NLC gears up its solar power projects (UPDATED)

As part of NLC's plan to establish 4000 MW Solar Power Projects in various states under green initiatives, in line with the National Solar Mission announced by the Government of India, the commencement of construction works for 65MW Solar Power Plant at Block-1, Neyveli was held on 29.07.2016 . This 65 MW Solar Power Plant will be constructed in an area of 325 acres at Neyveli and approximately 2,30,465 Solar Photo Voltaic modules (Solar Panels), each with the power generating capacity of 305/310 Watt will be installed in the project. The power generated from this plant is fed to the Tamilnadu Generation and Distribution Corporation, the former TNEB. TANGEDCO - the sole beneficiary. M/S Jakson Engineering Limited, is the Engineering, Procurement and Commissioning Contractor of this Project. In a small function organized for performing Bhoomi Pooja at Neyveli for setting up of grid interactive of 65 MW Solar Plant Rakesh Kumar, Director (Finance), Subir Das, Director (Mines ), SelvaKumar, Director (Planning & Projects) and Senior officials & employees of NLC and M/S Jakson Engineering Limited participated.

Who cares for improving services in CGHS ?
Many of the surfers on WIC have voiced their concerns on the deteriorating services in the CGHS. We thought someone in Government would take notice of it and set things right. It seems no one cares or bothers about improving the service on which Government spends so much and lakhs of serving employees and pensioners depend upon it. Actually things have gone down from bad to worse. When the old doctors in the dispensary with which you are registered (They now call all CGHS dispensaries as Wellness Centres. What a joke!) get transferred the new doctor wants you to get the specialist's prescription afresh when at the end of the month you visit the dispensary for replenishment of your medicine which you are taking regularly. This happened with us the other day when we went to our dispensary to get our regular two medicines. Who would take a date for the specialist which in any case would not be available before three weeks, come on that date starting from home at 8 a.m be in the Q just to make the specialist write "repeat'. Better go and buy from the market. Even the clerk in the dispensary acts high and mighty even with senior citizens sometimes in a very rude manner. A service which is a right of the employee as part of his service conditions is dispensed in a manner as if the doctor or the staff are obliging him or her. Why the health Ministry not paying any attention to improve matters here?

So called members of elite service feel that they can perform surgeries in hospitals also. They feel that they are the most competent persons. If it is success, it is their efficiency and just because of them. If failure it is not because of them.

" Racism in Bureaucracy must go"
The media reports ( WIC, TOI, Business Standard dt July 29,2016) regarding IRS officers Association's Resolution protesting Deptt of Revenue's (DoR) alleged interference into their day-to-day functioning ,is a serious indictment of government's functioning.
The following anomalies need immediate attention :-
(a) Have pay parity among different organised services;
(b) Why should the IAS have an edge over other services at every stage ;
Discriminatory, unjust and unfair. Causes heart-burnings.
(c) Why should DOR be headed by an IAS officer. Functional expertise of the specialized cadre of IRS officers must be recognized;
(d)The IRS officers blame DOR for fixing unrealistic targets for revenue collection and then reprimand them for failure to achieve the same; Secretary(Revenue ) must share the blame instead of passing on the buck to IRS officers. Unethical.
(e)DOR calls IRS association's remonstrance as an act of insubordination. A high-handed approach to please the political masters.
(f) Why can't MHA be headed by an IPS officer; Financial Services by a professional banker; DPE by a turn-around professional from public sector, Revenue Secretary should be an IRS officer and so on. Why allow these sinecures to be monopolized by one Service, alone ?
No wonder, the situation could reach a flashpoint, once other disgruntled Services jump into the fray. Successive governments at the Centre have been busy cultivating their favourites instead of addressing the genuine concerns of organized Services. There is a simmering discontentment in all Services that might adversely impact GoI's image.
One trusts, PM Modi does not go the same way. He must take the call and rein in the elite service. Blind reliance on one set of civil servants, is detrimental to Good governance.

Who is the Nodal Agency to implement educational concession for SC/ST students?

Appellant submitted a copy of UGC circular dated 19.08.2009 vide which all the universities receiving grant-in-aid were asked to provide reservations to SC/ST students & sought information about its implementation The CIC observed that the UGC is passing the buck to Ministry of Human Resource Development (HRD) and MHRD was saying that information is not available. The CIC directed the UGC wing of MHRD and UGC to collect the information from the universities / deemed universities about implementation of extended reservation and concession to SC/ST students in Self financing courses offered by the respective institutions & provide it. A show cause notice was issued to the PIO of HRD to show-cause why maximum penalty should not be imposed for non-furnishing of complete and correct information to the appellant.

Comments

It is sometimes seen that some organisations issue circulars without providing for a means for its monitoring its implementation. It makes little sense for an organisation to issue a circular if its implementation cannot be monitored.
