Majority favoured Rajan's continuation as RBI Governor : Survey
Announcement of RBI Governor Rahuram Rajan that he will not opt for second term after his present tenure ends on Sept. 4, 2016, notwithstanding, an overwhelmingly majority of our surfers had favoured his continuation on the post when thewhispersinthecorridors.com conducted a survey in this regards in May-June this year.

We had asked - "Who should be the next RBI Governor ? Whether he should be an Economist, a Professor, a Banker or a Politician".

And the reply of the majority was that Rajan who has enforced the discipline in country's finance orbit, should be given another term. While U K Mohanty said, "Raghuram Rajan should be given one more term since he is genuinely concerned about the economic stability of India and is not afraid to call a spade a spade despite huge political pressure and compulsion", another surfer Suresh Joshi also felt, "Considering his past outstanding performance Rajan should be given one more term. Govt. of India should not delay this wise decision. For Rajan, there is no dearth of jobs. Many takers are waiting for the prized catch".

Similarly, another surfer and former DGP of MP, Raman Kackar opined, "An Economist should be the next RBI Governor because he understands pros-cons and causes of good and bad economic policies. He can give proper direction to boost up the sagging economy" whereas yet another surfer Rajendra Kothari emphasized "An Economist with Rajan's commitment should be picked, preferably Rajan should repeat term".

Raghuram Rajan has to be the new RBI Governor. A brilliant economist of international repute; an intrepid, independent central banker; Governor Rajan has proved himself many times over in his illustrious career. His brilliance is self evident, his good intentions and desire to serve the country are palpably clear. As RBI Governor, he has acquitted himself exceptionally well, he is clearly in the league of Chintaman Deshmukh, ICS, ex-RBI Governor and ex-Finance Minister of India. He is destined for even bigger roles. For now, a second term as Governor RBI would suffice", opined Vijay Kumar.

A host of other surfers also favoured granting one more term to Rajan and strongly opposed appointment of a politician or a bureaucrat on the coveted post.

Major changes occurring in CBEC

KK Sharma has sought VRS and his request has been accepted. BK Bansal, another Member has been selected for PMLA Tribunal and had sought to be relieved so that he can join on August 1, 2016. Mahendra Singh and S Ramesh will join as Members against the vacancies. This creates a piquant situation since Approval had been obtained only for 2 anticipated vacancies and now 1 extra Member's vacancy has to be filled up before 31st March 2017.

58 candidates allocated IRTS

As many as 58 candidates have been allotted Indian Railway Traffic Service (IRTS) against the Civil Service examination (CSE) - 2015.

Low Interest Rates benefit only Corporates

Whom do low Interest Rates benefit ? Economy ? No, only the Corporates. At the cost of the Poor. The Indian Government is not extending the tenure of the current Governor of RBI so that they can decrease the interest rates at will. To clip the wings of the RBI Governor, they have even formed a Committee who will decide the interest rates in future. When they decrease the interest rates, big business houses that have Lakhs of Crores of loans benefit at the cost of small savers. The current Governor of RBI was singularly responsible for opening the can of worms with regard to bad loans or Non Performing assets of Banks whose main beneficiaries were the corporate houses like Kingfisher/ Mallya.

So, who is the gainer by reducing interest rates? A few wealthy persons at the cost of millions of poor middle class small savers whose only income is from interest from fixed deposits. They don't get any social security pension like in the Western countries. How will they survive? Nobody, least the politicians, cares about them. It is a deep rooted unholy nexus between the unscrupulous politicians and the crony capitalists/ corporates. Almost all business newspapers plead for reduction in interest rates. Their motive is very clear.

Low interest rates in western countries are understandable in view of extremely low inflation. They still get positive net return on investment. What about India which often faces high inflation which neutralises/ negates the returns? We often get negative net returns. Still people like Subramaniam Swamy, siding with the corporates, stress reduction of interest rates? Have they ever given a thought to the fate of small savers and senior citizens who have no other source of income except interest income? This poor class has no voice, neither through the media nor through their politician representatives. God save this class !!

Half the Zonal Railways headless


Railways are chugging along with half of the zonal Railways without their heads. It is reported that the vacancies of as many as nine General Managers have not been filled as the Railway minister does not want to go by settled norms. He wants 'meritocracy' to rule over seniority-cum merit. And the meritocracy is to be judged ,as per Suresh Prabhu's yardstick on the basis of an interview cum a roadmap to be given by the candidates as to how they will improve the loadings and freight-earning capacity of their zones. This is to say the least ridiculous. The officers who have reached the level of being considered to be the General Managers are being asked entry level questions ignoring their service record which brought them to the level of being considered fit to be General Managers. So while the whims are playing with the established norms half of the zonal Railways are without General Managers necessitating dual charges not conducive to efficiency.

Lets not play foul


Ashok K Choudhury was selected as MD IRFC out of nine or 10 candidates. Out of these, if one remembers correctly, five were "Professionals" as per the latest "Dictionary" introduced by the Ministry of Railways. It is a tragedy that that an officer of proven ability is being called an "Amateur" by the mandarins in Rail Bhawan. Lets not play foul with the established norms and invite ridicule. My earnest request to MR is to see the unblemished and outstanding track records of IRAS officers in the IRFC and elsewhere in the GOI and also the PSUs. Not only this, even in his own backyard, in the ex-cadre posts of DRMs in the Railways the IRAS officers have decisively outshone their counterparts. Obviously, the MR's vision and thinking has been blurred and vitiated by the so called "Professionals" in the Rail Bhawan. I see no other reason for the unwarranted delay in Ashok's appointment as MD IRFC. Prabhu Sir, it is never too late ! Please for Heaven's sake don't get carried away by stray and isolated instances.

Multiple RTI Applications seeking huge information

The applicant sought huge information pertaining to Income Tax offices. He also wanted to know the basis of conducting survey and search and the specific steps taken to stop tax evasion during the financial year 2013-14 etc. The PIO submitted that the appellant has filed as many as 30 appeals before the Central Information Commission seeking all and sundry information and despite heavy pressure they have made strenuous efforts to provide the information. He further stated that much of the information sought by the appellant is in the public domain and can be accessed by visiting the department's website www.incometaxindia.in. The appellant stated that he had lodged a TEP against a medical store in early 2015 and wants to know what action has been taken by the department. He further stated that he wants a copy of the scheme for payment of award to informants. He also requested for a note explaining the method adopted by the Income Tax Department for assessment and scrutiny. The PIO stated that he will supply the information as requested above by the appellant. The CIC observed that once a certain information is placed in the public domain accessible to the citizens either freely, or on payment of a predetermined price, that information cannot be said to be 'held' or 'under the control of' the public authority and, thus would cease to be an information accessible under the RTI Act. The Commission hoped the appellant will take a careful note of the above judicial observations and refrain from filing frivolous RTI applications in future


Comments

Whenever one is seeking information under the RTI Act, the RTI Application should be focused and specific. Asking for voluminous information through multiple applications may lead to a charge of abuse of the process of law.
