Indo- Bangla Border to be sealed by June 2017 in Assam

Indo-Bangladesh border in Assam will be sealed. In Assam, 223.7 km. fence has been constructed for sealing of Indo-Bangladesh Border. There are 122 locations (60.7 km.) where physical barrier is not present. it has been decided that 100 locations covering 11.9 km will have Physical barrier i.e. fence and 22 locations covering 48.8 km. of riverine areas will have non-physical barriers including technological barriers which will completely seal this border and same will be achieved by June, 2017.

New Edu policy after States 's views

NDA govt will unveil its new education policy after obtaining states' s views. MHRD had constituted a committee under TSR Subramaniam, ex - Cabinet Secretary, to formulate new education policy. Minister clarifies that new policy can't be disclosed to please one person.

No single person out of 132 cr population for CMD, OIL

The Government of India has failed to find a single person out of 132 crore population country for the post of Chairman-cum-Managing Director, Oil India Limited (OIL) lying vacant since July 1, 2015. The Government failed to appoint the person despite making four attempts. In first interview at the PESB selection meeting held on November 21, 2014, no candidate was selected with Selection Board seeking further candidates. In second interview on February 10, 2015, Mrs R S Borah, Director (Finance), OIL was selected, but her panel was scrapped by the Government. In third interview held on September 9, 2015, no suitable candidate was found with the Government of India deciding to form a search-cum-selection committee. The committee, which met on April 25, 2016, failed to find a suitable candidate.

In Indian perception, whenever we think of a dictator the pictures of Hitler, Mussolini, Idi Amin, Gaddafi and Stalin start storming our thinking stream. So ,PM of the largest democracy of the world cannot be perceived as a dictator, similarly the president of the largest opposition party i.e. Sonia Gandhi is far away from the traditional historical dictators. However the way the political colleagues of the PM make speeches and express themselves on certain issues, it appears that they are the dictators and the PM was only a spectator. The all pervasive powers of the president of the largest opposition party makes one think that there was nobody to challenge her whatever she did, the others look like pygmies enlarging her image bigger than life. Amongst the state leaders , two well-known persons i.e. Parkash Singh Badal and Akhilesh Yadav should have been included. As such there are no dictators, but family rules in some states give the impression that the families had the potential to subvert democratic norms and in some states the very words of those families are the laws of the land. Family and dynastic rules in Punjab, UP, J&K, and Telengana have given the look of monarchical formations, as to hog all powerful positions and getting away with saying or doing anything. Odissa is an exception, where though Naveen Patnaik 's father was CM for many years, his ascendancy to power and stay has never given rise to any criticism and controversy. Tamil Nadu had earlier seen the hero worship of Bharat Ratna MGR, and now Jayalalithha has occupied that place. Her writ and supreme command is visible, but within the parametres of our constitution. Mamta's case is the case of a self made lady, who knows how to wrest power through democratic means and how to rule. She presents the picture of an effective administrator eager to improve the conditions of the state. Arvind Kejriwal has the streaks of a rare popular leader, but not of a dictator.

Who is responsible for Mathura incident ?

What happened at Mathura is really shocking ? For two years these so-called Satyagrahis had been staying put in a public park running a parallel Government ? Why were they allowed to hold on to the place for such a long period ? Who were they ? No one cared to find out. Besides being public nuisance they were collecting arms and ammunitions and hoarding these with them. Clearly their intentions were suspect. Who were financing them? How were they maintaining themselves ? The failure of administration is obvious. As a result the police had to bear the brunt for this delayed action. The S.P and SHO lost their lives and many policemen were injured. The whole episode needs to be probed and those so called 'satyagrahis' need to be identified. It is also a matter of concern that while for the family of Akhlaq who was victim of mob violence in Dadri compensation of 45 lakhs plus a flat in Noida was given by Akhilesh Government, for the family of SP and Daroga who were killed by the mob in the line of their duty only Rs. 20 lakhs has been announced by the Chief minister of U.P. Is it that it does not fetch votes to show more generosity in their case ?

Claim for maintenance

Appellant, a deserted wife, claimed inadequacy of maintenance from her husband. She sought the latest salary slip of Shri Naresh Kumar Chopra, his residential address, copy of service book, latest GPF statement, details of assets owned by him. She also sought name of nominee appointed by her husband in GPF & Family Pension, group insurance schemes, CGHS, death & retirement gratuity etc. The PIO denied information under section 8(1)(j) of the RTI Act as it was personal information.
The CIC observed that certain documents like annual returns of assets, investments, IT returns etc were earlier declared as private/ personal or third party information, as far as spouses are concerned they are not private or personal or third party information between them, in the context of marital disputes especially for maintenance purposes. The CIC ruled that the appellant is entitled to have access to the salary related information but has no right to her husband’s private information like deductions from salary

Comments

Right to Information Act entitles an appellant to get even the personal information if there is overwhelming public interest. In case the husband does not maintain his wife, a question arises whether denial of such information challenges her right to live. If so, the information related to maintenance becomes life related information.
