Akbar: What crap ...I am sure BJP and its Allies could have converted all their cash holdings to 100s!! Why in UP and Punjab they must have converted their election warchests to 100s!!
Me: See to keep it TOP SECRET I am sure only RBI Guv and maybe Finance Secretary were privy to this move ......of course apart from Modi and Jaitley. In UP and Punjab if BJP would have asked for donations only in 100 notes the news would have spread like wildfire!! Or even attempted to change 500 and 1000 notes into 100 notes!!
Amar: And there would have been a shortage of 100 notes if the news had leaked out beyond the selected few!! It would have led to a chain reaction ...and very soon it would have been a exercise in futility!!
Akbar: So now Public will start hoarding the new 500 ..1000 and 2000 notes!!
Me: First a huge chunk of the ill gotten holdings would turn to paper!! Then remember very stringent laws are in place for tackling Black Money ...high denomination notes would be printed in limited numbers ... and have unique features!!! The aim also being to curb counterfeiting…
Antony: Even Mamtha has called this a Draconian act!!!!
Amar: She must be having compelling reasons…..she knows best!!! Though I feel it's just politics!!
Me: Actually the IT Department should keep tabs on MSM and SM and take notes of who is for the Demonetization and who is against….. after sieving out the ones who have some legotimate majboori ., investigate the rest….. because no Individual who is a honest tax payer should have any issues with Demonetization!!!
Amar: I think this Demonetization has led to a devaluation in some very known Individuals….. Organizations …..wealth!!!
Antony: But I don't understand why did the Government have to issue higher value currency notes???
Me: Frankly it's more for the convenience of the Honest Tax Payers….. just because there are thieves around does not mean the honest be locked in their homes!!! And then printing of these Notes will be very limited!!!
Akbar: Credit and Debit Cards will rake it in .…..
Amar: Now don't say that VISA and Mastercard are behind this demonetization!! And now Congress is spinning its own yarns…. creating a fear psychosis !!!! Now they say Gold imports will rise…… people will start buying Dollar and Pound Notes locally and start using these to hoard money!!!
Me: See fact is there is bound to be pain …. but see the gain!!! Faujis willingly go to the Border to fight the Enemy …. demonetization was needed and it's a huge step for Nation's Security..financial included … so be a Civilian Fauji and your fight is just to bear the temporary inconvenience and you fight the war from your Home..…your life is not in peril like a Fauji's is... is that asking for too much!!!

Amar: Chariya (stupid) ….. Markets fell because of the US Elections ….. first the uncertainty and then Trump winning… in fact post Modi's announcement I checked the SGX Nifty and it was down by just 36 points!!!! When the US results started coming out it crashed and this was reflected when our Markets opened …
Akbar: Trump will just create turmoil….
Me: But Americans have voted for him…. seems Americans want decisive action on internal Security and want lesser involvement of US Troops overseas…… and of course local jobs for locals...they want a Government for them and not a Government for the elite !! But one glaring fact… it's an anti establishment vote but for a out and out Capitalist ….. bahut odd combination!!!
Antony: Coming back to Demonetization…. now Bhakts will say… this too is another form of Swach Bharat!!!
Me: Of course it is …. and haven't you heard the joke doing the rounds….Modi ji bhi kamaal karte hai….. first Modi got Toilets built and now bahut saaro ko loose motions lagwaa diye!!

The Special Judge, CBI Cases, Ernakulam (Kerala) has convicted A P Varghese, former Manager, Union Bank of India, Kattappana Branch, Idukki District in Kerala Kerala and and sentenced him to undergo two years Rigorous Imprisonment with fine of Rs one lakh. The case was filed by the CBI against him for opening a joint account in his name and in the name of his wife and issued pay orders in fictitious names to the tune of Rs.4,17,400/- by debiting written off accounts of several customers and fraudulently creating & using forged bank records as genuine.

"Gas Chamber"

Delhi has become a "Gas Chamber". Every citizen young or old is gasping for some fresh air. Children are the worst affected. Some as young as 5-6 years old are put on nebulizer. Even in this terrible calamity our politicians who are supposed to govern us act with votes in view .Why could they not put complete ban on crackers a few months before Diwali' Buying and selling of crackers should have been completely stopped. Even now when the Delhi Government has put a ban ,it is only at weddings etc.' Religious functions' are exempt. That means you can burst the crackers on Diwali, Chaath puja, gurupurab and other festivals. Politics is also at play for the other cause identified for pollution in Delhi-the burning of stubble in Haryana and Punjab. As elections are near in Punjab we are refraining from stopping the farmers from burning the paddy stubble as they find it the easy and the cheaper way to clear their fields for the next crop. Why cannot the Punjab Government force them to stop this criminal activity of polluting the environment threatening the lives of so many people from toxic smoke. If they find it expensive to engage the labour to remove the stubble, give them financial assistance. They will do such things only if they care .While we struggle to take every breath our politicians are busy in the blame game while keeping their political interest in view. Shame on them!

Injustice to ITS officers


ITS officers had been fighting for their cadre review before the CAT, Hyderabad and also got favourable order from the Hon'ble CAT. They also got some adverse decisions against their 'rival' cadre of IP&TAFS from the same bench. Now it is learnt that they have gone to the High Court of Andhra Pradesh seeking stalling of their own cadre review!!

Information Commission to examine the public interest in each case of second appeal

Vide multiple RTI Applications, the appellant sought different information from the EFL Univeristy, Hyderabad. The CIC examined whether the details about appointment of standing counsel and expenditure incurred can be shared under RTI with the appellant? Another issue related was whether legal opinion rendered by the standing counsel to the University should be considered as given under 'fiduciary capacity' and hence be denied. The CIC referred to the Section 126 of the Indian Evidence Act, 1872 and the section 91 of CrPC apart from various Court judgments. It was observed that Section 22 of RTI Act which accords overriding effect to RTI over all other statutes cannot be totally brushed aside, and it has to be read in addition to provisos in Section 8 of RTI Act. The CIC noted that the appellant and his wife is having a right to seek legal remedy in a court of law, which is an issue of public interest. The CIC ruled that the copy of note file of the EFL University containing order issued by the Vice Chancellor to obtain pointwise legal opinion from the advocate is a privileged communication between university and its legal counsel. The CIC held that the University is under an obligation to disclose on his own entire information about the process of appointments as per the DoPT Office Memorandum dated 30th June 2015. The CIC directed the Public Authority to intimate the basis of appointing a lawyer in RTI proceedings, along with expenditure involved along with the copy of opinion given by the standing counsel after severing exempted information.

Comments

This order of the CIC sheds light on what is Public Interest and the role of the Information Commission in such cases. The CIC has categorically ruled that it is the duty of Information Commission to examine the public interest in each case of second appeal. Further, it has been held that a right to seek legal remedy in a court of law is an issue of public interest.
