Is Delhi becoming racist ?

While making the remark yesterday, a division bench exclaimed "I don't know what has happened to the city". There precisely lies the root of the problem. First, which Delhi are we talking about as there are many Delhis. Are the stray incidents restricted to only South Delhi? Only Sociologist can answer. But have they been consulted? The Indian Institute of Social Science Research seems to be engaged on more valuable projects while the "sociological pollution" in the country has risen grossly, not to talk of Delhi alone. At least in Mumbai or Kolkata or Lucknow, the residents call it "My City"; but do the South Delhiites do so? Nobody seems to treat the city as My City (a social disorder). In fact, racist, casteist, ethnicist etc are used as synonyms. The damage these obsessions cause in recruitment and promotions, including the judiciary, are so subtle that many public servants realize their power to do favours and/or disfavours very late in their careers. Many of the crimes flow from a totally disoriented society surviving in a social vacuum: what is right and what is wrong, nobody knows. The loud thinking of the DB validates this Sociological hypothesis. It is a city where the chief minister has no constitutional propriety in calling the prime minister of India "coward/psychopath" and seeks lessons in constitutional understanding from the court. The verdict is awaited. Meanwhile, such public conduct sets wrong precedents resulting in oral violence converting easily into physical violence as proved by attacks on the students from friendly countries in Africa. On another plane, these attacks are in the chain of events starting from the Award Wapasi agitations as they were engineered on the same day the Prime Minister was celebrating two very successful years in office and the end of corruption in government, surrendering of LPG subsidy by millions of Indians voluntarily and banking the unbanked millions besides extending insurance coverage to millions of poor Indians. To what low levels politics in India can go is proved by spinning less than 3 incidents as "attack on Africans" to spoil India's relations with African countries ?

DATE WITH RTI

Claim for maintenance

Appellant, a deserted wife, claimed inadequacy of maintenance from her husband. She sought the latest salary slip of Shri Naresh Kumar Chopra, his residential address, copy of service book, latest GPF statement, details of assets owned by him. She also sought name of nominee appointed by her husband in GPF & Family Pension, group insurance schemes, CGHS, death & retirement gratuity etc. The PIO denied information under section 8(1)(j) of the RTI Act as it was personal information.
The CIC observed that certain documents like annual returns of assets, investments, IT returns etc were earlier declared as private/ personal or third party information, as far as spouses are concerned they are not private or personal or third party information between them, in the context of marital disputes especially for maintenance purposes. The CIC ruled that the appellant is entitled to have access to the salary related information but has no right to her husband’s private information like deductions from salary

Comments

Right to Information Act entitles an appellant to get even the personal information if there is overwhelming public interest. In case the husband does not maintain his wife, a question arises whether denial of such information challenges her right to live. If so, the information related to maintenance becomes life related information.
