OROP: committee to submit report in December
A Judicial Committee on OROP headed by Justice L. Narasimha Reddy, Retired Chief Justice of Patna High Court has been appointed in December 2015 to look into anomalies, if any, arising out of implementation of OROP. The Committee shall make its recommendation within one year of the date of its constitution.

Asnani likely to join as CMD, UCIL on Aug 1
C K Asnani, Director (Technical), IREL, is expected to take over the charge as Chairman-cum-Managing Director, Uranium Corporation of India Limited (UCIL) on August 1, 2016 as vacancy of this post is arising on the same day.

BCCL headless since August 2015
The Director, Bharat Coking Coal Limited (BCCL) is headless since August 8, 2015. The selection of B K Mishra, Director (Technical), WCL for this post of Chairman-cum-Managing Director, has been scrapped by the Government of India. CIL Director Technical N Kumar is holding an additional charge of this post.

Dr Budha Rashmi Mani appointed as DG, National Museum
Dr Budha Rashmi Mani has been appointed as Director General, National Museum New Delhi. Dr Mani, who retired as ADG, Archaeological Survey of India, is appointed on contract basis for a period of three years.

Jagdish Prasad Meena has been empanelled for holding Secretary or Secretary equivalent posts in Government of India. He is a 1983 batch IAS officer of Assam-Meghalaya cadre.

Justice S M Malikarjunagouda Judge of the Karnataka High Court has been transferred to the Kerala High Court.

Secretary Defence Finance to retire in August
Shobhna Joshi presently Secretary , Defence Finance is schedule to superannuate in August this year. She is a 1979 batch IDAS officer.

Neihsial and Prasad likely to get Apex grade
Two senior IDAS officer, N.Neihsial and Veena Prasad are likely to be promoted in the Apex scale. Presently both officers are in HAG+ grade and are posted as Addl CGDA, Delhi . Neihsial is a 1980 batch officer while Prasad is a 1981 batch IDAS officer. Presently IDAS has only two Apex grade posts.

Jain is still in-charge DGP, Meghalaya
Meghalaya govt could not take the decision about a regular DGP of the state. S.K.Jain is still in- charge DGP, Meghalaya. He was given this responsibility after the retirement of Rajiv Mehra as DGP on June 30 last month, since then Jain is holding the post as in-charge, He is a 1984 batch AM cadre IPS officer.

Additional charge of Chairman, CWC extended till December
Ghanshyam Jha, will hold additional charge of Chairman, Central Water Commission (CWC) at least six more months. Presently he is the Chairman, GFCC, Patna and holding additional charge of Chairman ,CWC since January this year. It is said that UPSC had organised interview for the post in June and his name is said to have been cleared .His name should be empanelled by the ACC. Which is still awaited.

N Sambasiva Rao, VC & MD, APSRTC, has been transferred and posted as Director General of Police (Coordination) with additional charge of the post of Director General of Police (HoPF) in Andhra Pradesh. He is a 1984 batch IPS officer of AP cadre.

Three Addl CPs shifted
Three Additional CPs in Delhi Police have been shifted to new places. They are - S. Norbu Mosobi, Rupendu Kumar and D. K. Singh have been posted in traffic cell in Eastern, Southern and Western ranges respectively.

Why EOW Chief not being posted?
EOW wing of Delhi Police is without Chief for the last four months. Its a Jt. CP level post but being looked after by an Additional CP rank officer additionally. Last Chief was Sandip Golcha.

NBCC MoU 2016-17 with ministry focuses on new technology adoption (UPDATED)
NBCC, a Navratna CPSE under the Ministry of Urban Development (MoUD), Govt. of India, has signed Memorandum of Understanding (MoU) for the FY 2016-17 with its Ministry today. The annual MoU has been signed by Rajiv Gauba, IAS, Secretary (UD), Govt. of India, on behalf of the MoUD and Dr. Anoop. K. Mittal, CMD, NBCC, on behalf of NBCC.

The signed MoU outlines certain performance targets for the Company based on various financial parameters, dynamic parameters, sector specific and enterprise specific parameters. While sales turnover has been fixed at Rs.6500 Crore, profit has been targeted at Rs.445 crore. The Company during the year, aims to secure new works worth Rs.7500 Crore.

Further, this year's MoU has laid specific emphasis on adoption of New Technologies for implementation of the Company's upcoming projects. These technologies include: Monolithic Concrete Construction System using Aluminium Formwork; Industrialized 3-S System using Cellular Light Weight Concrete Slabs & Precast Columns (Pre-cast/Prefab); Monolithic Concrete Construction System using Plastic Aluminium Formwork; Composite Steel Structures.

