Majority favoured Rajan's continuation as RBI Governor : Survey

Announcement of RBI Governor Rahuram Rajan that he will not opt for second term after his present tenure ends on Sept. 4, 2016, notwithstanding, an overwhelmingly majority of our surfers had favoured his continuation on the post when thewhispersinthecorridors.com conducted a survey in this regards in May-June this year.

We had asked - "Who should be the next RBI Governor ? Whether he should be an Economist, a Professor, a Banker or a Politician".

And the reply of the majority was that Rajan who has enforced the discipline in country's finance orbit, should be given another term. While U K Mohanty said, "Raghuram Rajan should be given one more term since he is genuinely concerned about the economic stability of India and is not afraid to call a spade a spade despite huge political pressure and compulsion", another surfer Suresh Joshi also felt, "Considering his past outstanding performance Rajan should be given one more term. Govt. of India should not delay this wise decision. For Rajan, there is no dearth of jobs. Many takers are waiting for the prized catch".

Similarly, another surfer and former DGP of MP, Raman Kackar opined, "An Economist should be the next RBI Governor because he understands pros-cons and causes of good and bad economic policies. He can give proper direction to boost up the sagging economy" whereas yet another surfer Rajendra Kothari emphasized "An Economist with Rajan's commitment should be picked, preferably Rajan should repeat term".

Raghuram Rajan has to be the new RBI Governor. A brilliant economist of international repute; an intrepid, independent central banker; Governor Rajan has proved himself many times over in his illustrious career. His brilliance is self evident, his good intentions and desire to serve the country are palpably clear. As RBI Governor, he has acquitted himself exceptionally well, he is clearly in the league of Chintaman Deshmukh, ICS, ex-RBI Governor and ex-Finance Minister of India. He is destined for even bigger roles. For now, a second term as Governor RBI would suffice", opined Vijay Kumar.

A host of other surfers also favoured granting one more term to Rajan and strongly opposed appointment of a politician or a bureaucrat on the coveted post.

Minister of Water Resources, River Development and Ganga Rejuvenation Sushri Uma Bharti congratulated WAPCOS for the enormous efforts in completion of the Dam. In her remarks she said that India's relations with Afghan brothers and sisters were historical, cultural and spiritual. It falls on all of us in this region to cooperate and assist each other for the greater good of the people. She reiterated that ensuring peace and security of the region can be achieved by the means shown by the brave Afghan people. She further conveyed that by constructing and commissioning the Afghan-India Friendship Dam against all odds, a message of solidarity has been sent to the region and to the world. Sushma Swaraj, Hon'ble Minister of External Affairs, Government of India was the Chief Guest at the event and she said that the Afghan-India Friendship dam reflects the state of our bilateral relations and is a symbol of our enduring friendship. Afghan-India Friendship dam is a Flagship Infrastructural Project of India's Developmental Assistance Programme to Afghanistan. She reiterated that India will continue to extend cooperation for the development of Afghanistan and the commissioning of this Dam is a reflection of India's continued commitment to Afghanistan's reconstruction. Uma Bharti, Minister of Water Resources, River Development and Ganga Rejuvenation Felicitated Sushma Swaraj, Minister of External Affairs on the Successful Completion of the Afghan-India Friendship Dam. In a statement, S K Acharya, CMD of NLC and also the Co-Chairman of the committee on formulating star rating for the Indian Mines, constituted by Confederation of Indian Industry(CII) observed this while commenting on new the National Mineral Exploration Policy(NMEP) Approved by Union Cabinet on June 29, 2016. He further observed that Union Cabinet's approving the National Mineral Exploration Policy (NMEP) for Non fuel &Non Coal Minerals is bold and a welcome step. This policy is poised to bring in the world class practices adopted in exploration of minerals. It throws open the Indian Mineral Sector to wider and competitive participation of exploration companies both in house &abroad -thus there by will pave way for bringing down the cost of exploration in the country. The new policy would enable creating a comprehensive Geo-Scientific & Exploration database comparable to world class standards, like in Australia. While commenting about the successful implementation of NMEP, S K Acharya observed that the following issues needed to be addressed.

Tough policy towards Pakistan ?

