NLC inaugurates 19th Neyveli book fair (UPDATED)
To fascinate the book reading enthusiasts, pupil, families and visitors,
the most expected Neyveli Book Fair -2016, was inaugurated by Manoj

Acharya, CMD, NLC at Book Fair Grounds, Neyveli on July 1, 2016. Neyveli
Lignite Corporation, a Navratna Public Sector, to promote culture of
reading amongst school children and public to make them access important
Books, is organizing Book Fair for the 19th year in succession. The
10 day Neyveli book fair accommodates around 150 renowned publishers
and attracts about 3.00 Lakh Visitors from all walks of life. The book
fair is held for 10 days from July 1, 2016 to 10, 2016. The Chief Guest
of the inaugural function Manoj Parida, IAS, Chief Secretary, Puducherry
visited the fair along with the Guest of Honour, Santhosh Kumar Shahi,

CMD, and Functional Directors of NLC. In the Inaugural function presided

In his presidential address, S K Acharya said that, apart from regular

all walks of life like. He said, apart from, NLC also recognizes contributions
made by Book Publishers and Book writers and honour them through this
Book Fair. Acharya while, insisting on the importance of Books he said,
that, Books are representatives of Civilizations, which enrich individuals-the
knowledge, activity and improves insights to understand the world. Parida,
in his Chief Guest address, expressed happiness and praised the events,
by seeing the Crowd of book lovers' enthusiastic participation in Book
Fair and hub of books related to a mixture of fields and number of publishers.
He praised the NLC management for their enormous efforts for organizing
this event in big way to reach masses of the rural area. He said books
are the one which take you to many places and make understand of it
, besides, lasting impression on one's life.

Governance is flawed, not only appraisal system
Recently the cabinet secretary has rued that officers' appraisal system
was flawed. It has been seen that when a young boy/girl is selected
in IAS,he/she starts computing his age and seniority to see ,if he could
become the top officer of the country,at that time oblivious of the
fact that at such levels ,supersessions do take place.But in the modern
day regimes even the top officials are helpless as whims dominate rather
than the wisdom.For many decades governance has been constantly downsliding.The
decay in the governance runs parallel to the flaws in the system of
recording of APRs,so the worries of the cabinet secretary have substance.Earlier,
only adverse entries were conveyed and now the APRs after recording
by all authorities are conveyed, reducing the chances of objective entries
.The officers had already stopped recording adverse entries fearing
the counter allegations by the officer getting adverse entry.Now out
of 10 marks the direct IAS officers almost always get 10,the favourite
promotees sometime manage this score. I am not aware of the system in
other All India Services.In some states some category of officers like
the state civil services get speedily promoted to IAS, on the basis
of outstanding record.Outstanding record has not been defined and is
mostly considered as outstanding ,if categorized as such on the basis
of counting such reports. The adverse entries are converted into outstanding
by the ministers, even if they cannot record the APRs.Cabinet Secretary
will not be able to do anything except lamenting, or he may bring new
system which will have his stamp but no basic difference from the existing
one .However governance needs improvement to improve the appraisal system
and that is impossible in near future.

Multiple RTI Applications seeking huge information
The applicant sought huge information pertaining to Income Tax
offices. He also wanted to know the basis of conducting survey
and search and the specific steps taken to stop tax evasion during
the financial year 2013-14 etc. The PIO submitted that the appellant
has filed as many as 30 appeals before the Central Information
Commission seeking all and sundry information and despite heavy
pressure they have made strenuous efforts to provide the information.
He further stated that much of the information sought by the appellant
is in the public domain and can be accessed by visiting the department's
website www.incometaxindia.in. The appellant stated that he had
lodged a TEP against a medical store in early 2015 and wants to
know what action has been taken by the department. He further
stated that he wants a copy of the scheme for payment of award
to informants. He also requested for a note explaining the method
adopted by the Income Tax Department for assessment and scrutiny.
The PIO stated that he will supply the information as requested
above by the appellant. The CIC observed that once a certain information
is placed in the public domain accessible to the citizens either
freely, or on payment of a predetermined price, that information
cannot be said to be 'held' or 'under the control of' the public
authority and, thus would cease to be an information accessible
under the RTI Act. The Commission hoped the appellant will take
a careful note of the above judicial observations and refrain
from filing frivolous RTI applications in future

Whenever one is seeking information under the RTI Act, the RTI
Application should be focused and specific. Asking for voluminous
information through multiple applications may lead to a charge
of abuse of the process of law.
