Department of Disinvestment should take note of it

National Informatics Centre Services Inc. (NICSI) was set up in 1995 as a section 25 Company under National Informatics Centre, Ministry of Communications. NICSI is public sector company with share capital of Rs.2, 00,000/-. Not much of an enterprising work is being done by NICSI. Ever year it gets some funds from a number of government agencies for implementing e-Office on nomination basis on the insistence of Deity and NIC. It is implementing the same software again and again at all places and charging money as if they are doing something new.

It is a company of lazy personals. They are not offering anything new. Granting of orders to NICSI by NIC on nomination basis is against the principle of natural justice, against the GFR-2005 and against financial prudence of the Government of India. We are tax payers and our money should not be wasted.

It is showing profit because it is taking money from the government agencies and in comparison spends fewer amounts. There is an urgent need to privatise NICSI. Further, it should not be the sole authority of the NIC to implement e-Governance all over the country. They could be other organization in the private sector, which could cost the Government lesser amount.

Such delays send wrong signals

It is learnt that the Railway Ministry has taken a stand that AKC is not a "professional". This is ridiculous and utterly irresponsible, to say the least. AKC was selected by the PESB wherein he, the "Amateur par excellence" outwitted and outsmarted the so called 'Professionals' as per the definition, understanding, conviction and misplaced perception of the Ministry of Railways. It also amounts to casting aspersions on the integrity and wisdom of the PESB, which is unfortunate. Let there be no further delay and AKC be allowed to takeover.

Importance to Professionals


It is natural for the professionals to lobby for the better assignments to professionals. But, for an objective view, it is necessary to evaluate the performance of those professionals who have been given higher responsibilities. I am personally aware of the performance of some of the professionals and they have been found disastrous. In general, IAS Officers have all the qualities, except politeness and respect for others.

The highest rank in the Air Force is called Marshal of the Air Force (now held by Arjan Singh former Air Chief) which is equivalent to Field Marshal in the Army. There is scope for confusion in the layman's mind as to which is higher - Marshal (of the Air Force) or Air Chief Marshal.

Multiple RTI Applications seeking huge information

The applicant sought huge information pertaining to Income Tax offices. He also wanted to know the basis of conducting survey and search and the specific steps taken to stop tax evasion during the financial year 2013-14 etc. The PIO submitted that the appellant has filed as many as 30 appeals before the Central Information Commission seeking all and sundry information and despite heavy pressure they have made strenuous efforts to provide the information. He further stated that much of the information sought by the appellant is in the public domain and can be accessed by visiting the department's website www.incometaxindia.in. The appellant stated that he had lodged a TEP against a medical store in early 2015 and wants to know what action has been taken by the department. He further stated that he wants a copy of the scheme for payment of award to informants. He also requested for a note explaining the method adopted by the Income Tax Department for assessment and scrutiny. The PIO stated that he will supply the information as requested above by the appellant. The CIC observed that once a certain information is placed in the public domain accessible to the citizens either freely, or on payment of a predetermined price, that information cannot be said to be 'held' or 'under the control of' the public authority and, thus would cease to be an information accessible under the RTI Act. The Commission hoped the appellant will take a careful note of the above judicial observations and refrain from filing frivolous RTI applications in future


Comments

Whenever one is seeking information under the RTI Act, the RTI Application should be focused and specific. Asking for voluminous information through multiple applications may lead to a charge of abuse of the process of law.
