Two Revenue Boards Annual Conference on June 16
Let PM remind the 2 boards - CBEC/CBDT- to first finalize their transfers.
Despite annual ritual it is unduly delayed every year for some reason
or the other. The Finance Minister has become toothless in forcing the
Boards to fallow the policy formulated by themselves. The Boards have
become Bombay/ Delhi centric. As somebody rightly pointed in the `WHISPERS`
there is hardly much time left for the FM to achieve targets- i.e. nine
months only.

is, show me the person and I will show the rule. Government has yes
masters. They will flourish. It is not RTI applicant who should be blacklisted.
Scrap the RTI act. CIC & SIC are rehabilitation centres for retired
Senior officers.

Rajasva Gyan Sangam Conference
A Conference titled Rajasva Gyan Sangam is scheduled to be held on June
16 & 17, 2016. As per media, the Conference will be inaugurated
by none other than PM of India with a theme "taxing with Love".
The Conference will be attended by Ministers, Senior Bureaucrats of
Finance, CBDT, CBEC and many more. Let this conference take challenge
apart from traditional things like about developing tax friendly environment
and finding out the real numbers of people earning more than 1 crore.
Start counting from 99 onwards instead of starting from 1. Filter out
people less than 1 crore earning and concentrate on above this limit.
It is not easy task. It requires innovative methods apart from traditional
methods. Spur the innovation rather than traditional approach. It is
estimated as per some debate this figure will be about 0.5 % of total
population so a system to scan only 1% is required. Data may be developed
like people having cars costing 50 lakhs and above (may be some other
threshold). If we start counting people having cars from Maruti 800
onwards and thinking it will cover everyone one, it will be of no use
in identification of the people of HNI (more than 1 crore income). This
is good opportunity to go thru this challenge and see result after one
year to know the success of proposed system. Whether we are moving in
right direction or requires some changes. Secondly, low income group
people may not be aware of various income tax rules and do not have
capacity to hire CAs whereas high income group can easily hire CAs and
give work to resolve any tax disputes. Let IT officials deal with polite
and softness to clear the doubt of small tax payers. We need this environment
for better tax compliance and results without troubling taxpayers. There
may be some mistake but to be taken in positive way to deal with matter.
Small tax payers and Sr, citizens without any regular income are our
own people and to be dealt with care like physically challenged persons.
As their children may be far away in prevailing nuclear society. Help
them rather than troubling. Tax terrorism should not find a place in
our society as debated in media. Hon,ble PM of India has seized of the
matter and Conference is very timely and wish all success "Taxing
with Love".

Proof of Dispatch
The Appellant had asked for certain information about a bank account.
Before the CIC, he claimed that the PIO had not responded to the
appellant within the time frame prescribed under the RTI Act.
The CIC observed that the PIO had sent a point-wise response to
the appellant within the stipulated period and directed the PIO
to provide proof of dispatch to the appellant.
Comments
A PIO should not only provide the information to an applicant,
but should also keep a record of the same lest a charge of not
following the time limit is made against him. In case of failure
to provide the proof of timely dispatch of information, penalty
might be imposed on the PIO.
