MEA don't want to involve PIB ?
Ministry of External Affairs (MEA) had organised a press conference
of MEA Minister last Sunday. It organised the Press Conference, extended
invite to media and made other related arrangements. PIB was not involved
at any level. The practice is that invite of PCs of union ministers
are issued by PIB officer and invite is put on its website but in this
case these were not followed whereas present MEA minister is former
I & B minister. Was it a deliberate attempt by MEA to ignore PIB?

Only one IAS officer out of seven belonging to 1986 batch from Gujarat
cadre have been empanelled for Additional Secretary level posts in Government
of India.
Guruprasad Mohapatra empanelled as Additional
Secretary in GoI
Guruprasad Mohapatra has been empanelled for holding Additional Secretary
or Additional Secretary equivalent posts in Government of India. He
is a 1986 batch IAS officer of Gujarat cadre.
Who will head Western Command ?
Who will head Western Command after the superannuatin of Lt Gen Gurdip
Singh by this month end. A Major General posted at Headquarters Eastern
Command is expected to take over from him on promotion.
Anurag Srivastava appointed Ambassador to Ethiopia
Anurag Srivastava has been appointed as the next Ambassador of India
to the Federal Democratic Republic of Ethiopia. He is a 1999 batch IFS
Officer.

Ms Mukta Nidhi Samnotra has been appointed as Joint Secretary (in-situ)

Yasir Rizvi has been deputed to Indian Railway Catering and Tourism
Corporation (IRCTC) as Deputy General Manager (IT) at New Delhi. He

K Gopal repatriated to parent cadre
K Gopal, Development Commissioner (Handicrafts), under the Ministry
of Textiles, has been accorded premature repatriation to his parent

M Yelvender Yadav has been deputed to CONCOR as General Manager (C&O)

Alpana Pant Sharma has been transferred to PIB, Mumbai as Director.
She was posted to PIB, Pune in the same capacity. She is an IIS officer.

As many as 15 officers of Indian Railway Traffic Service have been granted
Senior Administrative Grade (SAG) on non-functional basis. The officers

officers.
2. the ministers who are emphasizing on honesty and integrity amongst
officers.

There is no such rank as Marshal in the Air Force. The proper ranks
are Air Vice Marshal, Air Marshal and Air Chief Marshal. You need to
be particular about military ranks which are not to be taken lightly.
In the past also I had pointed out your error about Army ranks.

" Ethics in Journalism "
Recall the alert of January night Raisina Hill mystery coup of 2012
in Delhi, reported by the Indian Express that later slapped a defamation
suit against a magazine and a few journalists including Late Vinod Mehta
(one of contemnors ) claiming damages of Rs 100 crores. It turned out
to be a damp squib. The public called it a grave conspiracy hatched
by the dirty tricks department of the earlier dispensation that impacted
National Security. Caught on the wrong foot, the case was pushed under
the carpet and given a quiet burial by the perpetrators. The present
status of defamation case, is not known? Also, whether, the contemnors
approached the court for legal redressal ?
Could the truth behind the "mysterious" coup be suppressed
? India is not a banana republic. It is curious to know about it . How
did the "mysterious" coup escape notice of India's National
Security Advisor, one wonders ? Records of India's contemporary history
, must be set right for the posterity.
Will PM Modi order investigation and get at the bottom of the truth
?

Proof of Dispatch
The Appellant had asked for certain information about a bank account.
Before the CIC, he claimed that the PIO had not responded to the
appellant within the time frame prescribed under the RTI Act.
The CIC observed that the PIO had sent a point-wise response to
the appellant within the stipulated period and directed the PIO
to provide proof of dispatch to the appellant.
Comments
A PIO should not only provide the information to an applicant,
but should also keep a record of the same lest a charge of not
following the time limit is made against him. In case of failure
to provide the proof of timely dispatch of information, penalty
might be imposed on the PIO.
