week of June.

CIC never acted as per the intention of RTI Act
When a matter came before the CIC for disclosure of comments and grading
given by the Reporting and Reviewing officers in ACR,the CIC did not
favor it.Thanks to the Supreme Court which decided this issue in favor
of applicant in the case of Sunil Dutt.Thus, I fully agree that CIC
has destroyed the RTI,Act. It is because the members are generally selected
from retired govt servants who have been the servants of government.

CICs job is for providing information
If somebody has done a crime action has to be taken under the IPC. The
CIC is not meant for taking action against a delinquent who has done
something wrong The CICs job is direct for providing information.

Ban on liquor and drugs has done more damage than good !
I fully endorse M L Gupta's view that ban or restriction on liquor and
drugs has done more damage to the country than free sale. It is the
illegal/underground sales of drugs that finances all illegal sale/smuggling
of arms, ammunitions. Therefore like some states in US, we should legalise
the sale of drugs with stringent conditions .This may help in controlling
the drug menace.

Proof of Dispatch
The Appellant had asked for certain information about a bank account.
Before the CIC, he claimed that the PIO had not responded to the
appellant within the time frame prescribed under the RTI Act.
The CIC observed that the PIO had sent a point-wise response to
the appellant within the stipulated period and directed the PIO
to provide proof of dispatch to the appellant.
Comments
A PIO should not only provide the information to an applicant,
but should also keep a record of the same lest a charge of not
following the time limit is made against him. In case of failure
to provide the proof of timely dispatch of information, penalty
might be imposed on the PIO.
