Your contribution to the nation-(Bhupender
Kumar) Did Modi take lead from Whispersinthecorridors Forum column dated
February 15, 2010 ?
Corruption and currency of 1000 and 500 notes
So the solution lies not in raiding 5-10 officers
but in removing currency of notes of thousand and five hundred Rupee
from the circulation. There should be smaller notes of 5,10,20,50 and
maximum 100 rupees in India.
If the above is implemented then corruption
will be eradicated conveniently. There will not be any need for raiding
the premises of powerful bureaucrats and politicians. Because if one
officer wants to take a bribe of 1 crore - he will have to build a big
godown to store 1 crore Rupees of denomination of 50-100 notes. And
the one who will give 1 crore bribe will have to hire 5 trucks to transport
it to the officer! With this fake currency will also be eliminated -
since nobody would risk printing 50 rupee note and get caught.
Therefore, through this esteemed website,
may I request the readers as well as the authorities concerned to take
immediate steps to stop printing one thousand and five hundred rupee
notes and take back the notes of these denominations from the public
by exchanging with smaller notes within a short span of time. India
is a rich country with poor people - let its people be rich as well.
I request Whisper corridors to start a discussion
on the above so that people can exchange their views on stopping the
notes of 1000 and 500 Rupees, in the interest of common man of India.

" Review threat perceptions "
After demonetization, PM Modi would do another service to the country
by focussing his attention to reviewing VIP and V VIP security covers.
Far from being security-based, granting X,Y,Z and Z+ covers, has always
been the discretion of the political dispensations. A mere status symbol
for the protectees with zero benefit to the common man.
Why should former Presidents, Vice Presidents and Prime Ministers,
and after them, their extended families get security covers? Strangely,
some continue politicking, even after demitting high Constitutional
offices. All at cost of public exchequer. Ironically, the tax payers
do not participate in decision making. Presently, 450 persons are beneficiaries
of security covers including a top business tycoon and his spouse ,who
is reportedly paying for it.
Is public security less important than security covers 24x7 to the
so-called VIPs ? It is paradoxical that even persons with clouded credentials
are enjoying Z+ security 24x7 , as part of the extended family of a
deceased PM. A huge insult to the common man.
Rules must change. Review threat perceptions periodically to make security
covers available to those in real need of it. Reject extraneous considerations
like " Status symbols", " False sense of in-security"
and " hypocrisy of corrupt politicians" and their " proximity
to successive ruling dispensations". If these protectees can mingle
with the crowds during canvassing, their security threat perception
is zero. Let the authorities do not rely blindly on cryptic reports
of security agencies The number of 450 beneficiaries of VIP security
should be scaled down to the barest minimum, not exceeding 50.

Grievance of a railway pass holder
A retired Master Craftsman claimed that despite being eligible
for first class pass, the Railways had not been honouring several
clauses related to the journey performed by a pass holder. He
sought Information regarding rules relating to privilege passes
issued to railway employees. The Commission observed that under
the provisions of the RTI Act, 2005, only such information as
is available and existing and held by the public authority or
is under control of the public authority can be provided. The
PIO is not supposed to create information that is not a part of
the record. He is also not required to interpret information or
furnish replies to hypothetical questions. Similarly, redressal
of grievance, reasons for non-compliance of rules /contesting
the actions of the respondent public authority are outside the
purview of the Act. Further, the CIC observed that the appeal
relates to the grievance of the retired employee regarding utilization
of railway passes and lack of awareness and sensitization of the
work force dealing with such matters. This aspect needs to be
re-examined by the competent authority to provide relief and succour
to the affected retired employees in an objective and transparent
manner.
Comments
Even though the redressal of grievance is outside the purview
of the RTI Act, it has been frequently used to obtain some relief.
The Information Commission has been sympathetic to injustice metered
through a system which is not objective or opaque.
