1980 and 1981 batch IAS officers still waiting
While empanelment of 1983 batch IAS officers
to the rank of Secretary has taken place in the Government of India
two officers belonging to 1980 batch and 1981 batch are yet to get posting
in GoI. They are 1980 batch IAS officer of Jharkhand cadre Ms Smita
Chugh and 1981 batch IAS officer of Rajasthan cadre Rakesh Srivastava.
Four 1982 batch IAS officers are also waiting
Four 1982 batch empanelled IAS officers on deputation to the GoI are
still waiting in the wings to get postings as Secretary. They are Mssrs
Amarjit Singh (Gujarat),Dinesh Singh (UP),A K Dubey (Kerala) and M Sathiyavathy
(UT).
Inter cadre deputation of Ms Sreenivas to AGMUT extended
An inter cadre deputation of Ms A Mona Sreenivas from Haryana to AGMUT
Delhi Segment has been extended for a period of one year. She is a 2006
batch IAS officer of Haryana cadre.
Justice Bhosle is new CJ of Allahabad High Court
Acting Chief Justice of Andhra Pradesh and Telangana High Court Justice
Dileep Baba Saheb Bhosle has been appointed as new Chief Justice of
Allahabad High Court .

equivalent posts in Government of India. He is a 1983 batch IAS officer
of Assam-Meghalaya cadre.

Ms Harbans Kaur, mother of DG - Intelligence, Madhya Pradesh, Sarabjeet
Singh, who is 1985 batch IAS officer, has passed away in Bhopal . She
was 84.
Jawaharlal Nehru Port
gears up to put its customers at ease (UPDATED)
Long queues, standstill traffic, truck drivers waiting for hours; is
now a thing of past at Jawaharlal Nehru Port. JNPT, the gateway port
for industrial India has unleashed a series of initiatives to address
the traditional issues relating to congestion, paper work, time and
cost. It has now demonstrated that the conduct of business at JNPT is
at par with its global counterparts. The number of documents required
by the port has been removed and presently only one document from the
trade is required and that too is made online. This has helped in reducing
the waiting time for tractor trailers (TT). The major initiatives taken
by JNPT are switching over to e-platform for all its commercial procedures
and improving its road infrastructure to streamline the traffic. Port
has also started inter-terminal movement of tractor trailers (TTs) and
also incentivizes the movement of containers from and to CFS by rail.
These two initiatives have taken a lot of pressure off the road. Another
major step has been the commencement of direct port delivery (DPD) from
the terminal for ACP clients. The transaction time and money is saved
by avoiding the earlier format of taking containers to the CFS and clearing
it there from. The port has allotted additional area to the private
terminals to facilitate more DPD volumes. There is significant increase
in the number of containers cleared after the facility has come into
vogue. In pursuance of port initiatives, the shipping lines have switched
over to e-delivery orders in place of manual orders which has now made
container deliveries quick and hassle-free. JN Port has made significant
improvements to its road infrastructure and especially on the last mile
connectivity. Port has widened and concretized the critical Junctions
on the roads to the terminal. The work was completed in June 2016. For
the long term, a SPV formed by JNPT, NHAI and CIDCO with NHAI being
the implementing agency has initiated 6/8 lanes road widening project
of linkages to national and state highways. This project will be in
four packages with a completion period of two years. The work has already
been awarded and on site work has started. For regular management of
traffic to ensure least inconvenience to non-port traffic, Port has
deployed dedicated team of Officers for coordinating the flow of traffic
round the clock with police authorities. As a result of these initiatives,
the average import dwell time has reduced to 1.5 days, which compares
well with international benchmark of 1.5-2 days. Similarly, average
export dwell time is reduced to 65 hours from the earlier 88 hours.
The Port is constantly striving with plans and initiatives for meeting
the increased traffic and business as first phase of its mega fourth
container terminal of 4.8 Million TEUs capacity, which will be ready
by Dec 2017.
Minor reshuffle of IPS officers in UP

As many as five IPS officers have been transferred and posted to different
places in Uttar Pradesh. Accordingly, Atul Saxena has been appointed
as SP, Jaunpur while Rohan P Kanay was posted as SP, Traffic Directorate,
Luknow. Similarly, Harishchandra has been posted as Commandant, 11th
Battalion, PAC, Sitapur while Pramod Kumar Tiwari will also look after
as an additional charge of Rules and Manual in addition to his present
postings and Jasvir Singh was posted as IG, Home Guard, Lucknow.
Three IAS officers shifted in Rajasthan (UPDATED)
Ashok Jain has been appointed as ACS, Social Justice and Empowerment
and Social Security with other charges Skill, Employment, Enterprises,
Women and Child Development and Chairman, Rajasthan Skill and Livelihoood
Development while Umesh Kumar was posted as ACS, Industries, NRI, CMD,
Rajasthan Industrial Development and Delhi Mumbai Industrial Corridor
and others and Dr R Ventakatesharan is made Principal Secretary, Ayurved
and Indian Practice of Medicines in Rajasthan.
5 CSS officers promoted to Deputy Secretary

Five officers of Central Secretariat Service (CSS) have been promoted
from Under Secretary to Deputy Secretary in Government of India. They

I am amused. Everybody wants to become Secretary to the Govt of India
without any road map.

Reforms required in Public enterprise selection board
Many selections for the post of CPSE Directors and Chairman/CEO's selected
candidates are not capable. Many are having political and bureaucratic
connection and belong to some particular states. There are regional,
casteism, groupism and corruption.
The future selection should be tenure based and shall be selected from
Dy. General Manager cadre irrespective of service left out. PM should
look into it and do needful for the sake of country. All selection should
be scruitinised.

Will an IAS man understand all about Railways ?
How will an IAS man understand as to what is meaning of technical terms
like bogie, couplers, mashling yard, route tonne kilometrage etc. How
can you privatise Railways fully. No where in the world it so. At best
you can privatise the services related work of the Railways. Do you
want that Railway lines should criss-cross?

Who is the Nodal Agency to implement educational concession
for SC/ST students?
Appellant submitted a copy of UGC circular dated 19.08.2009 vide
which all the universities receiving grant-in-aid were asked to
provide reservations to SC/ST students & sought information
about its implementation The CIC observed that the UGC is passing
the buck to Ministry of Human Resource Development (HRD) and MHRD
was saying that information is not available. The CIC directed
the UGC wing of MHRD and UGC to collect the information from the
universities / deemed universities about implementation of extended
reservation and concession to SC/ST students in Self financing
courses offered by the respective institutions & provide it.
A show cause notice was issued to the PIO of HRD to show-cause
why maximum penalty should not be imposed for non-furnishing of
complete and correct information to the appellant.
Comments
It is sometimes seen that some organisations issue circulars without
providing for a means for its monitoring its implementation. It
makes little sense for an organisation to issue a circular if
its implementation cannot be monitored.
