Corruption and currency of 1000 and
500 notes
So the solution lies not in raiding 5-10 officers but in removing currency
of notes of thousand and five hundred Rupee from the circulation. There
should be smaller notes of 5,10,20,50 and maximum 100 rupees in India.
If the above is implemented then corruption will be eradicated conveniently.
There will not be any need for raiding the premises of powerful bureaucrats
and politicians. Because if one officer wants to take a bribe of 1 crore
- he will have to build a big godown to store 1 crore Rupees of denomination
of 50-100 notes. And the one who will give 1 crore bribe will have to
hire 5 trucks to transport it to the officer! With this fake currency
will also be eliminated - since nobody would risk printing 50 rupee
note and get caught. Therefore, through this esteemed website, may I
request the readers as well as the authorities concerned to take immediate
steps to stop printing one thousand and five hundred rupee notes and
take back the notes of these denominations from the public by exchanging
with smaller notes within a short span of time. India is a rich country
with poor people - let its people be rich as well.
I request Whisper corridors to start a discussion on the above so that
people can exchange their views on stopping the notes of 1000 and 500
Rupees, in the interest of common man of India.

Finance Ministry and RBI have left Modi in lurch ?
The hard decision is taken by PM and he stands by his decision and shows
his mettle. It was the responsibility of the officers, people down below
to do the systematic implementation, plan logistics, work out minute
details, etc and were supposed to do a homework. (just as we do when
the Election Commission announces the election). It appears that the
Finance Ministry and RBI people have left Modi in the middle. It reminds
of the James Bond dialogue "sometimes we are so much obsessed with
our enemies that we fail to watch our allies".

Out to sabotage !
Congratulations to the PM and his team for the extremely bold decision
to demonetize. However it appears that some officers, may be legacy
of previous govt. are out to sabotage the system.
Surprising why 500 notes were not printed first, being more liquid,
why 2000 notes not have same size as 1000 ones, to replace in ATMs without
problem! Now many IT officers are saying, no action possible, if unlimited
cash deposited and tax paid! Then why disclosure scheme was done with
45% tax, to fool the people! It is clear some senior officers close
to UPA are deliberately trying to embarrass govt. It should be looked
into and punitive action taken against them, so that others do not dare
to sabotage any more. Else all these positive action initiated will
prove futile!

RBI and Finance Ministry failed miserably
While the whole Nation goes agog with PM's demonitisation move, the
RBI and Finance Ministry failed miserably in implementing the move.
I think Prime Minister should have atleast taken into consideration
the former Governor, RBI Dr. Raghuram RAJAN, and other senior experts
like Dr. Rangarajan and N. Vaghul. Their expertise in the field of monetary
policy, treasury matters and banking regulations might have helped the
PM to ease the current situation in India. Even after 9 days, what one
sees is serpentine queue in front of the Banks, faulty/empty ATMs. The
hotels and shops wear a deserted look.

Grievance of a railway pass holder
A retired Master Craftsman claimed that despite being eligible
for first class pass, the Railways had not been honouring several
clauses related to the journey performed by a pass holder. He
sought Information regarding rules relating to privilege passes
issued to railway employees. The Commission observed that under
the provisions of the RTI Act, 2005, only such information as
is available and existing and held by the public authority or
is under control of the public authority can be provided. The
PIO is not supposed to create information that is not a part of
the record. He is also not required to interpret information or
furnish replies to hypothetical questions. Similarly, redressal
of grievance, reasons for non-compliance of rules /contesting
the actions of the respondent public authority are outside the
purview of the Act. Further, the CIC observed that the appeal
relates to the grievance of the retired employee regarding utilization
of railway passes and lack of awareness and sensitization of the
work force dealing with such matters. This aspect needs to be
re-examined by the competent authority to provide relief and succour
to the affected retired employees in an objective and transparent
manner.
Comments
Even though the redressal of grievance is outside the purview
of the RTI Act, it has been frequently used to obtain some relief.
The Information Commission has been sympathetic to injustice metered
through a system which is not objective or opaque.
