hammering out a proposal paving the ways for the private sector candidates
to ascend the board level posts in various Public Sector Undertakings
(PSUs). The move can deprive Govt PSUs officers of board level postings?.
Sushil Chandra joins as Chairman, CBDT
Sushil Chandra has taken over as the Chairman, Central Board of Direct
Taxes (CBDT). Chandra, who belongs to a 1980 batch IRS-IT officer, succeeded
Ms Rani A Nair superannuated on October 31, 2016.

Don't bear grudge against each other over services
It is a welcome move to include views of people on Whispers , but one
should not deviate from the prime purpose of your website, that is to
present facts , be informative regarding current happenings in bureaucratic
circles etc. Recently came across a hate mail regarding IP&TAFS
in your website by some Harish , it is a pure hate mail , written out
of personal vendetta , jealousies and frustration , which even a novice
can make out. I sincerely hope in future such personal vendetta against
any service is avoided and such persons are discouraged , hope your
editorial team will take cognizance in future , and your website does
not fall into the trap of a selfish few. Also a brief overview of service
given below , the officers are performing exceptionally well in the
assignments given to them by government of India and also collect largest
non tax revenue for the government , hope the haters also indulge into
some responsible and productive / constructive work , all the very best
to them, also your website is a very responsible website , kindly scan
your articles /views/information for its authenticity. Before they become
public and can cause undue harm to people/organizations. Indian Posts
& Telecommunications Accounts and Finance Service Group 'A"
was constituted in 1972 and caters to the Department of Telecommunications
(DoT) and the Department of Posts (DoP). In Department of Telecommunications,
the IP&TAFS performs the functions of assessment and collection
of license fee/ spectrum usage charges, spectrum auction, USO scheme
monitoring and subsidy management, exchequer control, budgeting, accounting,
pension disbursement, internal audit and finance advice. In the Department
of Posts, the IP&TAFS is entrusted with the functions of finance
advice, budgeting, tariff and costing, accounting and internal audit.
There has been a paradigm shift in the role of Department of Telecommunications
as well as the Department of Posts in recent years. In the Telecom sector,
the role of the Department of Telecommunications has transformed from
primarily being a Service provider, Regulator and Policy maker into
the present structure whereby the Department is primarily responsible
for Policy making, Licensing and Universal Service Obligation. Receipts
from Department of Telecommunications, primarily License Fee, Spectrum
Usage Charges and Spectrum Auction Value constitute one of the largest
source of non-tax revenue for the Government of India.

Uniform treatment to all Services is hallmark of Good governance
DOP&T's decision (TOI, Oct 20 ) revoking suspension of a Joint Secy
( IAS, AP- 93 ) in MHA , placing him under 'compulsory wait', is discriminatory,
unjust, unfair and legally untenable. Two Deputy Secretaries and one
Section officer are still under suspension. Their fault : Juniors belonging
to 'inferior services'. The favouritism shown to top officer of elite
Service, weakens the Prosecution's case in the court. All officers should
be treated at par for offences impinging on national security under
doctrine of 'collective responsibility'. Interceding in favour of the
accused under pressure from 15 Joint Secretaries of MHA, is bad in law.
The group used hyperboles like "suspension was demoralizing"
and "harsh on the honest IAS officer" besides standing surety
for officer's "integrity and hard work". Was this justified
when investigations were and are reportedly still underway. Who authorized
the group of 15 joint secretaries to issue a clean chit to the accused?
Gross interference in administration of justice? A clear misconduct.
No wonder, if, Joint Secretary's name is deleted from list of the accused.
Is the group of 15 not liable for prosecution under IPC and the Conduct
Rules for influencing the inquiry? Can one expect just and fair investigation?
Due diligence was not carried out by the FCRA division headed by the
re-instated Joint Secy before renewing licence of the NGO ( IRF-Islamic
Research Foundation ) headed by someone masquerading as a preacher.
No transparency, no accountability. The Government will have lot to
explain to Parliament in the coming winter session.

IIMs running without Directors
20 IIMs are without any Directors. IITs and NITs are no better. Their
lot is now comparable to colleges run by 'Netas' of all hues. Somehow
nothing seems to change in this country. Cosmetic changes are ruining
the country. There were a lot of expectations from the NDA govt but
very disappointingly it has succumbed to the bureaucracy which has successfully
manipulated the 7th pay commission recommendation to suit its purpose.

Commendable action of PM
Utilizing the services of clerical staff and vehicles of CPO's by MHA
Officers has been going on for long. Unfortunately no HM or PM has been
able to stop it! It is time PM Modi acts and stops this practice.

Missing records cannot be used as an excuse to deny information
The appellant stated that he joined the service in 1981 and is
on the verge if retirement. He claimed that he has not got even
a single promotion during his entire service period, though he
is eligible as per rulers. He sought certain documents claiming
that due to non-availability of the said documents, the appellant
could not get his senior grade and selection grade. The PIO stated
that information sought by the appellant is not available. The
CIC observed that unless proved that record was destroyed as per
the prescribed rules of destruction/ retention policy, it is deemed
that record continues to be held by public authority. The CIC
pointed out that by practice, 'missing file' cannot be read into
as exception in addition to exceptions prescribed by RTI Act as
it amounts to breach of Public Records Act, 1993 The CIC directed
the PIO, Mr. the Principal and the Asst. Registrar to show-cause
why maximum penalty should not be imposed upon them for not providing
the information to the appellant and why disciplinary action should
not be recommended against them. Further, the public authority
was directed to explain why compensation should not be paid to
the appellant for harassing him by not providing the requisite
information for a long time.
Comments
In many government offices, the quality of record keeping needs
a massive overhaul. As per Public Records Act, 1993 action can
be initiated for any loss of public records and is punishable
with imprisonment up to a term of five years or with fine or both.
