Majority favoured Rajan's continuation as RBI Governor : Survey

Announcement of RBI Governor Rahuram Rajan that he will not opt for second term after his present tenure ends on Sept. 4, 2016, notwithstanding, an overwhelmingly majority of our surfers had favoured his continuation on the post when thewhispersinthecorridors.com conducted a survey in this regards in May-June this year.

We had asked - "Who should be the next RBI Governor ? Whether he should be an Economist, a Professor, a Banker or a Politician".

And the reply of the majority was that Rajan who has enforced the discipline in country's finance orbit, should be given another term. While U K Mohanty said, "Raghuram Rajan should be given one more term since he is genuinely concerned about the economic stability of India and is not afraid to call a spade a spade despite huge political pressure and compulsion", another surfer Suresh Joshi also felt, "Considering his past outstanding performance Rajan should be given one more term. Govt. of India should not delay this wise decision. For Rajan, there is no dearth of jobs. Many takers are waiting for the prized catch".

Similarly, another surfer and former DGP of MP, Raman Kackar opined, "An Economist should be the next RBI Governor because he understands pros-cons and causes of good and bad economic policies. He can give proper direction to boost up the sagging economy" whereas yet another surfer Rajendra Kothari emphasized "An Economist with Rajan's commitment should be picked, preferably Rajan should repeat term".

Raghuram Rajan has to be the new RBI Governor. A brilliant economist of international repute; an intrepid, independent central banker; Governor Rajan has proved himself many times over in his illustrious career. His brilliance is self evident, his good intentions and desire to serve the country are palpably clear. As RBI Governor, he has acquitted himself exceptionally well, he is clearly in the league of Chintaman Deshmukh, ICS, ex-RBI Governor and ex-Finance Minister of India. He is destined for even bigger roles. For now, a second term as Governor RBI would suffice", opined Vijay Kumar.

A host of other surfers also favoured granting one more term to Rajan and strongly opposed appointment of a politician or a bureaucrat on the coveted post.

N.K. Sharma, a 2002 batch IAS officer will be new Secretary Languages. S. N. Mishra, awaiting posting, is now posted as Director Training, UTCS, Delhi govt. He is a 2003 batch IAS officer.

Ms Kiran Bedi visits Neyveli's Book Fair-2016
The 10 day Neyveli Book Fair-2016 organizing at Neyveli, for the 19th consecutive year, from 1st of this month, was got a overwhelming response from the public as well as VIPs. Lt. Governor of Pudhuchery, Ms Kiran Bedi visited the Fair with great fervor. Some school students, who identified the first lady of Pudhuchery, obtained autograph on July 7, 2016. While addressing the Reporters at the venue of the Neyveli Book Fair, she aired, that she paid a visit to this book fair, upon the invitation extended by the NLC Management, and categorically said, "this is the best book fair in South India and fascinates me after going through the books on Tamil on variety of topics, besides, I got delighted, when, I noticed the books written by me are under sale". She also said, "Success in one's life stands with the Reading of Books. School children should develop reading habit, from the tender age; through which, one can develop knowledge. Reading the books develop the multifaceted approach. Individual's challenges can be subjugated through reading habit. Food is taken for health gives micro-nutrients to our body; like so, micro-sustenance for knowledge can only be gotten through reading of books". Earlier, Sarath Kumar Acharya, CMD, NLC welcomed the Lt. Governor at Neyveli House with a bouquet. Directors, Rakesh Kumar, V Thangapandian, P Selvakumar and N Muthu, ED (HR) were also present. S Sridhar, CGM (PR, Education & CSR) and Secretary of 19th Neyveli Book Fair-2016 welcomed the Lt. Governor, at the Neyveli Book Fair venue. Also present were, Ms Vijaya, District Collector (i/c), Cuddalore District and Senior Officers of NLC and State Government.

CWC conferred PSE Excellence Awards-2015
Indian Chamber of Commerce conferred the PSE Excellence Award 2015- First Prize to Central Warehousing Corporation (CWC) as Winner in the Mini Ratnas Category for Human Resource Management Excellence. Harpreet Singh, Managing Director, V R Gupta, Director(Finance) & J S Kaushal, Director(Personnel) received the award on July 6, 2016.

