Who after Modi ?
There used to be a big question "Who after Nehru ?" and now
again people are asking "Who after Modi ?". What a similarity
!
Many retired bureaucrats may be rehabilitated
If sources are to be believed, about a dozen retired bureaucrats of
different services are likely to be rehabilitated in various Tribunals
and Authorities. One has to wait till announcements are made in this
regard.
Main thrust on two ministries
After reshuffle PM has given main thrust on two ministries. Ministry
of Agriculture & Farmers Welfare and Ministry of Social Justice
and Empowerment are the only ministries which are having 4 ministers
each. One cabinet and 3 MOS Radha Mohan Singh is the cabinet minister
while Ahluwalia, Rupala and Bhagat are MOS in the ministry of Agriculture
& Farmers' welfare. Ministry of Social Justice & Empowerment
has same strength. Thawar Chand Gehlot is the minister whereas Gujar,
Sampla and Athawale are MoS.
MSME has three ministers
Ministry of Medium, Small and Micro Enterprises has got maximum importance
in the NDA govt. In the past MSME was a part of Small and Village Industries
and was looked after by a MoS rank minister but now it has become a
big and very important ministry which is presently headed by Kalraj
Mishra, Cabinet minister, Giriraj Kishor and Haribhai Pathrabi ( both
MoS) in MSME.
BUREAUCRACY
Four Chief Secretaries empanelled
Chief Secretaries of four states have been
empanelled to the rank of Secretary in the Government of India. They
are A P Padhi Odisha, Basudeb Banerjee West Bengal, Shatrughna Singh
Uttarakhand and K K Sharma Delhi. Who will join the GoI ?
No Secretary from eight states !
There will be no Secretary from eight states in the Government of India.
The states are -Gujarat, Madhya Pradesh, Jharkhand, J&K, Chhattisgarh,
Nagaland and Sikkim. No officer belonging to 1983 batch IAS figure in
the empanelment list.
Is Search Committee for Chairman Railway Board unauthorised ?
Is the Search Committee reportedly constituted for selection of Chairman
Railway Board is unauthorised ? Railway experts say "Yes"
because this is against the recruitment rules which go by seniority
and tenure policy.
Ex-Chairman Railway Board to be Member of Search Committee
One Ex-Chairman of the Railway Board is going to be Member of the Search

The tenure of Devendra Kumar Singh as Additional Director General Foreign
Trade at Joint Secretary level in the Department of Commerce, has been
extended upto October 19, 2016. He is a 1989 batch IAS officer of Kerala
cadre.
S Jeyakrishnan to join as Director (Mktg), HPCL in Nov
S Jeyakrishnan, ED, HPCL, whose appointment as Director (Marketing),
Hindustan Petroleum Corporation Limited (HPCL), has been approved by
the Appointments Committee of Cabinet (ACC), will be taking over the
charge in November.
Asnani likely to join as CMD, UCIL on Aug 1
C K Asnani, Director (Technical), IREL, is expected to take over the
charge as Chairman-cum-Managing Director, Uranium Corporation of India
Limited (UCIL) on August 1, 2016 as vacancy of this post is arising
on the same day.
Kanwal Kumar promoted to Lt. Gen
Kanwal Kumar has been promoted to the rank of Lt. Gen. in the Corps
of Army Aviation.
300 ITS officers sitting idle ?
More than 300 senior officers of Indian Telecom Service are reportedly
sitting idle for the last 3 years and they are being paid without any
work. Govt is not utilising them even in this era of digital india.
They can be fully utilised in Dot, Deity, Cdot, Trai, Nofan, Tcil ,
Bsnl , etc.
Goa Shipyard to get new Director in August
CMDE B B Nagpal, Principal Director (SSG) in Ministry of Defence, whose
appointment as Director (Corporate Planning, Project & Business
Development), Goa Shipyard Limited (GSL), has been approved by the Government
of India, will be taking over the charge on August 1, 2016.

