PESB Chairman and Member selection panel reconstituted

The NDA Government has reconstituted a panel to select the Chairman and members of the Public Enterprises Selection Board. It would now include a top official from the Prime Minister's Office. Besides, it has now allowed private sector professionals to work in Central Public Sector Enterprises for a five-year term.

Black Money problem continues !

Black Money issue is being debated in most of TV channels and speeches given during General Election are referred. Bring 15 lakhs to everyone. It is very difficult to track black money as it is outside the system and we do not have any mechanism in public domain to monitor. We have to prioritise it to develop a system to track this money. It is alleged that black money is being used in election, buying properties and other similar activities. If we have a tracking system then cash moving during election would have been tracked and alert would have gone to income tax department. We gave priority to chase non-filers and people earning interest without TDS. A system is in place but too much emphasis is being given. We are not debating how to track the money which is outside system. We are still following bottom up approach and chasing small tax payers. We should have system to track money starting from 50 lakhs and above. System may not be readily available to track money outside the system but the issue can be discussed and debated in meetings, seminars, public debates etc. and to work out the mechanism and plan. Chasing small earner will not resolve the issue of black money. Let us work on to develop system to track the money which is outside the system. Let everyone to contribute.

In Railways the loyalists rule . They are shifted from Railway Board to Northern Railway and then back to Railway Board. The others are shown rules and transferred here and there. One lady officer has been made Joint Secretary whereas many senior to her were overlooked for the same post .

RTI affecting work in govt

The work in Government these days are being effected on account frivilous and repetitive RTI applications and public grievance application. No body is denying the genuine cases. The problem is with regard to the habituals and blackmailers. Many of these people do not turn up for hearings in the Information Commissions. The Information Commission should prepare a list such persons and blacklist them for the purpose of RTI. People in this country also think that whatever is illegal is also their grievance. They send grievance first on their own and thereafter the same grievance through their family members and friends. As a result a lot of time and money of Government is wasted.
There is widow of an ex-Rilway employee. As per the 50 years record available with the Railway Department all through, she is 70 years of age and not eligible for restoration of pension. She has got prepared PAN Card and Adhaar Card, which depicts her age as 80 years. She will not live for long but with the connivance with her sons she is fighting a case in Court.
Unless and until the character of the citizens in the country does no change, we can never think of an ideal state of affairs. No point will be served in continuously criticising Ministers and Bureaucrats.

HR deployment lacking in IR for long

The Human Resources deployment and rationalisation has been lacking in the IR for decades. At least 25% EDs are redundant. Same is true of other grades. In short the entire Board can be managed with 3 floors with the proper use of technology.

CBDT to Act

Forget about scrutiny of small tax payers, this year transfers of CITs/ Addl. CITs, and others are not yet given. CBDT advanced last date for scrutiny to 31.12.2016. The IT dept. has just 6 months to finish their assessments. But Senior tax officers are not yet transferred annually in most cases. When they report, settle down and concentrate on their targets. So much to say about CBDT`s/CBEC`s planning. That is why RS is vexed up with them. FM or Finance ministry to take action on CBDT/CBEC

DATE WITH RTI

Proof of Dispatch

The Appellant had asked for certain information about a bank account. Before the CIC, he claimed that the PIO had not responded to the appellant within the time frame prescribed under the RTI Act. The CIC observed that the PIO had sent a point-wise response to the appellant within the stipulated period and directed the PIO to provide proof of dispatch to the appellant.


Comments

A PIO should not only provide the information to an applicant, but should also keep a record of the same lest a charge of not following the time limit is made against him. In case of failure to provide the proof of timely dispatch of information, penalty might be imposed on the PIO.
