Your contribution to the nation-(Bhupender
Kumar) Did Modi take lead from Whispersinthecorridors Forum column dated
February 15, 2010 ?
Corruption and currency of 1000 and 500 notes
So the solution lies not in raiding 5-10 officers
but in removing currency of notes of thousand and five hundred Rupee
from the circulation. There should be smaller notes of 5,10,20,50 and
maximum 100 rupees in India.
If the above is implemented then corruption
will be eradicated conveniently. There will not be any need for raiding
the premises of powerful bureaucrats and politicians. Because if one
officer wants to take a bribe of 1 crore - he will have to build a big
godown to store 1 crore Rupees of denomination of 50-100 notes. And
the one who will give 1 crore bribe will have to hire 5 trucks to transport
it to the officer! With this fake currency will also be eliminated -
since nobody would risk printing 50 rupee note and get caught.
Therefore, through this esteemed website,
may I request the readers as well as the authorities concerned to take
immediate steps to stop printing one thousand and five hundred rupee
notes and take back the notes of these denominations from the public
by exchanging with smaller notes within a short span of time. India
is a rich country with poor people - let its people be rich as well.
I request Whisper corridors to start a discussion
on the above so that people can exchange their views on stopping the
notes of 1000 and 500 Rupees, in the interest of common man of India.

Supari killers starving !
Following demonetization of notes, Supari killers are starving as there
is hardly any cash left for the culprits.
India will be transformed !
If the Modi government succeeds in checking corruption, following demonetization
of notes, India - it is expected - will be transformed.

Stop misuse of our MMS ji ...
I stay back in Shimla for another day and today my Respected Friend
, a Retired Senior Bureaucrat, and me decide to meet at India Coffee
House. I'm running late and I hurry towards ICH. I literally run in
to find my respected friend sipping coffee and patiently waiting for
me ..
RF: Late. ...very unlike you!
M: Sorry Sir ....chalo good you have ordered Coffee... (the Waiter gets
my Coffee)..
RF: I come here pretty often...but there's a difference I note this
time ..customers are settling tabs via Cards and Mobile Wallets ...this
is fantastic... the Waiter on my enquiring informed me that cash payments
have fallen down to just 20%!! Yes he's getting his tips in cash!!
M: One of the objectives of this exercise ... Sir what's your opinion
on MMS ji's speech in Parliament. ..
RF: Arre someone should tell Madam
..at least now stop misusing MMS Ji ...and also shows Congress disconnect
with reality ..they chose MMS ji who led allegedly the most Corrupt
Government, India has had to give a speech against a revolutionary measure
that attacks corruption.. ..
M: I hear the toss up was between MMS ji ..Karan Singh and Antony..
RF: MMS ji 'unfit'...Antony 'unsuitable' ...yes very grudgingly Karan
Singh may have agreed !!
M: MMS ji tried to portray that this step literally spells doom for
India...
RF: As an able Administrator and ex RBI Guv he knows the secrecy required
for this step ..as a Economist he knows the short term impacts and the
long term benefits of this step...and as an Administrator and ex RBI
Guv he would know how proactively this Government is reacting to the
temporary woes of the Public because of this step...
M: So our dear MMS ji must have been handed the salient points and ordered
to expound...
RF: I really feel bad that they are still misusing him ..he did not
deserve this..
M: Will GDP take a 2% dip...
RF: The Economy will have a knee jerk reaction ...that is all. Max two
Quarters... and there will be receding pain ...
M: And a welcome change in medium of payments ...and spenfing habits
of Indians. Sir Boutiques that sell Jeans for 30,000 +...and shoes for
15000 + will see a big dip!! This was useless vane expenditure ... GDP
doesn't take a dip because of these ! ! Rupee is falling ....
RF: This is because of the impending decision of the FED on the US interest
rates...its affecting all the Asian Pacific Economies ...wait for December
31 when the figures come out on the Quantum of Notes that have not turned
up and gone missing...we will out- perform ...
M: You wanted to go to the Bank ...so I'll accompany you ...but as usual
before we go out ..something humorous ...I know you have a treasure
of sensible honour ..
RF... White Money... Kamaana Mushqil.... Black Money ...Chupaana Mushqil...
Pink Money (Rs 2000) ... Chutta Karwaana Mushqil...and .... now Jann
Dhan accounts have been renamed .... Dhan Dhan accounts.
We have a good laugh and walk out.

Modi should be beware of 'babus'
Now Modi will realise how incompetent these IAS fellows are. They have
made a mess of implementation of decisions of Prime Ministers/Ministers.
In the past, Heads of many politicians have rolled because bureaucracy
has failed the system. Therefore Modi should review his decision to
provide protection to Babus. No permission should be needed from Government
to take action against corrupt Babus. After all who is the Government?
It is the steel frame and it will never allow action against itself.
Politicians get swayed by the chamchas in the Ministries who pressurise
them to take soft decisions in their favour. Babus are interested in
promotion, power, perks and privileges. They care a damn for everything
else. Anyway it is the head of politicians that always rolls so why
bother.

Grievance of a railway pass holder
A retired Master Craftsman claimed that despite being eligible
for first class pass, the Railways had not been honouring several
clauses related to the journey performed by a pass holder. He
sought Information regarding rules relating to privilege passes
issued to railway employees. The Commission observed that under
the provisions of the RTI Act, 2005, only such information as
is available and existing and held by the public authority or
is under control of the public authority can be provided. The
PIO is not supposed to create information that is not a part of
the record. He is also not required to interpret information or
furnish replies to hypothetical questions. Similarly, redressal
of grievance, reasons for non-compliance of rules /contesting
the actions of the respondent public authority are outside the
purview of the Act. Further, the CIC observed that the appeal
relates to the grievance of the retired employee regarding utilization
of railway passes and lack of awareness and sensitization of the
work force dealing with such matters. This aspect needs to be
re-examined by the competent authority to provide relief and succour
to the affected retired employees in an objective and transparent
manner.
Comments
Even though the redressal of grievance is outside the purview
of the RTI Act, it has been frequently used to obtain some relief.
The Information Commission has been sympathetic to injustice metered
through a system which is not objective or opaque.