The Central Bureau of Investigation (CBI) has registered a case against

into a criminal conspiracy with distributors of said private companies

SAIL supports sprinter Dharambir Singh to
Rio Olympics (UPDATED)
Minister for Steel, Chaudhary Birender Singh conferred the SAIL logo
and felicitated Rio Olympics athlete Dharambir Singh, in New Delhi on
July 20, 2016. Minister of State for Steel, Vishnu Deo Sai, Secretary,
Steel, Ms Aruna Sundararajan and Chairman SAIL, P K Singh were also
present on the occasion. Chaudhary Birendra Singh, while felicitating
the Olympic qualifying athlete said, "We are proud that the largest
contingent of Indian athletes is participating in the Rio Olympics this
time." Expressing confidence on sprinter Dharambir, the minister
said, "we have lots of hope on his performance and wish him the
very best for a great performance. SAIL has decided to support Dharamabir
too after recently supporting wrestler Yogeshwar Dutt for the Rio Olympics.
We will extend all support to him and look forward to a great performance
in the Rio Olympics." Recently, Prime Minister, Narendra Modi had
extended his wishes to the Indian Olympic contingent.

Appointment of Chairman, Railway Board
I hope you take the pains to go through the following points:
1. No officer in the railways is eligible for the post of CRB. Hence,
the officer who fulfils the criteria to the maximum possible extent,
with the requisite seniority should ideally be appointed to the post.
2. Out of the people in fray, Member(Staff), Pradeep Kumar falls short
of the criteria by a paltry 1 day. There have been 9 CRBs so far who
had less than 1 year tenure left, but were still appointed in light
of seniority.
3. He is 2 years senior to the all other people purportedly in fray.
3. How do you think the Railways is to function if an officer who is
2 years junior to the Members and General Managers, is made their boss?
4. What is Member (Staff) supposed to do? Be humiliated after an very
illustrious career. He was once the boss of the people who are purportedly
in fray for the post, and now they would be his boss, while being ineligible
?
5. If it is felt that MS's tenure is shorter than what would be ideal
according to you, the Govt. can always give him a fixed tenure of 2
years as is done for Secretaries of Finance, Defence and Home ministries,
while keeping sacred a very important factor, i.e. SENIORITY, for the
smooth functioning of railways and ultimate benefit of the nation.
The 'search committee' should look into this.
Railway Man
New Assignments for New Energy
It is pleasant to see a number of my IAS friends of 1986 batch being
given higher responsibilities as Additional Secretary in GOI. Although,
it is late, it is going to add new energy to the system. I congratulate
all of them and request the GOI to see that other deserving batch mates
are also given similar treatment at the earliest. Moreover, there should
be some weightage to seniority too. Personal likes or dislikes should
have no place in promotion and posting.

Making tax reforms and plugging leakages ?
The central govt professes to make tax reforms and plug leakages in
the system. But this is in contrast to the situation. For instance,Vat@14.5
per cent is levied on restaurant bill with the stipulation that it will
be levied only on 40 per cent of the amount of the food bill. But only
a few know about this stipulation and the restaurants are flagrantly
charging the tax on the full amount of the bill. Go to Mall of India
food court and find out the position for yourself. Why can't the Finance
ministry fix the Vat rate wrt the total cost of the food and avoid the
loot from the tax payer to the benefit of the traders ? Are the bureaucrats
really that inefficient or their intention is to be suspect, that is
the question

Who is the Nodal Agency to implement educational concession
for SC/ST students?
Appellant submitted a copy of UGC circular dated 19.08.2009 vide
which all the universities receiving grant-in-aid were asked to
provide reservations to SC/ST students & sought information
about its implementation The CIC observed that the UGC is passing
the buck to Ministry of Human Resource Development (HRD) and MHRD
was saying that information is not available. The CIC directed
the UGC wing of MHRD and UGC to collect the information from the
universities / deemed universities about implementation of extended
reservation and concession to SC/ST students in Self financing
courses offered by the respective institutions & provide it.
A show cause notice was issued to the PIO of HRD to show-cause
why maximum penalty should not be imposed for non-furnishing of
complete and correct information to the appellant.
Comments
It is sometimes seen that some organisations issue circulars without
providing for a means for its monitoring its implementation. It
makes little sense for an organisation to issue a circular if
its implementation cannot be monitored.
