Jawaharlal Nehru Port gears up to put its customers at ease
Long queues, standstill traffic, truck drivers waiting for hours; is now a thing of past at Jawaharlal Nehru Port. JNPT, the gateway port for industrial India has unleashed a series of initiatives to address the traditional issues relating to congestion, paper work, time and cost. It has now demonstrated that the conduct of business at JNPT is at par with its global counterparts. The number of documents required by the port has been removed and presently only one document from the trade is required and that too is made online. This has helped in reducing the waiting time for tractor trailers (TT). The major initiatives taken by JNPT are switching over to e-platform for all its commercial procedures and improving its road infrastructure to streamline the traffic. Port has also started inter-terminal movement of tractor trailers (TTs) and also incentivizes the movement of containers from and to CFS by rail. These two initiatives have taken a lot of pressure off the road. Another major step has been the commencement of direct port delivery (DPD) from the terminal for ACP clients. The transaction time and money is saved by avoiding the earlier format of taking containers to the CFS and clearing it there from. The port has allotted additional area to the private terminals to facilitate more DPD volumes. There is significant increase in the number of containers cleared after the facility has come into vogue. In pursuance of port initiatives, the shipping lines have switched over to e-delivery orders in place of manual orders which has now made container deliveries quick and hassle-free. JN Port has made significant improvements to its road infrastructure and especially on the last mile connectivity. Port has widened and concretized the critical Junctions on the roads to the terminal. The work was completed in June 2016. For the long term, a SPV formed by JNPT, NHAI and CIDCO with NHAI being the implementing agency has initiated 6/8 lanes road widening project of linkages to national and state highways. This project will be in four packages with a completion period of two years. The work has already been awarded and on site work has started. For regular management of traffic to ensure least inconvenience to non-port traffic, Port has deployed dedicated team of Officers for coordinating the flow of traffic round the clock with police authorities. As a result of these initiatives, the average import dwell time has reduced to 1.5 days, which compares well with international benchmark of 1.5-2 days. Similarly, average export dwell time is reduced to 65 hours from the earlier 88 hours. The Port is constantly striving with plans and initiatives for meeting the increased traffic and business as first phase of its mega fourth container terminal of 4.8 Million TEUs capacity, which will be ready by Dec 2017.

Fixed tenure of two years required

Perhaps a fixed tenure of two years for the senior most member (Pradeep Kumar - Member Staff) will put all tensions and drama to rest. This is done for Finance, Home and Foreign Secretaries.

Get rid of dead woods

In the event of the much awaited and desirable induction of a Professional as CRB, the so called threatened exodus by the so called experts of 35 years or so of proven irrelevance would be most welcome. The system has to get rid of the dead woods be it in Railways or any other wing of the Government. Its a tragedy that the world's richest organisation in terms of talent and expertise, commitment and sincerity has come to a state where it has been reduced to beg for its survival. All this is attributable to the total lack of professionalism and honesty of purpose on the part of the "SEVEN SISTERS" of the Railway BOARD over the past several decades. Exceptions will be almost impossible to find. Its high time we inducted someone of proven calibre to steer the railways out of the quagmire it finds itself in. May wisdom dawn on Prabhu Sir !

An outsider can't run Railways

How can an outsider run the Railways ? What will he understand from words like route tonne kilometerage, bogie, couplers, brakes, wagons, operations, railway electrifications etc. There are a number of technical terms, which an official working in the Railways should or otherwise he will be at sea and Railway will go to dogs. Railways had been profiting today, if an only if the politicians would have allowed to increase the railway fares from time to time. In our country, rail travel, is hobby of many of the people. People living in Bihar and East travel in one or the other pretext, gauna, mundan, kan chedhan, nak cheddan and the tax payers provide them relief through cross subsidization. People are talking about lateral entry in the Railways. What about in other services?

Brave and sturdy people!

There were very heavy rains in July, August,1988 followed by incessant heavy rains for 4 consecutive days in the third week of that September.

Sutlej in Anandpur Sahib was joined by many rivulets and the river Swan from Himachal Pradesh. Those ,who have not seen Swan in spate, cannot even imagine the volume of water it carries and the speed at which it flows. So the unprecedented devastating floods had set in the area. Anandpur Sahib has a very unique geographical location. Many big villages and small hamlets have been existing in the Sutlej bed for many centuries, much before when the Bhakhra and Nangal dams were constructed. Earlier it could be reached from Hoshiarpur and Jalandhar area only via pontoon bridge constructed at sarawan da pattan. But then a big bridge was constructed near kahlwan turn and the area opened out. River Swan submerged in Sutlej near the bridge. The area in the bed of Sutlej was worst marooned and army help was accordingly requisitioned. There were reports that a small village Harsa Bela was under 3 feet of water and some katcha houses had been destroyed. The water level in the Gobindsagar lake was rising because of continuous rain in its catchment area in Himachal. Naturally, in order to save the dam the water from it had to be released gradually. The rumours were afloat that the BBMB authorities had released excess water and that caused floods, which ultimately claimed the life of its chairman. Army boats reached Harsa Bela village to evacuate its population. Unfortunately the boat carrying three women and two children and som e brave army men capsized. Army men with great difficulty put the ladies and children on the overturned boat . The area was near the bridge. Everyone was worried as from the bridge it appeared that many villages must have been washed away with this flow of more than 5 lac cusecs of water. Big ropes were hung down the bridge ,so that ladies could catch these. They caught hold of the ropes ,but could not do it for long as the current of the river was very fast. One Harjap Singh an ex-serviceman and one young-man Niku hardly 18 years old, of that village jumped into the river and followed those ladies for about five miles in turbulent waters.These two brave men saved those ladies near village Burj and Gobindpur Bela.It was a great feat of human bravery and concern for the womenfolk. The story of bravery became a folklore in the area.The two children were saved by the army men as they had climbed the trees taking them along, with great difficulty.The army people had reached to safety and some persons left in the village were rescued in the helicopter There was not a single casualty in the area.The two brave men were honoured by the then governor of Punjab for saving precious human lives by putting their own life in danger.

Who is the Nodal Agency to implement educational concession for SC/ST students?

Appellant submitted a copy of UGC circular dated 19.08.2009 vide which all the universities receiving grant-in-aid were asked to provide reservations to SC/ST students & sought information about its implementation The CIC observed that the UGC is passing the buck to Ministry of Human Resource Development (HRD) and MHRD was saying that information is not available. The CIC directed the UGC wing of MHRD and UGC to collect the information from the universities / deemed universities about implementation of extended reservation and concession to SC/ST students in Self financing courses offered by the respective institutions & provide it. A show cause notice was issued to the PIO of HRD to show-cause why maximum penalty should not be imposed for non-furnishing of complete and correct information to the appellant.

Comments

It is sometimes seen that some organisations issue circulars without providing for a means for its monitoring its implementation. It makes little sense for an organisation to issue a circular if its implementation cannot be monitored.