It may be mentioned that NBCC's performance during FY 2015-16 remained excellent as it registered a substantial 21% Growth in CAGR by achieving turnover of Rs.5749 crore against targeted turnover of Rs.4600 crore. Talking to the Media, during MoU signing, Dr. A.K. Mittal, CMD of the Company gave an encouraging outlook of the Company for FY 2016-17 and beyond.

Mittal informed that the Govt. has very recently awarded three huge redevelopment projects to NBCC valued at approximately Rs.25000 crore. This, alongwith already secured redevelopment projects and the projects under various schemes of the Govt. at Centre, have opened up immense future opportunities for NBCC. Dr. Mittal expressed confidence that from FY 2016-17 onwards, NBCC would be in a position to consistently register a 25% Growth in CAGR.

Empanelment/appointment of Secretaries to Government of India

that empanelment or appointment of Secretaries in Government of India need to be rationalised by inducting equivalent grade officers/professionals/scientists /academicians etc. from other services also in addition to IAS , is not only logical but also meritorious. An eminent doctor with sufficient experience and service in the Health Departments shall do more justice to the post than an IAS who would first learn from his medical colleagues and then be bossy on them.
Similarly an academician as Secretary Education , a scientist as Secretary Science and Technology is the order of the day and Prime Minister can initiate the process to make a beginning . This will provide the expertise to the fields that these deserve leading to the over all development of growth and quality of the sector and inspirational to the said profession inter alia attracting moe talent . Gradually the IAS could be confined to the core fields of administration as they are better trained and equipped in maintaining the law and order.

Next CRB basis - Seniority-cum- Suitability !


The next CRB will be through the hitherto followed custom of Seniority-cum- Suitability, however, the Corporatisation of the Railway Board will commence from Members. As the existing Members retire induction is proposed from the vast talent pool of technocrats available in the country including persons of proven caliber from private sector.

Search committee for next CRB, strange !


A Search committee for finding the next chairman of the Railway Board ! Strange, the Railway Minister or the dispensation in PMO should know that selection to every post in the Government high or low is governed by a set of Rules and principles of seniority usually laid down in consultation with recruitment agency (in this case UPSC) and DoPT. Then there are well-established conventions where the seniormost Member becomes the Chairman. If a person is fit to become a Member he is as well fit to become Chairman. If he is short of two-year tenure by days or months he can be given that tenure as is being done in case of Home Secretary and Defence Secretary. Leading an organisation like Indian Railways is no less important a job than that of these functionaries. As for bringing in an outsider how can a person who is not familiar with the working of this vast organisation can deliver better than a Railwayman. The move is whimsical which will only cause frustration among the Railway officers which is not conducive to the health of the department. Tempering with the time-tested practices is not really the way to improve governance.

Are we really moving towards tax friendly environment ?


The recent steps taken by CBDT are welcome and more is required when tax authorities help tax payers during scrutiny of assessment to pay taxes in case of any default instead of scaring about the consequences of taxes not paid. This is positive approach. Black money issue is hot topic. There is public perception that too much reporting sometimes create negative impact. We want investor growth oriented environment. There has been debate in most of TV channels on black money and following points are emerging as per debates:

1. It is alleged that sizable part of black money is used in election. A structured and focused approach is needed to unearth money in this cluster.
2. It is estimated that a large sum of money needed by the Govt. can be recovered from approx. 40 big loan defaulters. A concerted effort is required.
3. Monitoring and controlling of outflow and inflow of foreign exchange.

Above points are worth considering. Govt. needs money for infrastructure development and many social schemes etc. For all round development a positive approach is needed to help the government in this direction.

Who is the Nodal Agency to implement educational concession for SC/ST students?

Appellant submitted a copy of UGC circular dated 19.08.2009 vide which all the universities receiving grant-in-aid were asked to provide reservations to SC/ST students & sought information about its implementation The CIC observed that the UGC is passing the buck to Ministry of Human Resource Development (HRD) and MHRD was saying that information is not available. The CIC directed the UGC wing of MHRD and UGC to collect the information from the universities / deemed universities about implementation of extended reservation and concession to SC/ST students in Self financing courses offered by the respective institutions & provide it. A show cause notice was issued to the PIO of HRD to show-cause why maximum penalty should not be imposed for non-furnishing of complete and correct information to the appellant.

Comments

It is sometimes seen that some organisations issue circulars without providing for a means for its monitoring its implementation. It makes little sense for an organisation to issue a circular if its implementation cannot be monitored.
