many odds. Party is seems to be divided on many issues including Navjot
Singh Siddhu. According to sources, party fought last elections under
the leadership of Captain Singh but congress lost. This time he is again
at the forefront, therefore, this election likely to be survival for
him.
BJP-SAD alliance to continue
In Punjab BJP-SAD alliance will continue. According to sources, both
parties have decided to fight assembly elections together.
Who is who in the country?
One big shot in Mumbai last week hosted a grand party in Delhi. One
senior official said that who is who in the country was there in the
party. Whispers asked one question, who attended grand party from the
PMO? And his reply was 'none'. Then who is who?

Euro ...rise in US interest rates...
Me: Believe me if the Domestic Market keeps ticking ...Government does
not resort to drastically slashing interest rates ...and printing money
..we should weather the storms !! Very soon Make in India would be our
Shield on the economical front !

Who will be Special Director ED?
Who will be Special Director Enforcement Directorate? Several IPS and
IRS officers have jumped into the fray. The post has fallen vacant following
elevation of Karnal Singh as ED.
Now acting DGP in Meghalaya again
The Government has not been able to appoint regular DGP in Meghalaya.1986
batch IPS officer Swaraj Bir Singh has taken over as DGP.

The central deputation tenure of N C Jhingta, Secretary to Former Prime

B P Singh has taken over as Chief Secretary of Madhya Pradesh. He is
1984 batch IAS officer.
1982 batch loses out on CS post in MP
With a strength of 13 at one point of time, the 1982 batch of the IAS
in MP always expected to see one of its members elevated to the post
of Chief Secretary in time. However, the twists and turns of fate have
resulted in the 1982 batch missing out the coveted post altogether,
which has gone to B P Singh of the 1984 batch after Antony De Sa retired
on October 31. Four officers of the 1982 batch are serving as Secretaries
or equivalent in the Centre and none was interested in returning to
the State. One officer of the batch (Pravesh Sharma) took voluntary
retirement earlier this year. The sole serving member of the 1982 batch
in the State, S R Mohanty, is likely to be posted out of Mantralaya
now that his junior has been made CS.
Vikrant Patil joins AP government
Vikrant Patil has joined the Andhra Pradesh Government after his cadre
transferred from Tamil Nadu. He is a 2012 batch IPS officer of Tamil
Nadu cadre.
K K Singh is new ACS, Home in MP
K K Singh has been appointed as new Additional Chief Secretary, Home
in Madhya Pradesh in place of B P Singh, who was elevated as Chief Secretary
in the state. He is a 1985 batch IAS officer of Madhya Pradesh cadre.

S K Chaudhary, Director (Project), NBCC, has taken over the charge as

GoI yet to find successor of Choudhary, MD, BLL
The Government of India is yet to find the successor of H K D Choudhary
as Managing Director, Biecco Lawrie Limited (BLL) retiring in December,
2016. However, The Public Enterprises Selection Board (PESB) had held
interviews for the post on August 4, 2016, but it did not find a suitable
candidate for the same.
Why appointment of Gowtama as CMD, BEL delayed?
Why is the appointment of M V Gowtama, ED (MS), BEL, Chairman-cum-Managing
Director, Bharat Electronics Limited (BEL), getting delayed as a vacancy
of this post has arisen on October 1 with the retirement of present
incumbent of S K Sharma?

V M Patel returns to his parent cadre
Vishwa Mohan Patel, who was on deputation to Bihar government, is returning
to his parent cadre, Telecomm Department, Government of India. He is
a 1999 batch ITS officer.
Vice Admiral G S Pabby joins as Chief of Material
Vice Admiral GS Pabby, AVSM, VSM, has assumed the charge as Chief of
Materiel in the Indian Navy. The Admiral is a graduate with Honours
in Mechanical Engineering and M Tech in Systems and Controls from IIT
Mumbai.
Yadav to return Odisha
1996 batch IAS officer Vir Vikram Yadav is returning to the parent Odisha
cadre after the completion of central deputation tenure.
HUDCO observing vigilance awareness
week
In compliance of Central Vigilance Commission (CVC)s directions
to observe the week from October 31 to November 5, 2016 as Vigilance
Awareness Week, HUDCO geared up for the Weeks observance and to
begin with, the week was inaugurated with the administration of pledge
by Dr M Ravi Kanth, IAS, Chairman & Managing Director, HUDCO and
R K Arora, Director (Finance) in English and Hindi respectively to all
the employees. The messages received from the highest dignitaries were
also read out. Dr M Ravi Kanth, CMD, HUDCO, while addressing the gathering,
emphasized the need to practise the messages highlighted in the pledge
in day to day working instead of taking the pledge in a routine way.
He was of the view that not doing duty to his/her fullest esteem
of the position one holds also tantamount to corruption. He therefore
stressed upon all employees to work without fear and favour and enhance
pride to the organization for its growth and reputation. As for the
fear of vigilance, CMD reminded that Vigilance Angle is
defined in Vigilance Manual and no one should excessively worry about
vigilance; while discharging their duties conscientiously, in the best
interest of HUDCO. Summing up his address, Dr Kanth advised that all
officials to participate in various programmes being organized during
the week.

