No official estimation of the amount of black money

There is no official estimation of the amount of black money stashed away abroad. Various non-governmental organizations and economists in the past have indicated certain estimations of illicit financial flows out of the country. Such estimations appear to be based upon different sets of facts, assumptions, presumptions, etc. leading to widely varying inferences, which lacked unanimity and reliability, as said by the FM.

Secretary level reshuffle in GoI likely

According to sources about half a dozen Secretaries are likely to be changed. One thing is clear that performance will be the criteria to this change . one or two Secretaries are likely to loose important department to be shifted to some lighter department. The transfer / postings are likely to take place after present session of Parliament .

CRB Search Committee to forward 3-5 names ?
Selection of new Chairman, Railway Board (CRB) is a hot topic of discussion in the power gallery these days. If sources are to be believed, the search committee is likely to forward 3-5 names. Apart from railway officers, senior officers from other services and experts from out side too are likely to be included.

Posting of new GMs in Railway this week ?
Posting of nine new General Managers in the Railways is expected to take place by this week end. Proposals are currently lying in the PMO.

Satish Mathur to be new DGP of Maharashtra ?
Latest information says Satish Mathur will be new DGP of Maharashtra on August 1. He is 1981 batch IPS officer.

Rao to be new DGP of Andhra Pradesh
N Sambasiva Rao will succeed J V Ramudu on August 1 as DGP of Andhra Pradesh. He is 1984 batch IPS officer of AP cadre.

Arun Kumar empanelled as Secretary in GoI
Arun Kumar has been empanelled for holding Secretary or Secretary equivalent posts in Government of India. He is a 1983 batch IAS officer of Assam-Meghalaya cadre.

Additional charge of Chairman, CWC extended till December
Ghanshyam Jha, will hold additional charge of Chairman, Central Water Commission (CWC) for at least six more months. Presently he is the Chairman, GFCC, Patna and holding additional charge of Chairman ,CWC since January this year. It is said that UPSC had organised interview for the post in June and his name is said to have been cleared.

SC Collegium clears name of 11 HC Judges for MP HC
The Supreme Court collegium is believed to have cleared 11 names of Judges for the Madhya Pradesh High Court. This include 7 from the bar and four from the DJs.

NEHHDC has no MD since June 2015
The post of Managing Director, North Eastern Handicrafts & Handlooms Development Corporation Limited (NEHHDC) has been lying vacant since June 1, 2015. However, the Public Enterprises Selection Board (PESB) held interviews on September 16, 2015 but did not find suitable candidate for the post. One Thiraj Thakuria is said to be looking after an additional charge of this post.

GoI yet to declare name for CMD, SCI
The Government of India is yet to declare the name for the post of Chairman-cum-Managing Director, Shipping Corporation of India Limited (SCI) lying vacant since January 1, 2016 with Capt B B Sinha, Director, SCI looking after an additional charge of this post.

BPCL Director B K Datta retiring in July
B K Datta, Director (Refineries), Bharat Petroleum Corporation Limited (BPCL), is retiring in July 2016.

Mrs Ramalingam likely to join as Director (Mktg), BEL on Aug 1
Mrs Anandi Ramalingam, GM, BEL, is expected to take over the charge as Director (Marketing), Bharat Electronics Limited (BEL) on August 1, 2016. She will succeed P K Jain retiring on July 31, 2016.

Bifurcate Ministry of Environment, Forest and Climate Change also

PM should also bifurcate Ministry of Environment, Forest and Climate Change in to MoEF&CC in to Ministry of Environment and Climate Change and Forest and Wildlife for better management of the forest, wildlife, environment and to address the global issues - Chairman FOSA

This is such a vast Ministry that it can easily be trifurcated into Ministry of Environment; Ministry of Forests and Ministry of Wild Life. This will help accommodate three Ministers and three Secretaries too.

These ITS officers are underutilized in DoT and BSNL so these officers may be deputed to other ministries where Telecom/IT related work is there. State Govt may also utilize them for their Smart city projects.

Retain Railways as it is


The Indian Railways is running well enough, or at least as well as the rest of the Government of India. The only reason why the IAS is willing to wind it up is because it is not run by the IAS. That is why they keep suggesting that it should be transformed into an Undertaking, privatised and what not. The reason why the IAS wants to prune it is because they do not want anything over which they do not hold sway. A similar question can be asked: Why should the Cabinet Secretary not be laterally inducted from the private sector ? Because he or she would have no idea how the Government functions. Similarly the Railways should be retained as it is.

Who is the Nodal Agency to implement educational concession for SC/ST students?

Appellant submitted a copy of UGC circular dated 19.08.2009 vide which all the universities receiving grant-in-aid were asked to provide reservations to SC/ST students & sought information about its implementation The CIC observed that the UGC is passing the buck to Ministry of Human Resource Development (HRD) and MHRD was saying that information is not available. The CIC directed the UGC wing of MHRD and UGC to collect the information from the universities / deemed universities about implementation of extended reservation and concession to SC/ST students in Self financing courses offered by the respective institutions & provide it. A show cause notice was issued to the PIO of HRD to show-cause why maximum penalty should not be imposed for non-furnishing of complete and correct information to the appellant.

Comments

It is sometimes seen that some organisations issue circulars without providing for a means for its monitoring its implementation. It makes little sense for an organisation to issue a circular if its implementation cannot be monitored.
