SP, S K Saxena launches 'Shahdol Police Arogya Yojna' in MP

The police service is regarded as one of the best services in the country with shouldering the responsibility for maintaining law and order so as to install peace in the society. The police personnel engaged in performing their duties round the clock are having a detrimental effect on their health with manifesting symptoms of diseases like: diabetes, cardiac disease, blood pressure, paralysis etc. The police personnel show a reckless disregard for their health problems, due to undue pressure of 24 hours emergency duty. They also suffer from fatal attacks and injure themselves risking lives to save lives of others in riots, fire and other mob attacks. Besides, they are also confined to bed after road accidents. Keeping all these health related problems in mind, Madhya Pradesh's Shahdol District, Superintendent of Police, Sushant Kumar Saxena has come up with an innovative health programme ' Shahdol Police Arogya Yojna' that will dispense utmost health care to the police personnel in the district. The programme launched by this 2005 batch IPS officer of Madhya Pradesh cadre will ensure medical leave and relieve the police personnel of unavoidable duty for proper medical treatment. As many as 22 police personnel suffering from various health-related problems have submitted their applications in order to avail the benefits of this programme. It is hoped that the programme will help in improving both physical and mental exhaustion, thereafter, police personnel can render their services with good results.

Siddharth to head industrial development board in West Bengal

With a view to bringing all the industries departments at one platform to facilitate one window formula, the Government of West Bengal has decided to set up an Industrial Development Promotional Board in the State. The members of the Board will meet once a week and report to the Chief Minister's office on every Saturday about the status of progress for the week. Former 1983 batch IAS officer Siddharth will chair the board while state Finance, Commerce and Industries Minister Amit Mitra and Chief Secretary Basudeb Banerjee will be advisers to the board. Secretaries of departments like Finance, Commerce and Industries, MSMEs, IT, Food Processing, Fisheries, Tourism and Land Revenue will be members of the board. The state's annual Global Business Summit will be held from January 19 to 20 next year at the Milan Mela.

Appointment of Chairman, Railway Board

I hope you take the pains to go through the following points:

1. No officer in the railways is eligible for the post of CRB. Hence, the officer who fulfils the criteria to the maximum possible extent, with the requisite seniority should ideally be appointed to the post.

2. Out of the people in fray, Member(Staff), Pradeep Kumar falls short of the criteria by a paltry 1 day. There have been 9 CRBs so far who had less than 1 year tenure left, but were still appointed in light of seniority.

3. He is 2 years senior to the all other people purportedly in fray.

3. How do you think the Railways is to function if an officer who is 2 years junior to the Members and General Managers, is made their boss?

4. What is Member (Staff) supposed to do? Be humiliated after an very illustrious career. He was once the boss of the people who are purportedly in fray for the post, and now they would be his boss, while being ineligible ?

5. If it is felt that MS's tenure is shorter than what would be ideal according to you, the Govt. can always give him a fixed tenure of 2 years as is done for Secretaries of Finance, Defence and Home ministries, while keeping sacred a very important factor, i.e. SENIORITY, for the smooth functioning of railways and ultimate benefit of the nation.

The 'search committee' should look into this.

New Assignments for New Energy


It is pleasant to see a number of my IAS friends of 1986 batch being given higher responsibilities as Additional Secretary in GOI. Although, it is late, it is going to add new energy to the system. I congratulate all of them and request the GOI to see that other deserving batch mates are also given similar treatment at the earliest. Moreover, there should be some weightage to seniority too. Personal likes or dislikes should have no place in promotion and posting.

Making tax reforms and plugging leakages ?


The central govt professes to make tax reforms and plug leakages in the system. But this is in contrast to the situation. For instance,Vat@14.5 per cent is levied on restaurant bill with the stipulation that it will be levied only on 40 per cent of the amount of the food bill. But only a few know about this stipulation and the restaurants are flagrantly charging the tax on the full amount of the bill. Go to Mall of India food court and find out the position for yourself. Why can't the Finance ministry fix the Vat rate wrt the total cost of the food and avoid the loot from the tax payer to the benefit of the traders ? Are the bureaucrats really that inefficient or their intention is to be suspect, that is the question

Tribute to Peer

Our dear friend Shri Vinod Kumar Peer of CSSS posted in Min. of Health, Govt. of India is no more. He was admitted hospital on 7th July for stomach ailment but problem escalated and could not recover. He passed away on 9th July while preparing for his retirement in the end of this month itself. He was posted with Director of Estates for a long period. A man of very helpful nature always seen smiling. Our group's tributes to him on his untimely demise.

Appellant submitted a copy of UGC circular dated 19.08.2009 vide which all the universities receiving grant-in-aid were asked to provide reservations to SC/ST students & sought information about its implementation The CIC observed that the UGC is passing the buck to Ministry of Human Resource Development (HRD) and MHRD was saying that information is not available. The CIC directed the UGC wing of MHRD and UGC to collect the information from the universities / deemed universities about implementation of extended reservation and concession to SC/ST students in Self financing courses offered by the respective institutions & provide it. A show cause notice was issued to the PIO of HRD to show-cause why maximum penalty should not be imposed for non-furnishing of complete and correct information to the appellant.

Comments

It is sometimes seen that some organisations issue circulars without providing for a means for its monitoring its implementation. It makes little sense for an organisation to issue a circular if its implementation cannot be monitored.
