If sources are to be believed, only four cadre reviews have taken place

WAPCOS successfully Commissions Afgan-India Friendship Dam (Salma Dam)
in Afghanistan (UPDATED)
Prime Minister of India Narendra Modi with His the President of Afghanistan
Dr. Ashraf Ghani jointly inaugurated the Afghan-India Friendship Dam
(Salma Dam) at Chist-e- Sharif in Herat province in Western Afghanistan
on 04 th June 2016. The project is executed and implemented by WAPCOS
Limited, a Government of India Enterprise under the Ministry of Water
Resources, River Development and Ganga Rejuvenation, Government of India.
Afghan-India Friendship Dam is a Multipurpose project planned for generating
42 MW of power, irrigating 75000 hectares of land, water supply and
other benefits to the people of Afghanistan. It is a landmark Infrastructure
Project undertaken by WAPCOS in most difficult working conditions. The
successful commissioning of the Project represents culmination of years
of dedication, devotion and hard work by WAPCOS' Personnel, Afghan Officials
and many other Professionals in very tough conditions.

IGNFA National Academy for IFS manages only with IFS officers ?
LBSSNA, Mussorie appoint services of ISS, IIS, IES, IRS officers and
professors of different subjects on deputation for teaching the IAS
probationers. But it is surprising that IGNFA National Academy for IFS
manages only with IFS officers to accommodate these officers on deputation
and provide soft services. All the officers have charm of 30% additional
teaching allowance. As per the recommendation of government the allowances
are meant only for the officers coming on deputation from other services
(not on central deputation). However in IGNFA IFS Academy Dehradun everything
is managed, as a result the training and education at IGNFA is deteriorating.
As per the GoI notification only 30-40% IFS should be on deputation
to the Academy. Unfortunately the IGNFA is full of IFS officers on deputation.
Modi Government should take stringent action for such kind of manipulation
in the Academy for providing better education to the young officers.

Bihar toppers, Punjab toppers
In Bihar ,the toppers were subjected to re-examination; some did not
appear, some re-appeared and failed. This act of the authorities in
Bihar, has given the impression as if the entire examination system
was rotten and education system in the state was in doldrums. It is
the same state which has given the nation the toppers in the civil services
and other competitive examinations, and its boys have been heading the
various multi-nationals in the world. The copying in examinations, which
has been proclaimed as an exclusive bane in Bihar, has been thriving
in other states too with equal or worse ferociousness, but without giving
those states a bad name.
In the mid 1960s,there used to be one centre of examination in majha
rural areas, which was notorious for copying. Students, who did not
pass the examination in any other centre, would prefer that centre,
and would pass the examination with flying colours. I also used to be
amongst the helpers of the copying candidates, my cousins, for two years.
The person, who was mastermind behind this copying squad was a tall
and lean,6'-3'' clean shaven Jat Sikh, more handsome than Dev Anand,
and was renowned for his bravery and courage. The fables of his bravery
were known even in the remotest villages. Anyhow, he had sympathy for
the weak students, and while helping his relatives, his reputation grew
so much that, his help was sure to ensure 1st division to the below
average students. No flying squad would dare to enter the centre without
first getting his permission. Once, it happened that,one examinee sent
a parchi to his helper outside that, he had got the answers to the Jute,
wheat, rice, and coffee producing states, but he had not received the
tea as yet. The helper in his devoted enthusiasm, got a cup of tea prepared
and sent to him, since the examinee was a favourite one .It became a
talk of the town for some years. It is just to emphasize that even when
Punjab was the most progressive state, copying had been its bane.
I had my college friends, who, by developing friendship with the college
clerical staff, and through them getting close to the supervisory staff
of the examination centre ,would always come out with flying colours
in the examinations, in spite of the fact that they would not be able
to write essay on 'My best friend'. Two of them ,in their MA examinations,
stood first in the university. Had there been re-examination of my those
friends, they would not have got even 5% marks. Their names are mentioned
in the copying circles as the champions, even after half a century.

Why blame the Bihar Board Toppers?
Why blame the Bihar Board Toppers? Why a criminal case against them?
Most of us are not looking at the root cause of the problems. Problem
lies with the unholy alliance of Politicians and Bureaucrats. They have
been the maim beneficiary. This has been going on since ages, and it
is most known secret not only in Bihar but also in the neighbouring
states. After all the hullabaloo, nothing will change, because of vested
interest.

Getting marks by manipulation
Some of the toppers of the Bihar School Examination Board have got their
marks by manipulation and malpractice. In Bihar, murders, kidnappings,
dacoities, extra judicial killings, caste wars, loot, rape are common.
What is the state coming to, again? Nitish Kumar's Prime Ministerial
ambition is taking blows every day.

My comments are on Bihar Board Toppers. For a few rotten fish which
I am sure are everywhere, we are ignoring the hard work done by many
more sincere students from Bihar. This episode will force the authorities
to cleanse the system.

Tax evaders are getting away
There is a growing perception among the genuine tax paying public that
the tax evaders are getting away because penalties on them have been
reduced and schemes for allowing them to get away with lesser penalty
are being designed and implemented every day. Taxes are being reduced
for industrialists and smaller people are being looked at. The small
savings of small savers like Provident Fund are sought to be taxed while
big defaulters are getting away. Pensioners are feeling that interest
rates on their savings are being reduced while tax defaulters do not
even have to pay their dues. Though the Government has been trying to
reduce tax terrorism, the perception is that the industrialists are
taking advantage.

Sad and unfortunate
It is very sad and unfortunate that in the era of medical advancements
wherein the mortality rate on account of heart related ailments is claimed
to be zero percent, a young life is lost for the same reason. Either
the claims are hollow or the deceased ignored the medical innovations
is better known to the ones dear and near to him. But the fact remains
people do die despite having no history of factors contributing to the
said decease. My own nephew , who was health conscious and practiced
the best discipline of life to gain longevity , no diabetic , no hypertension,
an hour in park and so on and so forth, collapsed in chair while briefing
his team. Age 53 years. My wife , a govt officer, again very particular
about medical parameters would undergo regular health check ups . Died
at at the age of 53 I and you may believe it or not but there I now
find some third force - God - Alha - Gurunanak Ji , Christ - that controls
this universe . At 62 I find the past a pre laid kind of track on which
I have moved. We have neither knowledge nor control of such mysterious
event that happen in our lives. May God bless the departed soul and
give strength to the family to bear this irreparable loss

Proof of Dispatch
The Appellant had asked for certain information about a bank account.
Before the CIC, he claimed that the PIO had not responded to the
appellant within the time frame prescribed under the RTI Act.
The CIC observed that the PIO had sent a point-wise response to
the appellant within the stipulated period and directed the PIO
to provide proof of dispatch to the appellant.
Comments
A PIO should not only provide the information to an applicant,
but should also keep a record of the same lest a charge of not
following the time limit is made against him. In case of failure
to provide the proof of timely dispatch of information, penalty
might be imposed on the PIO.
