the three year criteria is taken into account Rajnish Kumar may not

Railway Board having more officers then required?
Is Railway Board having more officers then required? According to sources

is facing acute space crunch. In many rooms 2-3 senior level officers

BEML LIMITED, the premier Public Sector Company under the Ministry of
Defence, has opened its 22NDDistrict Office at Vijayawada, Andhra Pradesh

How will it make a difference?
The officers may get empanelled, but their placement will still be at
the mercy of bureaucrats and politicians.

Politicians and civil administration are complicit
Yes the politicians and civil administration are complicit. But as some
one pointed out above the Police specially the leadership doesn't shine.
In fact the present system of selecting Police officers needs to be
overhauled. They are far removed from ground realities. The leadership
only appears to be busy in co-toeing to the politicians and managing
their own personal affairs. If things become too uncomfortable the exercise
the option of Deputation to centre and go back only when things become
favourable. The IPS officers have done practically nothing to alleviate
the problems of policemen. The housing, the equipment, the investigative
techniques remain ancient. What more can be the proof of the inefficiency
of Police leadership than the fact that common public even after 68
yrs of independence doesn't trust police. If they trusted, they wd go
to them with their problems. Why don't people help an accident victim?
Because of fear of harassment. While every service has its black sheeps,
the police seems to have more of them and it is not only at lower levels.
It is at higher levels too. I recently heard that almost 50 percent
of senior Police officers in Maharashtra are under the scanner for their
corrupt practices.
There is a serious case for review of entire policing system in our
country. Every police officer getting time scale promotion without linkage
to efficency is compromising the effectiveness of Police. And the Police
officers have a ready made excuse of politicians not allowing them to
do any thing. Arre promotion to assured h to kis baat ka Dar ?

Finance Minister to Act !
It is alleged that the parallel economy is working with budget more
than Central Budget. Crores and crores are being spent during elections
using cash money. This has been observed by RBi and Election Commission
by making statement that flow of cash increases during election period.
CBDT has developed many software module to track tax payers but it looks
these software are not able to track the money spent during election.
Let CBDT to concentrate to track the money spent thru various alerts
by each contesting candidates. Tracking low income group will not solve
the real problem except to divert the attention from real issue. Why
there is no alert when large sum of cash is withdrawn and move from
one place to another.It is only known when it is seized by search during
election. CBDT to leave low income group concentrate on high value transactions.
Make tax compliance simple and tax payer friendly. Automatically people
will join the tax net but figure out how to track flow of crores and
crores which are outside financial institutions. Think and work! It
is possible only when IT department leave chasing low income group.

No law of land in MOS&PI
Any one can noticed from last four months, member of Indian Statistical
Service (ISS) and Subordinate Statistical Service (SSS) are being transferred
frequently from one place to another place in throughout the country
in the absence of structured transfer policy. As per various instructions
of DOP&T, transfer policy is mandatory for all cadre controlling
authority. These transfers can be challenged before the Court and culprits
can be punished.
The concept of Rule of Law is that the state is governed, not by the
ruler or the nominated representatives of the people but by the law.
The Constitution of India intended for India to be a country governed
by the rule of law. It provides that the constitution shall be the supreme
power in the land and the legislative and the executive derive their
authority from the constitution.

Opening of Bank Account
I have introduced our watchman for opening a Bank a/c. in SBI Gurunanak
Nagar branch, in Vijayawada. Despite giving their AADHAR card, a permanent
resident`s AADHAR card, an introduction on letter head & filling
umpteen forms they want an AADHAR card of myself as proof for writing
the letter. If Vijay Mallya were to fill up all these forms on his own,
he would not have taken a loan from SBI. Why harassing poor illiterates
who want to open a bank a/c to save some thing. The Bank should be given
suitable instructions.

Proof of Dispatch
The Appellant had asked for certain information about a bank account.
Before the CIC, he claimed that the PIO had not responded to the
appellant within the time frame prescribed under the RTI Act.
The CIC observed that the PIO had sent a point-wise response to
the appellant within the stipulated period and directed the PIO
to provide proof of dispatch to the appellant.
Comments
A PIO should not only provide the information to an applicant,
but should also keep a record of the same lest a charge of not
following the time limit is made against him. In case of failure
to provide the proof of timely dispatch of information, penalty
might be imposed on the PIO.
