Jain was an honest officer; assigned important job just before his death

The 1977 batch retired IAS officer of Nagaland cadre Arun Kumar Jain, who died in a tragic road accident, was entrusted with an important job of Chairperson of a Committee constituted by the Ministry of Textiles on May 26, 2016. The professional career of Jain has been a full of struggle and life threats because of his fairplay and honesty. From the time he joined services he fearlessly faced forces which were damaging the system by being antinational and corrupt. In 1985, his first encounter was with underground elements in Nagaland who were forcing him as Financial Commissioner to release funds to contractors solely for diversion for underground activities. He stood firm so he was shot at and miraculously escaped death. He reviewed cases of detenues under preventive detention as some of them were languishing in jail on account of petty local rivalries and with no evidence of antinational activities. In Prasar Bharti, he fearlessly fought Lalli who was hell bent on destroying the institution. He was made to regret for being fearlessly honest. He stood against some in the Home Ministry to prevent establishment of an enquiry against Gujarat riots as it was not as per law. He was made to suffer for that. This appointment was accepted by him as he thought that he would remove the controlling mafia from the field due to his strong knowledge of finance and business. There are endless episodes which will be worth emulation by present day officers.

Vacancy of Director (Fin), RINL

A vacancy of Director (Finance), Rashtriya Ispat Nigam Limited (RINL) has arisen with the retirement of present incumbent TVS Krishna Kumar on June 1, 2016 as P K Purwar, who was selected for this post, is awaited for appointment orders.

Mishra joins CRPF

Deepak Mishra has joined as ADG, CRPF on Wednesday. He is an AGMUT cadre 1984 batch IPS officer.

Amarjit Gautam returns from deputation

Upon return from deputation to DFCCIL, Amarjit Gautam has been posted to South Eastern Railway. He is an IRAS officer.

Four IRAS officers transferred

Four IRAS officers have been transferred and posted to different zones. Accordingly, S C Mitra has been shifted from Western Railway to South Eastern Railway while M M Hasan was moved from South Eastern Railway to East Central Railway and C K Verma was posted from DLW to North Central Railway. K H Govindraj is new MD, MTDC (UPDATED)
K H Govindaraj has been appointed as new Managing Director, Mahatarashtra Tourism Development Corporation (MTDC), Mumbai in place of Paraag Jaiin Nanautia. Govindraj, who belongs to a 1995 batch IAS officer of Maharashtra cadre, is presently serving as Secretary, Relief and Rehabilitation. WIC hunting to remove Dr Raghuram Rajan ?


I am at a loss to understand as to why Whispers is indulging in hunting to remove Dr Raghuram Rajan, you should know that Dr Rajan's loss to India is gain for somebody else. Look like you want to push the candidature of mediocre IAS officer from Gujarat Government. I am sure you understand who the person is ? I personally feel that Dr Rajan should resign and pursue his passion, i.e., teaching. IAS Officers have no passion and manipulation is the only thing they are good at.

Claim for maintenance

Appellant, a deserted wife, claimed inadequacy of maintenance from her husband. She sought the latest salary slip of Shri Naresh Kumar Chopra, his residential address, copy of service book, latest GPF statement, details of assets owned by him. She also sought name of nominee appointed by her husband in GPF & Family Pension, group insurance schemes, CGHS, death & retirement gratuity etc. The PIO denied information under section 8(1)(j) of the RTI Act as it was personal information.
The CIC observed that certain documents like annual returns of assets, investments, IT returns etc were earlier declared as private/ personal or third party information, as far as spouses are concerned they are not private or personal or third party information between them, in the context of marital disputes especially for maintenance purposes. The CIC ruled that the appellant is entitled to have access to the salary related information but has no right to her husband’s private information like deductions from salary

Comments

Right to Information Act entitles an appellant to get even the personal information if there is overwhelming public interest. In case the husband does not maintain his wife, a question arises whether denial of such information challenges her right to live. If so, the information related to maintenance becomes life related information.
