Progress of Skill India Mission
The Skill Mission launched by the Prime Minister on 15 July 2015 has
gathered tremendous steam with the team of Minister Rajiv Pratap Rudy
and Secretary Rohit Nandan during the last one year. The target to train
more than a crore fresh entrants into the Indian workforce has been
substantially achieved for the first time. 1.04 crore Indians were trained
through Central Government Programs and NSDC associated training partners
in the private sector. If one was to include trainings imparted by the
States and industry, then nearly 1.25-1.30 crore people were skilled.
This showed a jump of nearly 38% over the previous year 14-15 when 76
lakh people were skilled. The skilling capacity in the country too registered
a dramatic increase during the period. The seats in the Industrial Training
Institutes increased from 15 lakhs to 18Lakhs which was the highest
recorded in Indian skilling history. The number of training centres
for short term skilling too increased from 1700 to nearly 8500 to fulfill
the objective of skilling with scale and speed.As a part of the Mission
tremendous emphasis has been laid on improving the quality of training
and to enforce national occupational standards prescribed by industries.
Standards have been laid down 1600 jobs which constitute 80% of the
popular jobs in the country. An attempt has been made to match the Indian
standards of skills with transnational benchmarks specially UK, Australia
and Canada which will make Indian youth globally employable. Overseas
Employment Training Centers are being established to impart skills to
youth desirous of seeking jobs abroad. For the first time Model Curricula
has been formulated for 251 courses which represent majority of popular
jobs. Course content for these jobs are being developed to be released
by 15 th July.%0 such courses have already been released. This would
go a long way to bring about standardization and uniformity in Trainings
across the country. A single Assessment and Certification Authority
is in the offing to impart credibility to the entire system of assessments
and certification. As part of an exercise to make skilling aspirational,
a historic decision has been taken to provide academic equivalence to
ITI passouts with regular courses. Thus a trainee who does two year's
training in an ITI after 8 th standard shall be deemed equivalent to
10 th provided he passes a couple of bridge courses prescribed by the
National Institute of Open Schooling. Similarly, an ITI trainee doing
a two year training in an ITI shall get equivalence to 12 th after passing
the bridge exam. This will open pathways to ITI trainees to undertake
higher studies as well as acquire qualification for Government jobs.
High end training centers are in the process of being established in
all district headquarters of the country to be known as the Pradhan
Mantri Kaushal Kendras. Approval to 230 centers has already been accorded.
Engineering Colleges and Polytechnics too have been allowed to undertake
short term skilling courses as part of the Mission to bring high quality
infrastructure in the fold of training for entry level jobs.

Unfortunate in the Modi Government that bureaucrats are holding the
technical portfolio in the ministries and professionals are made to
work as slaves. Modi should also consider the professionals for Secretary,
Additional Secretary and other posts in the ministries for the overall
development of the country.

Taxing with Love
Message of PM was loud and clear in Rajasva Gyan Sangam to create tax
friendly environment. Trust is one of essential elements of the system
and has to be created. Forced implementation to achieve the targets
is not good approach. It can be seen from old days by implementing Family
Planning with force to achieve targets resulted in disaster. It is alleged
that too much interference of Police even for civil administration is
not liked which gives feeling of Police Raj. See the results of persuasion
by PM to surrender gas subsidy has crossed figure of 1 crore. Even in
International Forum Yoga has been accepted by more than 190 countries
only by persuasion and celebrating Yog Diwas. So persuasion works and
gives better results. Let the people be persuaded similarly instead
of targeting and chasing. NMS is working fine but needs improvement
as per the present time. See Intel develops a new processor every year
like dual core, core2, i3, i5, i7 etc. to meet the need of the hour.
So the system has to be continuously evolved on real time basis. Non-filers
of various categories can be divided/sub-divided depending upon their
age (below 60 & above 60), working, non-working, retired and assumed
income etc. to understand the case better. There may be many categories.
Each category may require different approach to deal the case. Technology
is available and can easily be integrated with present system for analysis
to give direction for approach to be adopted. Lot of time and man power
can be saved for structured approach which can be used for some other
focused areas. For example, there may be category of professionals earning
more than 10 lakhs, have to treated differently and so on. Taxpayers
and non-filers are already part of the system. Too much chasing to achieve
target may not give desired results. So a friendly environment has to
be developed in tax department with tax payers/non-filers. Litigation
cases can be reduced by mutual understanding and trust. Better results
will be available by voluntary compliance.

Unprecedented opposition to IAS getting edge over others natural
Unprecedented opposition to the IAS getting edge over other services
is not unexpected. The IAS class has been exploiting the exchequer by
bullying and intimidating the other services since ages and now when
they have been pushed to the wall , the outburst is obvious. They are
in no manner superior , intelligent or more motivated than others. Rather
majority of them survive on arrogance and falsehood and public by and
large has no respect for this class. In a state like Tamil Nadu the
choice of educated youth for civil Services is dwindling as more and
more candidates prefer other professions rather than choosing civil
services . In fact most of the youth with whom I interact for feed back
have hatred for this class. According to this survey the IAS sit in
their rooms idle by putting red - busy - beacon outside their rooms
and enjoy the sufferings of those who come for audience for some work
but are forced to wait hours and days together. Some of them are so
arrogant that they dont even bother to inform the petitioners if the
arrogant IAS will be meeting them at all. When the individual who requested
for appointment tries to find out the status, he is told to send mail
again after few days as Sahib is busy this week. While he can gossip
for hours together with his relatives or friends in his room, he has
no time to dispose of the pending request of audience. He is not answerable
to any one and no one can do anything to him as even if a complaint
is lodged, the same gets back to him.
It is high time for our Prime Minister to do away with the class who
claim indispensability when they are none . Prime Minister should induct
more and more talent straight from the market rather than promoting
the same old pattern of breaking the civil service examination. However
it will be wrong to paint every one with the same bursh. Some of the
IAS are brilliant and down to earth. However their number is equally
dwindling.

Bars must be banned in city
I agree that there should be restricted sale of Liquor from a very few
outlets. Liberal opening of Bars in the city of Delhi attracts our youth
who ultimately get addicted to Liquor and whereafter if they have less
money they resort to cheap Drugs. These Bars must be banned in the city
and allowed only in 5 Star hotels. This control would go a long way
in controlling the menace of Liquor/Drugs, Crime, Road rages, Accidents
etc and put our youth to productive work.

Raghuram Rajan would have been the best choice as never before and never
again.
However best would have been asking Raghuram Rajan to continue for
another term.
It seems at the cost of country every thing is possible and require

Proof of Dispatch
The Appellant had asked for certain information about a bank account.
Before the CIC, he claimed that the PIO had not responded to the
appellant within the time frame prescribed under the RTI Act.
The CIC observed that the PIO had sent a point-wise response to
the appellant within the stipulated period and directed the PIO
to provide proof of dispatch to the appellant.
Comments
A PIO should not only provide the information to an applicant,
but should also keep a record of the same lest a charge of not
following the time limit is made against him. In case of failure
to provide the proof of timely dispatch of information, penalty
might be imposed on the PIO.
