In our country unfortunately many a man with a tuft of hair on his head, or matted locks, or long beard, or intricate markings on the forehead, or saffron cloak, poses as an agent of the supernatural and fleeces the common people.

All services are against IAS ?
Elite service IAS is facing opposition from almost all cadre based civil services. According to sources many associations have requested the govt that IAS officers should not be given edge over other services as recommended by the 7th PC. Some veterans admit that IAS never faced such opposition in the past like in the present scenario. Now all eyes are on PM's decision.

Will Rahul Gandhi be out of scene in UP elections ?

Congress dilemma in Uttar Pradesh seems to be more complicated. According to sources many party leaders and strategist PK have reportedly told high command that instead of Rahul Gandhi, Priyanka should come forward to lead the party from the front. Even veteran leader Shiela Dixit has conveyed that the high command should take quick decision about UP, where elections are due next year.

Who will be new RBI Governor ?
The Government has decided not to set up a search panel for selection of the RBI Chief. If insiders are to be believed, in the final round tie is said to be between Deputy Governor Urjit Patel who is a favourite of Raghuram Rajan and Renowned Economist, Chief Economic Adviser Arvind Subramanian. If the Government decides for any IAS then 1973 batch former Gujarat cadre IAS officer Ashok Chawla could be a surprise choice. Former Secretary Finance Chawla is most experienced person as far as finances of the country are concerned. Name of SBI Chairperson Arundhati Bhattacharya is also in circulation and the Corporate World would like to see her as successor of Rajan.

NLC's new initiative to trade surplus power (UPDATED)

Neyveli Lignite Corporation Limited, a "NavRatna" Public Sector Enterprise, under the administrative control of Ministry of Coal has a chequered history of achievements . NLC CMD, S K Acharya informed that at present, NLC operates three Opencast Lignite Mines at Neyveli and one at Barsingsar, Rajasthan of total capacity of 30.60 Million Tonnes Per Annum (MTPA) and Four Thermal Power Stations at Neyveli and one at Barsingsar, Rajasthan (250 MW) and one at Thoothukudi, Tamilnadu (1000MW ) along with Wind power 51MW and SolarPower 10MW with total installed capacity of total 4301 Mega Watt and its power shared by the states Tamilnadu, Andhrapradesh,Karnataka,Telangana,Kerala ,Puduchhery and Rajasthan. NLC has taken a new initiative by entering in to trading of Unrequestioned Surplus Power (URS) surrendered by DISCOMS thereby increasing the availability of electric power for consumers in general in the country. On June 19, 2016, NLC provided one million of URS power to the grid through the trading portal of NVVN (NTPC Vidyut Vyapar Nigam) and SRLDC (Southern Regional Load Despatch Centre). The above initiative of NLC is first of its kind in Southern Regional and is in line with new tariff policy notified by Ministry of Power, Government of India, in the month of January 2016. This step taken by NLC in consultation with the beneficiary DISCOMS and it is beneficial to the community at large.

No APAR for empanelment

No APAR for empanelment (wic 16.6.16): Excellent, daring Modi. There should be a rigorous Interview of applicants for JS/AS/Secy posts by a selection committee comprising of Govt officials of different services and Domain experts/HR managers from outside Govt/Private persons. APAR is more related to buttering and promoting corruption of superior officer, barring exceptions. Corruption supporters usually get Outstanding Confidential Reports, every year, while the Honest and Bold officers have to be satisfied by a mere Very Good CR. The Batch system should also go (i.e. induction year of appointment in Govt service). There should be a provision for Vertical jumping by Deserving Junior Officers over their slack seniors. All officers of 37 organised Class-1 services should be permitted to be eligible candidates, irrespective of their batch. Hope our great Modi will reform the Victorian era Royal-pleasured rusted bureaucracy 70 years old after 1947. Jai Hind. Jai Bharat Mata.

Depositors given no say in merger of banks

When smaller institutions are better than monoliths for administration, profitability and control the action of the NDA government in amalgamating all subsidiaries of State Bank into one monolith is baffling. The silent majority of bank depositors have been given no say in this decision. Many say it is to help Adanis and Ambanis to bid for mining in places like Australia. Foreign governments like Australia's insist on minimum bank guarantee from banks with more than $500 million capital assets. Since no foreign bank is prepared to give such guarantee, government has taken the easy way to help Adanis by increasing the assets of SBI by amalgamation and getting bank guarantee from them. Jaitley's fiscal policy has shown little sympathy for middle class and lower middle class tax payers mostly non-salaried retirees, small time NRI returnees and other small time savers, who depend on bank interests. While bank interests are cut from 10.5% to 7%, prices of all consumable items are sky rocketing. Though the international prices of crude is low he has refused to reduce the petroleum prices especially of diesel on which depends the cost of transportation of consumables allowing Adanis and Ambanis to rake in billions. He has done little to broaden the tax base, finding and including businessmen and shop keepers who are flourishing under NDA rule without paying any taxes, in the tax ring. Jaitley forgets that 80% of the financial assets in India are held by less than 20% of the people and these 20% only generate 10% of the jobs. His daily hobnobbing with these industry captains, many of them having crores of NPAs giving them financial help after help while ignoring the middle and lower middle class who brought NDA to power is going to extract a heavy price from the NDA the coming elections.

Proof of Dispatch

The Appellant had asked for certain information about a bank account. Before the CIC, he claimed that the PIO had not responded to the appellant within the time frame prescribed under the RTI Act. The CIC observed that the PIO had sent a point-wise response to the appellant within the stipulated period and directed the PIO to provide proof of dispatch to the appellant.


Comments

A PIO should not only provide the information to an applicant, but should also keep a record of the same lest a charge of not following the time limit is made against him. In case of failure to provide the proof of timely dispatch of information, penalty might be imposed on the PIO.
