Javedkar's removal imminent
Environmentalists and wildlife lovers will heave a sigh of relief
seeing the whispers about the imminent removal of Prakash Javdekar as
MoE. By all records, Javadekar has been the most destructive forest
minister we ever had. He has been a bane to our forests and wildlife,
recklessly clearing development projects in the heart of our tiger reserves,
ES areas and giving right to states to declare wildlife as vermin and
cull them knowing very well that state governments are influenced to
a large extent by resort mafias, dam contractors, forest encroachers,
poachers and WL smugglers. His commitment for wildlife conservation
can be measured by his reported orders to permit enmasse culling of
Nilgais, wild boars, peacocks and elephants, for the first time after
WL Act came into force. 2000 Nilgais have already been reportedly killed
in Bihar and it is percolating to other states also Even our national
bird is a vermin in this minister's wisdom! Wish he had an iota of it!
Killing man-eating tigers and leopards is acceptable. But why murder
Nilgais which merely foray into farmlands in search of fodder. If our
forests weren't denuded and fragmented, Nilgais wouldn't have ventured
out of natural habitats to browse on agricultural produce. Considering
the haste in which the NDA government has been clearing hydel, mining
and infrastructure projects in core forest areas, soon elephants and
tigers could move into towns. Such wild wanderings aren't uncommon.
Industries can generate jobs and improve our country's economics and
standard of living. We long for it. But what is money without health?
When our trees and forests are gone, there will be no water. When there
is no water, how can we expect our farmers to grow paddy and wheat?
When there is no food to eat, can we live on a diet of dollars and euro?.
It is surprising that our learned PM, allowed a junior minister who
has no commitment for environment or wildlife protection, to run amok
in our fragile forests for so long. The damage has been done. It will
take another 20 to 30 years for our forests to recover its pristine
glory. Will it ?

Congress party is full of contradictions
On one side they fight tooth and nail with Communists - as in Kerala.
In Kerala, the UPA Government has closed down all bars whereas in the
neighbouring state of Karnataka, where they rule, new bars were given
licences. It shows the lack of leadership in the party. A foreign born
woman, with her uninterested son, constitute the high command shamelessly
surrounded by a bunch of shameless and rootless sycophants. Every one
knows Congress with the left of the centre ideology is the best suited
for our country. But alas, what to do. The high command and the sycophants
will not allow any person other than from the dynasty to lead the people.

Such mismanagement is common
I read in WIC about the mismanagement in Rail Bhawan. Firstly, I
would like to clear that such mismanagement happens everywhere, in all
Bhawans near to CS metro station. An SAG level officer of Indian Economics
Services struggled for room as per his entitlement and after two months
when JS was transferred to other Ministry, he got the room

Merit is a myth
Having retired as senior Govt of India Officer (non IAS) I am privy
to the government system and understand how the bureaucrats exploit
the system of appointment to their advantage. All appointments referred
to by Saxena are meritorious and atleast the holders of these positions
are not corrupt. They are amenable to the people unlike the so called
IAS who sit idle in the rooms igniting blue or red beacon outside their
chambers to distance from the public whose servant they ought to be
but treat them as their servants.

Proof of Dispatch
The Appellant had asked for certain information about a bank account.
Before the CIC, he claimed that the PIO had not responded to the
appellant within the time frame prescribed under the RTI Act.
The CIC observed that the PIO had sent a point-wise response to
the appellant within the stipulated period and directed the PIO
to provide proof of dispatch to the appellant.
Comments
A PIO should not only provide the information to an applicant,
but should also keep a record of the same lest a charge of not
following the time limit is made against him. In case of failure
to provide the proof of timely dispatch of information, penalty
might be imposed on the PIO.
