Open letter to Arvind Kejriwal, Chief Minister of Delhi
In view of the spate of incidents in Delhi, where drunken driving keeps
causing the deaths of innocent people, including the young, the elderly,
males and females alike, every day, please consider imposing prohibition
in Delhi. If Gujarat can have prohibition, if Bihar can have prohibition,
so can Delhi. Responsible drinking is apparently a contradiction in
terms. It is not worth it to allow. It will surely reduce the cases
of rash and negligent driving, drunken driving, accidents and deaths
caused by drunken driving and will also reduce crime, especially against
women. It will also go a long way in reducing domestic violence. The
citizens of Delhi and the country will bless you. Kindly consider the
suggestion.

Disband CIC, SIC. Scrap RTI Act
I share the anguish. The CIC members never respect any simple applicant.
They favour government. In my case it had transpired that the Public
Authority had taken original government documents with him after his
retirement, but CIC did not take any cognizance. Even the concerned
ministry did not act.

What a pity ?
BEML will be missing the stewardship of P Dwarakanath at a most crucial
time in its history. What a pity that a forward looking govt at the
centre did not extend his services for a few more years when it needed
him most at the helm of BEML. BEML will not see a Chairman like Dwarakanath,
an outstanding leader, an outstanding technocrat and a genius to the
core for decades and decades to come.

Proof of Dispatch
The Appellant had asked for certain information about a bank account.
Before the CIC, he claimed that the PIO had not responded to the
appellant within the time frame prescribed under the RTI Act.
The CIC observed that the PIO had sent a point-wise response to
the appellant within the stipulated period and directed the PIO
to provide proof of dispatch to the appellant.
Comments
A PIO should not only provide the information to an applicant,
but should also keep a record of the same lest a charge of not
following the time limit is made against him. In case of failure
to provide the proof of timely dispatch of information, penalty
might be imposed on the PIO.
