Government has constituted a Committee to examine the desirability and
feasibility of having a new financial year and give its recommendations
by 31st December, 2016. The Committee will examine the merits and demerits

Sad affairs of Finance Ministry
A large number of officers from Income Tax and Customs and Excise Depat
are working in the rank of Commissioner and Principal Commissioner of
Income Tax. These officers usually are given their new assignment in
the month of April/ May. However this year, till date their annual general
transfer order has not been finalised. This has resulted in 1000s of
Commissioners waiting for finality on their annual job assignment. As
a result the work of Income Tax Dept and Custom and Excise dept has
come to a standstill. Hope the Minister and PM fixes responsibility
for this unnecessary delay and take action against the senior level
officers who are responsible for this mess.

Indian Railways is running well enough
The Indian Railways is running well enough, or at least as well as
the rest of the Government of India. The only reason why the IAS is
willing to wind it up is because it is not run by the IAS. That is why
they keep suggesting that it should be transformed into an Undertaking,
privatised and what not. The reason why the IAS wants to prune it is
because they do not want anything over which they do not hold sway.
A similar question can be asked: Why should the Cabinet Secretary not
be laterally inducted from the private sector ? Because he or she would
have no idea how the Government functions. Similarly the Railways should
be retained as it is.

These ITS officers are underutilized in DoT and BSNL so these officers
may be deputed to other ministries where Telecom/IT related work is
there. State Govt may also utilize them for their Smart city projects.

Who is the Nodal Agency to implement educational concession
for SC/ST students?
Appellant submitted a copy of UGC circular dated 19.08.2009 vide
which all the universities receiving grant-in-aid were asked to
provide reservations to SC/ST students & sought information
about its implementation The CIC observed that the UGC is passing
the buck to Ministry of Human Resource Development (HRD) and MHRD
was saying that information is not available. The CIC directed
the UGC wing of MHRD and UGC to collect the information from the
universities / deemed universities about implementation of extended
reservation and concession to SC/ST students in Self financing
courses offered by the respective institutions & provide it.
A show cause notice was issued to the PIO of HRD to show-cause
why maximum penalty should not be imposed for non-furnishing of
complete and correct information to the appellant.
Comments
It is sometimes seen that some organisations issue circulars without
providing for a means for its monitoring its implementation. It
makes little sense for an organisation to issue a circular if
its implementation cannot be monitored.
