C Viswanath likely to get additional charge of Secretary, DoPT
Chirravuri Viswanath, Secretary, Department of Administrative Reforms
& Public Grievances, is expected to be assigned an additional charge
of Secretary, Department of Personnel and Training (DoPT) as present
incumbent Sanjay Kothari is retiring on June 30, 2016. Viswanath is
a 1981 batch IAS officer of Andhra Pradesh cadre. Meanwhile, rumour
mill says that next DoPT secretary would be a Gujarat cadre IAS officer
from 1981 or 1982 batches. Three Gujarat cadre IAS officers are presently
posted in Delhi.
FC Railway Board seeks voluntary retirement
S Mookerjee, Financial Commissioner has reportedly sought voluntary
retirement on personal grounds. According to Railway Ministry sources,
his VRS file is yet to reach to the Minister. But other sources said
that FC has quit due to his serious differences with Railway Minister.

Anger against Javadekar unjustified
The anger of Navneeth Krishnan against Prakash Javadekar is unjustified
and biased. He should be left in the company of Nilgais and monkeys
for sometime to appreciate the plight of farmers and villagers. In the
conflict between man and animal, the man will do whatever possible to
survive. Culling of destructive animals is done all over the globe.
Incidentally I am pure vegetarian and animal lover.

No officer is accountable
Apropos to the Nilkanth comments, MoEF&CC required complete change
and reform. Whole Ministry is run by the IAS and the IFS who are on
the deputation for a small period and the scientists/environmental engineers
who are regular have no role and administrative power except supporting
to the Secretaries. No officer is accountable in the MoEF&CC from
top to bottom. Recall the Honorable Supreme Court direction, wherein
it was said that State Pollution Control Board and CPCB should be headed
by the professionals, but no directions are implemented so far. Same
is the fate of forestry. States spent huge some on afforestation and
other activities, but still our forest is degrading and productivity
reducing. Its the time when Honorable PM should bring Professionals
and Scientists in the main stream, otherwise the fate of Environment
and Forests in the country will remain same or will further deteriorate.

Multiple RTI Applications seeking huge information
The applicant sought huge information pertaining to Income Tax
offices. He also wanted to know the basis of conducting survey
and search and the specific steps taken to stop tax evasion during
the financial year 2013-14 etc. The PIO submitted that the appellant
has filed as many as 30 appeals before the Central Information
Commission seeking all and sundry information and despite heavy
pressure they have made strenuous efforts to provide the information.
He further stated that much of the information sought by the appellant
is in the public domain and can be accessed by visiting the department's
website www.incometaxindia.in. The appellant stated that he had
lodged a TEP against a medical store in early 2015 and wants to
know what action has been taken by the department. He further
stated that he wants a copy of the scheme for payment of award
to informants. He also requested for a note explaining the method
adopted by the Income Tax Department for assessment and scrutiny.
The PIO stated that he will supply the information as requested
above by the appellant. The CIC observed that once a certain information
is placed in the public domain accessible to the citizens either
freely, or on payment of a predetermined price, that information
cannot be said to be 'held' or 'under the control of' the public
authority and, thus would cease to be an information accessible
under the RTI Act. The Commission hoped the appellant will take
a careful note of the above judicial observations and refrain
from filing frivolous RTI applications in future

Whenever one is seeking information under the RTI Act, the RTI
Application should be focused and specific. Asking for voluminous
information through multiple applications may lead to a charge
of abuse of the process of law.
