a inbuilt handle and most
of the times the extensions did not work. So i had no other mean to
speak to him.I started making arrangements for his comfortable stay
by telling my wife. Since he was a vegetarian and a teetotaler ,i did
not have to do much.
I waited till 9 PM, but thereafter i became a little restless as to
why he had not arrived till then. There was no way to contact him. My
wife had also become a little slow and sleepy. Then suddenly a hooter
started blowing and i saw a white ambassador car with red beacon at
the door. I greeted my friend with great warmth and affection. He told
me that he had got busy in traffic checking and then uploading of sheesham
(tahli).At the mention of tahli, I looked askance at him. He started
explaining,'' you know my brother-in law has decided to settle abroad
.He had 3 kanals plot in his name and i have bought it from him. I will
construct a house there. I have applied for loan and non-refundable
advance from my GPF.''I was wondering at his wisdom. He was in service
for 7 years and was in the process of constructing his own house in
3 kanals.
After taking bath ,he sat for his prayers with gutka in both the hands
totally forgetting the world. I also saw a short kirpan hanging under
his shirt. He told me that he had got himself baptized after operation
bluestar and also helped many victims including taking all responsibility
of a small girl in a orphanage till she grew up. He also told me to
adopt some such orphans. While narrating more episodes, he repeated
frequently, ''I always help the needy. ''We continued talking till 2
AM. He told me that he would get up at 5 and needed a cup of tea He
prepared the tea himself, then after taking bath, he again recited Gurbani
for an hour.We had got the training together. After that he always managed
lucrative postings available at his seniority including DTO, Secretary
RTA, and AETC. So I was wondering at his religiosity and his lust for
the mundane at the same time. He was ready by 9.He asked me,'' Yaar
,i got short of 6000 rupees at sheesham shop, so you give me that''
.''Why not, why not, '' I said. I asked my wife. She used to keep ten
thousand cash at the residence as a habit. I gave him the money. He
did not say as to when would he return it. He said, ''One should always
help the needy. i always do that'' He departed uttering prayers to the
God.
He did not return the money for six months. Those were the days of
letters and torturous trunk calls. So I wrote him along with other usual
pleasantries, ''Dear Ghatana sahid, I am in need of rupees 6000, as
I have to get my daughter admitted to a school,'' I did not get any
reply in two months, so I wrote again very respectfully that i needed
money and in grace i did not mention that I needed my own money back.
I got reply from him,'' I am short of money, so kindly excuse me. ''This
was very shocking for me. I immediately wrote back, ''You had taken
6000 rupees from me when you had come here. So I am not asking for loan
from you. I want my own money back.'' After 10 days , I got the cheque
of RS. 6000 from him.

Multiple RTI Applications seeking huge information
The applicant sought huge information pertaining to Income Tax
offices. He also wanted to know the basis of conducting survey
and search and the specific steps taken to stop tax evasion during
the financial year 2013-14 etc. The PIO submitted that the appellant
has filed as many as 30 appeals before the Central Information
Commission seeking all and sundry information and despite heavy
pressure they have made strenuous efforts to provide the information.
He further stated that much of the information sought by the appellant
is in the public domain and can be accessed by visiting the department's
website www.incometaxindia.in. The appellant stated that he had
lodged a TEP against a medical store in early 2015 and wants to
know what action has been taken by the department. He further
stated that he wants a copy of the scheme for payment of award
to informants. He also requested for a note explaining the method
adopted by the Income Tax Department for assessment and scrutiny.
The PIO stated that he will supply the information as requested
above by the appellant. The CIC observed that once a certain information
is placed in the public domain accessible to the citizens either
freely, or on payment of a predetermined price, that information
cannot be said to be 'held' or 'under the control of' the public
authority and, thus would cease to be an information accessible
under the RTI Act. The Commission hoped the appellant will take
a careful note of the above judicial observations and refrain
from filing frivolous RTI applications in future
Comments
Whenever one is seeking information under the RTI Act, the RTI
Application should be focused and specific. Asking for voluminous
information through multiple applications may lead to a charge
of abuse of the process of law.
