Politics for picnic
Be it any state election, one political party hangs on two names only making all other leaders of the party invisible. They forget that for two terms, the party emerged as the single largest party in Lok Sabha and formed UPA to rule India for a decade on the basis mainly of the hard work and charisma of Sonia Gandhi. She still has the great political acumen and potential to turn the tables. While pinning hopes on Rahul or Priyanka, our political pundits often forget certain crucial factors with which these persons have grown up. Their uncle Sanjay Gandhi died in a air crash, and their grand-mother and father were brutally murdered , while they were still children. They were raised up in fear with substantial restrictions. Their psyche needs to be understood as they have not been consistent in politics. So far neither Rahul nor Priyanka have shown any seriousness and attribute ,which can predict their rise in political horizons. Both of them have taken things for granted as if the power will fall in their laps one day automatically. In the last UP elections, Priyanka had campaigned extensively, but in a picnic mode, and what were the results ? Congress was no where. The call for Priyanka's enhanced political role is only a cry of the faceless and stunted sycophants for the attention for more importance .Depending on Priyanka alone would mean that the congress will have faster negative growth. Ordinary congressman will have to work in the same spirit as during the freedom struggle, to rule India, once again.

Multiple RTI Applications seeking huge information

The applicant sought huge information pertaining to Income Tax offices. He also wanted to know the basis of conducting survey and search and the specific steps taken to stop tax evasion during the financial year 2013-14 etc. The PIO submitted that the appellant has filed as many as 30 appeals before the Central Information Commission seeking all and sundry information and despite heavy pressure they have made strenuous efforts to provide the information. He further stated that much of the information sought by the appellant is in the public domain and can be accessed by visiting the department's website www.incometaxindia.in. The appellant stated that he had lodged a TEP against a medical store in early 2015 and wants to know what action has been taken by the department. He further stated that he wants a copy of the scheme for payment of award to informants. He also requested for a note explaining the method adopted by the Income Tax Department for assessment and scrutiny. The PIO stated that he will supply the information as requested above by the appellant. The CIC observed that once a certain information is placed in the public domain accessible to the citizens either freely, or on payment of a predetermined price, that information cannot be said to be 'held' or 'under the control of' the public authority and, thus would cease to be an information accessible under the RTI Act. The Commission hoped the appellant will take a careful note of the above judicial observations and refrain from filing frivolous RTI applications in future

Comments

Whenever one is seeking information under the RTI Act, the RTI Application should be focused and specific. Asking for voluminous information through multiple applications may lead to a charge of abuse of the process of law.
