New criteria for empanellment for Joint Secretary level posts ?
Will someone knowledgeable explain on WIC the new criteria being fixed
for empanelment for Joint Secretary level posts and how it is an improvement
on the current one. The biggest complaint against the present system
is that it is IAS biased and other organised services are left far behind.
We have been debating parity among all the services recruited through
the same exam for decades and at one time settled with a two-year disparity
but things have gone so bad that at present the disparity has widened
to almost 7-8 years. Inspite of the positive signals given by Modi Government
not much has changed. But yes, we should not put the blame entirely
at the door of IAS. The cadre controlling authorities of some organised
services are also to be blamed. They do not send the names of their
officers in time. For example Railways bunched together the names of
all the officers from their eight organised services from 1987 onwards
and sent to DOPT last year. How on earth can CSB which meets, I believe
for 4-5 days in six months can clear such backlog. As a result only
upto 1990 batch has been considered. DoPT has to do a special drive
to get upto 1994 batch cleared to bring them close to some parity. Let
the CSB hold some special sittings for this purpose. This will dispel
the frustration officers feel in waiting for their empanelment while
their batchmates not only in the IAS but from some other organised services
march ahead .

NGOS emerging as potent components of democratic society
NGOS have been emerging as the most potent components of our democratic
society and the champions of the human dignity. Naturally, they have
to raise the voice against the seemingly most powerful and in a way
are also prepared for the vendetta and intolerance to their cause. In
a democratic society dissent is the mainstay of the governance system,
which if carefully built, has the potential to sift good from bad. The
keen readers of history know that Anna Hazare's Lokpal movement was
supported by the NGO 'India against corruption' and still more zealously
but not openly by the BJP and RSS. In the bargain ,the regime got a
very bad name and the ground was prepared for changeover at the capital
and the nation. NGOs have been consistently taking up the cases of mining
mafias, environment, human rights, liberty, and human dignity. Nobody
has forgotten the chipko movement, the role of the civil society in
bringing out the most revolutionary and world acclaimed legislation,
Right To Information Act. I remember in 1995, a NGO of Dehradun had
taken up the case of drying up of water in Dehradun. It was found out
by the fighters for the public cause that the reckless auctioning of
mines having lime- stone had played havoc with the environment of Dehradun
With the intervention of the courts, the situation could be saved from
complete disaster. With the diminishing of role of media to highlight
the serious issues and inability to fight for the right causes concerning
public, NGOs have very enthusiastically filled the gaps since 1980s.They
were in the forefronts to take up the case of the 1984 Sikh genocide
, and have been pursuing the Gujarat atrocities, religiously, even at
the cost of their lives and careers. They may also pursue the cases
of Modi and Amit Shah,if ever injustice was done to them. The black
sheep amongst them may be proceeded against ,but the genuine ones must
be provided all help and may not be demoralized. NGOs can be looked
as very strong pillars of democracy and civil liberty..

This is happening for last 50 years. These toppers should appointed
as RBI governor, AIIMS directors, IISC & IIT directors etc. Already
such people occupied in bureaucracy, investigation agencies etc. Bharat
will become world class. These people will do government service for
38 year 50 years.

Bihar's board toppers not knowing the basics of subjects raises more
questions than answers.It puts a question marks on those coming out
in flying colours in UPSC and engineering and medical entrance examinations.
It is very common to see candidates from Bihar writing such entry examinations
like Foresty Service Examinations, enmasse in places like Bangalore.

Bihar board toppers don't feel shame
Bihar education board toppers. They don't feel shame. They can become
Chairman and Directors of CPSE. They tampered the certificates and reduce
age 5 to 7 years. Vigilance organisation says that Bihar board does
not keeps records beyond 20 years. This is an excuse, but certificates
can easily be verified from truth labs of Hyderabad or by sending people
to medical examination and lie detection test. Why Vigilance is hesitant
? PESB selects such candidates and ACC gives fast approvals in case
of such candidates. PM says that he will eliminate such moles in government
and CPSEs but there is no hope.

Heartfelt condolences
My heartfelt condolences on untimely death of Akshat Gupta. May his
soul rest in peace. His father was my teacher of Physics at Allahabad
University.

Heart rending
Heart rending to hear of the sad, untimely demise of young and promising
IAS officer Akshat Gupta due to cardiac arrest. God grant peace to the
departed soul and strength to the entire bereaved family to bear the
irreparable loss.
On a general note, may I add that, of late, such incidents have risen
in frequency and younger officers cutting across Services are also facing
multiple health issues often without knowing. Compare this to the old
ICS officers, some of them have crossed 100 today (as reported in Whispers
earlier). Government service is often seen as stress free as compared
to the private sector. Actually, it is not so. Everyone should recognise
that adopting a healthy life style, stress management, weight management,
avoiding junk food, physical exercise, yoga, proper sleep, delegating
workload and increasing efficiency and annual check ups are necessary
for Civil servants too. Bosses and political masters should also see
to it that unwarranted stress, overwork etc., are not handed out to
subordinates (this is true for all Services). The support systems to
nurture officers have to be improved. As on date, officers are under
pressure from all sides; political executive, public expectations, public
representatives, press and media, judicial intervention, etc.

Proof of Dispatch
The Appellant had asked for certain information about a bank account.
Before the CIC, he claimed that the PIO had not responded to the
appellant within the time frame prescribed under the RTI Act.
The CIC observed that the PIO had sent a point-wise response to
the appellant within the stipulated period and directed the PIO
to provide proof of dispatch to the appellant.
Comments
A PIO should not only provide the information to an applicant,
but should also keep a record of the same lest a charge of not
following the time limit is made against him. In case of failure
to provide the proof of timely dispatch of information, penalty
might be imposed on the PIO.
