Empanelment of 1983 batch IAS this week or early next week ?
After the empanelment of 1986 batch IAS officers to the rank of Additional
Secretary empanelment of 1983 batch IAS officers to the rank of Secretary
in the GoI is expected to take place this week only.
Review of 1985 batch IAS delayed
Review of 1985 batch IAS officers for empanelment to the rank of Additional
Secretary has been now delayed. It was to take place alongwith the empanelment
of 1986 batch IAS officers.
32 IAS officers of 1986 batch empanelled
Altogether 29, and 3 equivalent, 1986 batch IAS officers have been empanelled
to the rank of Additional Secretary in the Government of India.

Why Ministry changed its decision?
Ministry of Law and Justice previously decided to have the new Secretary
legal Affairs from the open market and advertise the post. Ministry
received 45 applications for the post including outsiders and insiders.
Suddenly an Additional Secretary Suresh Chandra is appointed new Secretary
of the department of Legal Affairs. Experts question that If ministry
wanted to appoint new Secretary this way then why so much amount was
spent on advertisement and called applications from open market. Ministry
could have appointed ILS officer as Secretary in February Itself when
P K Malhotra retired as Secretary ?
Naik is High Commissioner to Jamaica
M. Sevala Naik (IFS: 1995), presently Consul General in Munich, has
been appointed as the next High Commissioner of India to Jamaica.
No APAR for empanelment?
Will it be a reality that no APAR is required for empanelment in GOI
for govt officals of various cadres? If sources are to be believed there
is a decision that officers should be empanelled on their performance
basis and not only only the gradation of CRs.

CRPF annual Raising Day will be celebrated in Delhi this year on July

How many vacancies of CGM in SBI ?
As many as 18 to 20 vacancies are rumoured to be in place in the interviews
for CGM in the State Bank of India. Bank normally does not announce
vacancies before interviews. In all 58 General Managers are appearing
for interview for the post of CGM in the State Bank of India on June15
and 16.Usual experience requirement is three years but reduced to two
years for promotion to CGM positions since 2014.

Dr Arun K Rath , Professor of Strategy & Corporate Governance, has
been appointed Dean (Executive Education and International Relations)
in the International Management Institute, New Delhi. Ministry of HRD,
GoI, in the National Institutional Ranking Framework (NIRF) of business
schools (April 2016) ranked IMI New Delhi at No.7 among all B-Schools
& at No.1 as the topmost Private Sector sponsored Business School
in the country. Dr Rath belongs to 1973 batch IAS ( Jharkhand) and superannuated
as Secretary, School Education and Literacy Ministry of HRD, GoI, in
2009.

Brig RS Sekhawat, SM, VSM, Raj RIF, has been approved for the promotion

Tripartite MoU signed amongst AAI, NSDF, NSDC
(UPDATED)
A tripartite Memorandum of Understanding (MoU) was signed amongst Airports
Authority of India, National Skill Development Fund (NSDF) and National
Skill Development Corporation (NSDC) on 8th June 2016 at Hotel Taj Mansingh,
New Delhi in presence of P Ashok Gajapati Raju, Minister of Civil Aviation,
Rajiv Pratap Rudy, Minister of State for Skill Development and Entrepreneurship
(IC), Rajiv Nayan Choubey, Secretary, MOCA and Sr. Officers from MSDE,
as also, representatives from various airline industries, government
organizations apart from media. A K Dutta, Member (ANS)/OPS), AAI, on
behalf of AAI, Jayant Krishna, CEO, NSDC and Rajesh Agrawal, Jt. Secretary,
MSDE, GOI had signed the MoU. Under the MoU, AAI shall provide fund
of Rs.525.00 lakhs for a period of three years starting from the year
2016-17. During the year 2016-17, Rs. 125.00 lakhs shall be made available
to NSDF and in subsequent two years Rs. 200.00 lakhs shall be provided
for "Setting up of Skill Development Centre and Skilling Youth".
AAI shall disburse its CSR Funds to NSDF and NSDC shall manage the Projects
and implement through its approved training partners. AAI shall also
extend its infrastructural facilities at different airports for the
purpose of setting up of skill training centers subject to availability.
AAI would also encourage certification under "recognition of prior
learning (RPL)" for manpower engaged by AAI itself or through its
contractors. Further, AAI will also sponsor such affected persons, whose
land has been acquired for AAI project, for skill development training
in the identified areas for livelihood.

How can you term Modi dictator ? He made senior most bureaucrat as Cabinet
Secretary, he appointed Army Chief by going seniority and he did not
disturb hierarchy of the CJI. Had he been a dictator, he would have
disturbed the system.

Where Tax Payers money goes ?
The money which is collected thru tax by chasing low income group tax
payers and it is given as a support to Air India for their poor performance,meeting
PSU NPAs and many other loss making companies. We should be careful
when we collect money it should be properly used. Cash is very prevalent
during election period. It is perceived that a suitable method should
be devised and it is supported by a newly created fund (proposal)which
should be funded by each party.

As regards, private sector professional entry to PSUs Board is concerned,
whether, it does clarify that Autonomous organizations are also included

Proof of Dispatch
The Appellant had asked for certain information about a bank account.
Before the CIC, he claimed that the PIO had not responded to the
appellant within the time frame prescribed under the RTI Act.
The CIC observed that the PIO had sent a point-wise response to
the appellant within the stipulated period and directed the PIO
to provide proof of dispatch to the appellant.
Comments
A PIO should not only provide the information to an applicant,
but should also keep a record of the same lest a charge of not
following the time limit is made against him. In case of failure
to provide the proof of timely dispatch of information, penalty
might be imposed on the PIO.