CBI arrests MD, ICSIL
The Central Bureau of Investigation (CBI) has arrested Managing Director of Intelligent Communication System India Limited (a Public Sector Undertaking) New Delhi and also then MD of ICSIL in an on-going investigation of a case. It was alleged that both the accused persons acted in conspiracy with other accused (a Public Servant) and awarded tenders to Delhi based private company by violating tender guidelines.

Perils of incomplete land records


Often there are reports that after the completion of land acquisition proceedings, land records are not updated and the names of the original owners continue to be reflected in the revenue records, instead of the department that has acquired the land. It is imperative that after completion of any transaction, as per the provisions of The land Revenue Act and procedure laid down in The Land Records Manual, the mutation has to be sanctioned and entry made in the Record- of -Rights.(jamabandi) immediately ,unless there is any dispute. Entries in Roznamcha Waqiati have also to be made in this regard from start to end of the transactions. However in case of land acquired under the Land Acquisition Act 1894, National Highways Act 1956, and The Right to fair compensation and Transparency in Land Acquisition ,Rehabilitation and Resettlement Act,2013, many a times, after the acquisition of the land and payment of compensation upto the Supreme court ,the requisite changes are not made in the revenue record, leaving the original owners as such in the record. These persons out of sheer greed or intention to commit fraud, either resell the land to gullible and innocent persons or after decades they claim the land or compensation again ,by misplacing the record in connivance with the revenue authorities.Out of hundreds of such instances , i mention only 4.

1.In Anandpur Sahib, Bhakhra mainline canal was constructed in 1960s.An old man appeared before Nirmal Mukherji Governor of Punjab and former ICS, in 1990, and presented an application that his land has been snatched away from him without compensation. The application was handed over to me .Investigations revealed that the land had been acquired after paying due compensation, but the notification of acquisition was not given effect to in the revenue record. His name continued as owner in the record. The record was updated and the old man was convinced.

2 In one litigation, a party claimed back the land or compensation of hundred of crores, where a government building had been constructed decades back. It was revealed to the Legendary Mrs Shyama Maan, the then financial commissioner revenue, by the old revenue staff that the land was duly acquired and compensation had already been received by the party. But the record of acquisition could not be located.She went to Patiala three times ,put revenue staff on duty and got one old Roznamcha, which mentioned all the details. Thus, hundreds of crores were saved from swindling and the record was updated.

3 In the year 1997-98, land was acquired for drains to solve the problem of water-logging after paying compensation In Malout area. In spite of getting compensation people still retained the land.

4 In Ranjit Avenue, Amritsar, compensation was received by many upto the highest court,but since the acquisition was not reflected in the revenue record,some people resold the land. The litigation is going on for long.

The govt ,as a campaign ,must get the mutations of all acquired lands sanctioned and incorporated in revenue record, to save itself from avoidable labyrinthine litigation and cheating of crores of rupees and also to see the timely completion of projects.

Multiple RTI Applications seeking huge information

The applicant sought huge information pertaining to Income Tax offices. He also wanted to know the basis of conducting survey and search and the specific steps taken to stop tax evasion during the financial year 2013-14 etc. The PIO submitted that the appellant has filed as many as 30 appeals before the Central Information Commission seeking all and sundry information and despite heavy pressure they have made strenuous efforts to provide the information. He further stated that much of the information sought by the appellant is in the public domain and can be accessed by visiting the department's website www.incometaxindia.in. The appellant stated that he had lodged a TEP against a medical store in early 2015 and wants to know what action has been taken by the department. He further stated that he wants a copy of the scheme for payment of award to informants. He also requested for a note explaining the method adopted by the Income Tax Department for assessment and scrutiny. The PIO stated that he will supply the information as requested above by the appellant. The CIC observed that once a certain information is placed in the public domain accessible to the citizens either freely, or on payment of a predetermined price, that information cannot be said to be 'held' or 'under the control of' the public authority and, thus would cease to be an information accessible under the RTI Act. The Commission hoped the appellant will take a careful note of the above judicial observations and refrain from filing frivolous RTI applications in future


Comments

Whenever one is seeking information under the RTI Act, the RTI Application should be focused and specific. Asking for voluminous information through multiple applications may lead to a charge of abuse of the process of law.
