Uneasiness reported in Congress?
After the nominations to Rajya Sabha by Congress High Command, it is
said that many senior party leaders are unhappy. They allegedly said
that why party has given RS ticket to a former union minister against
whom an enquiry is going on by an investigating agency which conducted
a raid against his close persons. They feel that this step of the party
will send wrong message that Congress is allegedly shielding corrupt
leaders and will give new ammo to opposition also.

Former Secretary to the Government of India, Arun Kumar Jain has passed
away in Delhi in a car accident. He was 62.He is survived by his wife,

ONGC Videsh signs MOU with SOCAR trading (UPDATED)
ONGC Videsh Limited and SOCAR Trading SA signed an MoU on May 27, 2016
at Geneva. The objective of MoU is to explore possibilities of Joint
Marketing of ONGC Videsh's crude oil portfolio by leveraging SOCAR Trading's
experience in oil trading. The MoU was signed by S P Garg, Director
(Finance) ONGC Videsh Limited and Arzu Azimov, CEO, SOCAR Trading SA.
Initially, both parties agreed to initiate discussion on Joint Marketing
Agreement in respect of ONGC Videsh's equity crude from ACG, Azerbaijan
and based on the performance of this agreement both parties will mutually
agree to optimise price realisation of other crudes from ONGC Videsh's
portfolio either through Joint Marketing or Joint Venture route.

he is not dictator but disciplinarian. Impact is now visible in the

You have showed several pictures of state leaders. Actually, not all
are of the same stature. Particularly, Kejriwal is a very junior CM
(not even five years) of a small Union Territory. He has managed to
remain in the limelight only because of his wild and dramatic allegations
and actions. In actual fact, he has hardly anything to show for his
CMship even of the small Union Territory. In a way, it is an insult
to the other senior state leaders to be placed on par with him. It is
strongly felt that such junior politicians should not be given so much
importance in public discourse, because they get political mileage without
their doing anything substantial.

A very senior IAS officer, once, when he was in a very good mood said,
''Government has seldom put me on a good assignment, so when the govt
would assess my contribution to the nation building, the remarks would
be' his contribution in destroying India is minimal, as he was seldom
assigned any responsible job'.''After saying so he had a very hearty
laugh, but I had seen through the seriousness of his remarks. These
days, when the academic results of many classes are declared, the media
takes bytes of the toppers. Amongst the various options open for the
brilliant toppers, most of them would say that they would aspire to
become civil servants. Undoubtedly the toppers would aspire for the
best careers. It is in May that the results of the civil services final
are declared. Again the toppers in the list are followed by media. Their
and their parents' joy is to be seen to be believed. The prospective
civil servants list out their priorities as if the road to glory is
very easy to tread. Lal Bahadur Shastri National Academy of Administration
looks after the training part of the all the successful candidates at
initial stage and thereafter the different services have their own training
institutes. It is here that many prejudices are created, which stay
with the trainees throughout their careers. No definite solution is
provided for any problem. For example there will not be any answer to
eradication of corruption or how to deal with a corrupt politician or
a corrupt boss. There would be endless discussions leading to nothing.
However the naturally honest, firm and doers would form their own opinions
and shall choose the path of probity and nation building. Their number
can be counted on the fingers of one hand. Young, 22 years old become
IAS in the very first attempt, they have so many dreams, so many aspirations
to help the society. But we come across only a very few ,who have been
really able to contribute something vegetative and positive. In Punjab,
there was an officer Ms Harsimrat. In 1975, she was SDM Anandpur sahib,and
in 1976 she was SDM Malerkotla. She did wonderful work in removing encroachments
and revenue administration at both the places. S Bikramjit Singh an
ex -army officer and IAS ,he did memorable work in Mansa and Sangrur
sub-divisions and later on as DC Bhatinda,he was a phenomenon. Satish
Chandra ,as deputy commissioner Kapurthala excelled in all around development
of the district and made the district encroachment free. Krishan Kumar
,who made name in India as DC Nawanshehar was a genius since the day
1, he entered Punjab as AC under-training and has become a legend and
a household name. I had gone to Mussoorie to supervise the departmental
papers of one of 1997 Punjab cadre IAS officer. There I met one of the
deputy directors, who told me that Krishan Kumar would outperform all
his colleagues, when he goes to the field. Till then Krishan Kumar had
not got any field posting. The prophetic words of Krishan Kumar's trainer
at Mussoorie still reverberate in my ears as he became a living legend
and is still performing in his own ways and style to hog all appreciation.
Political environment is not very congenial for the talents to grow
under it. The highly talented young boys and girls, even if they join
civil services will have to be steadfast on the path of virtue to realize
their dreams of building India. Otherwise, even a corrupt Patwari or
a registry clerk would earn more than them, if they choose to be not
honest.

Claim for maintenance
Appellant, a deserted wife, claimed inadequacy of maintenance
from her husband. She sought the latest salary slip of Shri Naresh
Kumar Chopra, his residential address, copy of service book, latest
GPF statement, details of assets owned by him. She also sought
name of nominee appointed by her husband in GPF & Family Pension,
group insurance schemes, CGHS, death & retirement gratuity
etc. The PIO denied information under section 8(1)(j) of the RTI
Act as it was personal information.
The CIC observed that certain documents like annual returns of
assets, investments, IT returns etc were earlier declared as private/
personal or third party information, as far as spouses are concerned
they are not private or personal or third party information between
them, in the context of marital disputes especially for maintenance
purposes. The CIC ruled that the appellant is entitled to have
access to the salary related information but has no right to her
husbands private information like deductions from salary
Comments
Right to Information Act entitles an appellant to get even the
personal information if there is overwhelming public interest.
In case the husband does not maintain his wife, a question arises
whether denial of such information challenges her right to live.
If so, the information related to maintenance becomes life related
information.