Maker and checker both are same
Maker and checker both are same in USO Fund Disbursal and Monitoring
scheme operating in telecom department. The CCA wing which was actually
to carry the pension function for retired telecom servants is doing
USOF functions on behalf of DOT in field. CCA is not only verifying
the USOF projects but also disburses fund after that so checker and
maker both are same. CCA is doing telecom verification through a team
of clerk recruited to do basic office function and accounting function.
Telecom providers are happy with this arrangement as they know the capability
of CCA official.

Govt should bind up these all account services
Frustration of IP&TAFS persons are obvious as they never become
administrator. They start their preparation by having a dream of IAS
but end up in doing just the clerical function of salary making ,pension
and account booking which is a function of clerk in all govt jobs so
they have now become totally frustrated and talk rubbish that this service
is created for this and that. If they are so intelligent then first
they should read their own service functions that why that was made
and they should remember this thing always that until and unless we
r there in service, account person will do accounting only nothing for
than that. Actually accounts people are just the burden to govt exchequer
they do not add any value to the system neither they understand the
technical thing in a technical cadre. Govt should bind up these all
account services and make a single account service which will get into
all ministries for their accounts. Individual services not at all required.
I don't understand why this 400 accounts people are required just to
manage account. They are extra only 100 will be sufficient and declare
the other P&T accounts persons surplus by govt. Just disturbing
the other service people these P&T Account people just want to make
hue and cry which is all waste. In a technical cadre only technical
people will always lead and this fact how quickly these account people
can learn it will be better for them and it is my request to them just
do you own job.

Myth of fair and peaceful Punjab poll
As usual recently, there has been hue and cry about the perils of rigging
of ensuing Punjab Assembly polls, without deployment of central forces,
by the opposition parties, notwithstanding the fact that such fears
lurk in the parties who themselves have been recklessly indulging in
poll offences while in power. There has been traditional but wrong perception,
even in the corridors of ECI that Punjab elections are generally fair
and peaceful. Since 1962,everyone is aware that corrupt practices, money
and muscle power, reckless violation of poll code, not only booth but
entire constituencies capturing, and distribution of free liquor and
drugs, have been the main features here. The main opposition parties
AAP and Congress have already cried at the top of their voices that
violence was feared in the ensuing Assembly elections. No traditional
party in Punjab has set any moral standards for acting fairly and peacefully
though. For the first time in Punjab history the contest has widened
from 2 to 3 main parties and since 1966 only the current regime has
continuously ruled for 10 years, the halqa in-charges have taken over
the role of cruel subedars of yore, who not only ruthlessly stifled
the dissenting voices but also trampled the dignity and honour of the
innocent, the administrative machinery has substantially become senile
and partisan to act fairly but is all set to try hard to bring victory
for their masters. The routine drill of appointing Observers and para-military
forces to be deployed at local police's will and hoping magistracy to
deploy them effectively is as good as hoping to grow wheat on moon..The
challenge is much more daunting and formidable than holding elections
in the Kashmir valley.

Missing records cannot be used as an excuse to deny information
The appellant stated that he joined the service in 1981 and is
on the verge if retirement. He claimed that he has not got even
a single promotion during his entire service period, though he
is eligible as per rulers. He sought certain documents claiming
that due to non-availability of the said documents, the appellant
could not get his senior grade and selection grade. The PIO stated
that information sought by the appellant is not available. The
CIC observed that unless proved that record was destroyed as per
the prescribed rules of destruction/ retention policy, it is deemed
that record continues to be held by public authority. The CIC
pointed out that by practice, 'missing file' cannot be read into
as exception in addition to exceptions prescribed by RTI Act as
it amounts to breach of Public Records Act, 1993 The CIC directed
the PIO, Mr. the Principal and the Asst. Registrar to show-cause
why maximum penalty should not be imposed upon them for not providing
the information to the appellant and why disciplinary action should
not be recommended against them. Further, the public authority
was directed to explain why compensation should not be paid to
the appellant for harassing him by not providing the requisite
information for a long time.
Comments
In many government offices, the quality of record keeping needs
a massive overhaul. As per Public Records Act, 1993 action can
be initiated for any loss of public records and is punishable
with imprisonment up to a term of five years or with fine or both.
