NBCC to develop India habitat centre like
centres in other metro cities (UPDATED)
NBCC (India) Limited and India Habitat Centre (IHC) have signed MoU
for development of integrated Office Complex and Hubs for Social &
Cultural activities in various metro cities of the country. The land
for the same shall be provided by the interested State Governments on
concessional rates. As per MoU signed on June 22, 2016 between Anoop
Kumar Mittal, CMD, NBCC and Rakesh Kacker, Director, IHC, NBCC, a pioneer
construction Navratna PSU will develop such state-of-art centres which
shall have facilities like Institutions, Conference Halls, Convention
Centre, Auditorium, Health Centre, Food Courts, Banquet Hall, and Guest
Houses etc. in the style of Delhi IHC. The model to be adopted by NBCC
for development of such Centres shall be on self-sustaining basis. In
the initiative, IHC will lend its branding apart from technical knowhow
for development, execution and post construction management of the properties
whereas NBCC shall be responsible for Designing, Engineering and Development
of the Centres. Initially, the focus for development of such IHCs shall
be in Kolkata, Jaipur, Bhubaneswar, Bhopal and Amravati.

Induction of " eminent " persons as Chairpersons like Gajendra
Chauhan (IIFT), Nehlaj Pehlani (CBFC ) and the latest appointment of
Chetan Chauhan ( NIFT ) amount to fitting square pegs in round holes.
The last one was a fixed match. All political decisions. Not, merit-based.
A serving bureaucrat with dual charge arrangement, would have been appropriate.
Raghuram Rajan's refusal to a second term as Governor, RBI is an apt
decision in the given situation.

PIO's folly
I had sent an RTI application inquiring as to the number of Staff Car
facility, which an officer of the level of Joint Secretary and above
level officers, are entitled to. The PIO (Anil Sharma, US) has replied
that he does not posses such an information and also per RTI Act he
cannot create the information. The PIO has committed a folly. On one
side he has stated against an RTI application, that an officer who does
not avail the Staff Car facility is entitled to have Rs.7000/- as Transport
Allowance. Keeping this fact into consideration the PIO should have
indicated i.e. one car. If an officer avails benefit of 3 Staff Cars
that does not mean that he is entitled for 3 Transport Allowances of
Rs.7000/- each. Further, if a Minister is entitled to avail only 600
litres of petrol for every quarter, then it means he is entitled for
one Staff Car and not that as many Staff Car he wants. Pankaj Hazarika,
IDAS, Director & PIO, DOE may kindly note this, very soon he will
receive the appeal. The PIOs are not entitled to shy away from their
responsibilities.

Empanellment of 1986 IAS officers as AS
I have been seeing WIC for almost over a year. I am retd Executive from
Maharatna PSU and have worked in Jharkhand. Recently I had read that
about 31 Sinhas are in the government. Sinhas, Sahays, Srivastavas and
some people remove title and put Kumars, Lals, Vermas and South Indian
names like Raman etc. They are occupying the top slot of government
and PSU's including SEBI etc. Why is PM encouraging such things ? This
country belongs to all. There should be investigation. Media should
come out. It is very dangerous to this country.

No APAR for empanelment

This is excellent decision. Who else but a creative, bold and yes daring
(dashing too!) Modi can take such a decision. He wants officers who
have the ability to deliver. Modi is on the right track. How about introducing
an online written examination to be qualified every year on knowledge
of rules and regulations of government. At the time of promotion 50%
should be taken on the basis of Grading in APAR and remaining 50% on
basis of written exam. This will protect honest, intelligent, hard working
officers. If they get Average grading from Boss but get High marks in
written exam let the boss give his explanation. There are so many officers
in the Government who do not even know how to draft a simple letter
what to talk of a Cabinet Note. Yet they are having 9 out of 10 in APAR.
The Central Ministries are full of highly Graded 9/10 third rate officers
who treat their subordinates like dirt. The old Congress culture of
nurturing the corrupt, inept, sycophant officers has to go. Long Live
Modi for his out of box thinking.

Proof of Dispatch
The Appellant had asked for certain information about a bank account.
Before the CIC, he claimed that the PIO had not responded to the
appellant within the time frame prescribed under the RTI Act.
The CIC observed that the PIO had sent a point-wise response to
the appellant within the stipulated period and directed the PIO
to provide proof of dispatch to the appellant.
Comments
A PIO should not only provide the information to an applicant,
but should also keep a record of the same lest a charge of not
following the time limit is made against him. In case of failure
to provide the proof of timely dispatch of information, penalty
might be imposed on the PIO.