When PM, Modi cancelled Foreign Minister's meet just when he took over as PM, to protest against Pak Ambassador's invite to the anti-Indian Kashmiri separatists, everyone thought it is prelude to a tough policy towards Pakistan. All these appears to have ended as a pipe dream. Indian soldiers are getting killed like sitting ducks in Kashmir by Pak sponsored terrorists. Pak flags re openly flaunted in Kashmir. Pak Ambassador refuses to condemn the recent ambush and murder of CRPF men and instead cocks a snook at India by going to the extent of asking the invitees, a bunch of Kashmir separatists and pro-Paki traitors to our country who are invited to 'enjoy' Pak Ambassador's hospitality while dead bodies of our soldiers are being cremated and maimed soldiers are fighting for their life in ICUs. Pakistan and the pro-Paki anti-nationals in India, who were lying low since partition and who were allowed to stay in India courtesy Gandhi and Nehru, now think that Modi Government is week kneed and impotent and only can give bellicose threats. Government should first put our country in order. If Modi's bombastic election rhetoric of a 56 inches chest is true, he should arrest the Kashmiri separatists and those Indians who attended the birirani party under Defence of India rules and send them to Vellore jail in Tamil Nadfu, abrogate article 370 and allow displaced Hindus and Sikhs from POK to settle in Kashmir. All those Pandits whose properties have been confiscated by local Muslims at the point of guns and, ethnically cleansed, should be retrieved and given back to them. India should put ball in Pak's court by raising the issue of the forcible occupation of POK by Pakis and of ethnic cleansing of Hindus in international forums. Kashmir is not for Kashmiris or for a bunch pro-Pakis alone. It is made sacred by the blood of tens of thousands of our martyred soldiers coming from Tamil Nadu to Ladakh, Kerala to Nagaland and Arunachal Pradesh to Rajasthan. No Government in Delhi can think of surrendering Kashmir to Pakistan.

IAS continues to enjoy edge over others


It is interesting to find from the Seventh pay Commission report that wherever the Chairman and the other member suggested something rationalizing the wide edge between the IAS and other services the IAS member of the commission dissented. For example, the edge enjoyed by the IAS was recommended to be extended to the other two All India Services viz. IPS and the IFS (Indian Forest Service).The IAS member did not agree. While the Chairman and the other member also recommended a uniform period of 17 years for all the Group A services recruited through the same Civil Services Exam for empanelment as Joint Secretary, the IAS member again did not agree. It seems as if the Member felt he was there to protect the turf of the service to which he belonged .We have yet to know what the Secretaries' Committee which again was comprised of mostly IAS had done on this. There is no denying the fact that what was once settled as two-year disparity has today in practice become almost 8 to 10-year gap causing lot of frustration among the officers. While IAS officers of 1998 batch have been empanelled, those of 1990 batch in some services like Railways are yet to be considered. Modi Government would do well to look into this in the interest of good governance. Motivation is after all a key to good management.

Multiple RTI Applications seeking huge information

The applicant sought huge information pertaining to Income Tax offices. He also wanted to know the basis of conducting survey and search and the specific steps taken to stop tax evasion during the financial year 2013-14 etc. The PIO submitted that the appellant has filed as many as 30 appeals before the Central Information Commission seeking all and sundry information and despite heavy pressure they have made strenuous efforts to provide the information. He further stated that much of the information sought by the appellant is in the public domain and can be accessed by visiting the department's website www.incometaxindia.in. The appellant stated that he had lodged a TEP against a medical store in early 2015 and wants to know what action has been taken by the department. He further stated that he wants a copy of the scheme for payment of award to informants. He also requested for a note explaining the method adopted by the Income Tax Department for assessment and scrutiny. The PIO stated that he will supply the information as requested above by the appellant. The CIC observed that once a certain information is placed in the public domain accessible to the citizens either freely, or on payment of a predetermined price, that information cannot be said to be 'held' or 'under the control of' the public authority and, thus would cease to be an information accessible under the RTI Act. The Commission hoped the appellant will take a careful note of the above judicial observations and refrain from filing frivolous RTI applications in future


Comments

Whenever one is seeking information under the RTI Act, the RTI Application should be focused and specific. Asking for voluminous information through multiple applications may lead to a charge of abuse of the process of law.
